About conditions of provision of the medical and sanitary help to citizens of the Kyrgyz Republic in 2009 according to the Program of the state guarantees for providing citizens of the Kyrgyz Republic with the medical and sanitary help
According to articles 20 and 58 of the Law of the Kyrgyz Republic "About protection of public health in the Kyrgyz Republic" the Government of the Kyrgyz Republic decides:
1. Approve enclosed:
- The list of categories of the citizens of the Kyrgyz Republic having the right to the medical and sanitary help according to the Program of the state guarantees free of charge and on favorable terms for 2009;
- Copayment level for the medical services in case of hospitalization provided by the organizations of health care working in system of the Single payer for 2009.
2. Extend action of the Program of the state guarantees for providing citizens of the Kyrgyz Republic with the medical and sanitary help approved by the order of the Government of the Kyrgyz Republic of August 24, 2007 No. 363, for 2008-2009.
3. Determine that Item 1 of the order of the Government of the Kyrgyz Republic of April 29, 2008 "About conditions of provision of the medical and sanitary help to citizens of the Kyrgyz Republic for 2008 according to the Program of the state guarantees for providing citizens of the Kyrgyz Republic with the medical and sanitary help" is effective with No. 192 before entry into force of this resolution.
4. This resolution becomes effective from the date of official publication.
5. To impose control over the implementation of this resolution on department of social development of Government office of the Kyrgyz Republic.

- the citizens who are subject to appeal on the active military service, directed by the military-medical commissions to physical examination at the out-patient level or treatment in the conditions of hospital;
- the military personnel of conscription service in cases of impossibility of rendering qualified medical care in departmental medical institutions;

- oncological patients in terminal stage;
- patients with inborn syphilis, patients with syphilis aged up to 18 years;
- patients with mental diseases (paranoid schizophrenia, chronic crazy disorders, affective disorders of different genesis);
- patients with epilepsy;
- patients with diabetes;
- patients with not diabetes;
- patients with vaccine-challenged complications;
- contact persons and patients with plague;
- contact persons and patients with cholera;
- contact persons and patients with typhoid;

1.1. from the approved average cost of treatment have the right to compensation of 90-95 percent:

- pensioners aged up to 70 years;
- veterans of work aged up to 70 years;
- persons receiving social benefits;
- patients with malaria;
- patients with severe forms of acute viral hepatitis;
1.2. to 85 percent from the approved average cost of treatment have the right to compensation:
- working concerning which fees on compulsory medical insurance arrive;
- children since 5 years to achievement of age by them 16 years (pupils of educational institutions - before the end of training by them, but no more than before achievement of age by them 18 years);
- the persons occupied in agricultural industry and paying fees on compulsory medical insurance;
- persons who are independently paying fees on compulsory medical insurance;
- pupils of initial professional educational institutions, students of averages and the highest professional educational institutions of full-time courses before achievement of age of 21 years.
2. At the out-patient level from the cost of medical services in the Price list of the prices have the right to compensation of 50 percent:
