1. Approve the enclosed Rules of creation of system and the plan of numbering on networks of telecommunications of the Republic of Kazakhstan.
2. Declare invalid the order of the Chairman of committee on communication and informatization of the Ministry of Transport and Communications of March 28, 2003 No. 39-p "About approval of the Regulating document "System and the plan of numbering on networks of telecommunications of the Republic of Kazakhstan".

4. To impose control of execution of this order on the vice-chairman of the Agency of the Republic of Kazakhstan on informatization and communication Bishigayev A. D.

3) the international telephone number is the sequence of decimal figures which in case of geographical country code unambiguously identifies the subscriber or point where the service is provided; in case of country code for global services identifies the subscriber of service; for Networks identifies the subscriber of Network;
4) national code of appointment - the part of the international number following after country code of geographical zone which together with subscriber number forms the national (meaning) telephone number;
5) the national (meaning) telephone number - part of the international number E164.MSE-T which follows country code for geographical zones; the national (meaning) number consists of national code of appointment and the following subscriber number behind it;
6) prefix - the indicator consisting of one or bigger number of signs which allow to perform the choice of different formats of number, networks, services, telecom operators; the prefix is not part of number;
7) the plan of set of number - the sequence or combination of figures, symbols and the additional information which determine method of use of the plan of numbering; the plan of set includes the description of use of prefixes and the additional information which supplements the plan of numbering and is required for implementation of challenge;
8) Network - the physical nodes and operating systems operated and serviced one or more acknowledged operational organization of ensuring services of telecommunications public integrated at the international level.
2. Requirements to creation of numbering system on networks of telecommunications of the Republic of Kazakhstan, including requirements to formats and structure of digital, alphabetic, symbolical references of numbers identifying the terminal user equipment, and also requirements for use of indicators (prefixes) are established for networks of the telecommunications of the Republic of Kazakhstan intended for rendering services of telephone communication and services for access to which telephone number is used.
3. The numbering system on networks of telecommunications of the Republic of Kazakhstan is based on the zone principle according to which the national resource of numbering is divided into numbering zones;
for identification of zone of numbering the national code of destination containing 3 decimal signs is used.
4. National codes of destinations are:
1) the ABC codes of geographically determined zones of numbering organized geographically within the serviced territories;
2) the DEF codes of not geographically determined zones of numbering organized without binding to geographically certain territory;
3) the KDU codes of access to the communication services organized in the territory of all republic.
5. For identification of the terminal (user) equipment on network of telecommunications public of the Republic of Kazakhstan the national (meaning) telephone number (Nnats) containing 10 decimal signs and including is used:
a) the national code of appointment (ABC, DEF, KDU) consisting of three decimal signs;
b) subscriber number (X1X2X3X4X5X6X7) consisting of seven decimal signs.
6. Subscriber number which unambiguously determines the terminal (user) equipment of local network of telecommunications of geographically determined zone of numbering of the Republic of Kazakhstan is called (is) zone telephone number;
zone telephone subscriber number of geographically determined zone of numbering consists of 7-unit local telephone subscriber number of X1X2X3X4X5X6X7 or code (index) "X1" of million group of numbers and 6-unit local telephone subscriber number or code (index) "X1X2" of hundred-thousandth group of numbers and 5-unit local subscriber number of this settlement;
local telephone number unambiguously determines the terminal (user) equipment of local network of telecommunications within the settlement (city or rural) the Republic of Kazakhstan.
7. Geographically determined zone of numbering matches, as a rule, with regional administrative-territorial division;
the organization of two and more geographically determined numbering zones in the territory of one area is in some cases allowed.
