1. Approve the enclosed Aviation rules "Procedures of Certification of Gliders, Hang-gliders, Paraplanes, Easy and Extralight Aircraft, Aero Static Devices and Aircrafts of Amateur Design".
2. The aviation rules "Procedures of Certification of Gliders, Hang-gliders, Paraplanes, Easy and Extralight Aircraft, Aero Static Devices and Aircrafts of Amateur Design" do not cancel action of the documents issued in accordance with the established procedure and certifying the flight validity of gliders, hang-gliders, paraplanes, easy and extralight aircraft, aero static devices and aircrafts of amateur design which were allowed to operation before their approval.
3. This resolution becomes effective from the date of its official publication.

1. The aviation rules "Procedures of Certification of Gliders, Hang-gliders, Paraplanes, Easy and Extralight Aircraft, Aero Static Devices and Aircrafts of Amateur Design" (further - Aviation rules) are developed according to article 28 of the Air code of the Republic of Belarus and are directed to increase in level of safety of flights of gliders, hang-gliders, paraplanes, easy and extralight aircraft, aero static devices and aircrafts (further - AF) to amateur design in the Republic of Belarus.
2. These Aviation rules govern the relations on the organization of certification of the gliders, hang-gliders, paraplanes, easy and extralight aircraft, aero static devices and AF of amateur design which do not have the certificate of type.
3. Action of these Aviation rules extends to all developers, manufacturers and owners of gliders, hang-gliders, paraplanes, easy and extralight aircraft, aero static devices and AF of amateur design.
4. For the purposes of these rules the following main terms and their determinations are applied:
the aircraft equipment - AF and (or) his components;
the autogyro - the aircraft is heavier than air which is supported in flight due to reactions of air with one or several bearing screws freely rotating around the axes which are approximately in vertical position;
the aerostat - the aircraft is easier than air, not set in motion by the power plant;
the helicopter - the aircraft is heavier than air which is supported in flight generally due to reaction of air with one or several bearing screws rotated by the power plant around the axes which are approximately in vertical position;
the rotary-wing aircraft - the aircraft is heavier than air, set in motion by the power plant and supported in flight due to reactions of air with one or several bearing screws;
the owner of civil AF - the legal entity or physical person having civil AF on the property rights, leases or other legal cause and bearing responsibility for its application according to the legislation of the Republic of Belarus;
AF of amateur design - AF of nonindustrial construction, not having the certificate (certificate) of type, or AF of industrial construction, not conforming to requirements to standard design, the established certificate (certificate) of type, but parameters which flight qualities and condition of design on condition of observance of the set restrictions allow to ensure safety of flights.

self-made AF;
AF of serial construction, the historical value or serial production of which recovered to condition of the flight validity, being it is stopped;
AF, collected from ready sets of details of national or foreign production (assembly sets);
the hang-glider - the motorless aircraft is heavier than air which carrying power in flight is created generally due to aerodynamic reactions to wing with flexible aerodynamic surface on tough framework, and control in flight is exercised generally due to movement of the center of masses (balancer management);
evidential documentation - the documentation containing results of checks, testing, researches and estimates of technical condition of the aircraft equipment, which is drawn up and approved according to these Aviation rules;
the applicant - the physical person or legal entity which filed petition in Department on aircraft for carrying out certification of aircraft;
manufacturer - the legal entity or physical person performing production of aircraft;
qualification basis - complex of the requirements to the flight validity distributed to this copy (type) of the component;
the AF component - any component of AF;
the aircraft is easier than air - the aircraft which keeps in air at the expense of aero static carrying power;
the aircraft is heavier than air - the aircraft which carrying power in flight is created at the expense of aerodynamic forces;
modification of AF - any change of the accepted design of AF and (or) his components which significantly influences their flight validity or affects their characteristics influencing the environment;
the motor-hang-glider - the aircraft is heavier than air which moves in air by means of the power plant which carrying power in flight is created due to aerodynamic reactions to wing with flexible aerodynamic surface on tough framework, and control in flight is exercised due to movement of the center of masses (balancing management);
