1. The Azerbaijan Republic "the Banner of Azerbaijan" citizens of the Azerbaijan Republic, foreign citizens and stateless persons are awarded the order:
for special merits in national liberation movement and social and political activities in the Azerbaijan Republic;
for special merits in development of military science and technology;
for special merits in preserving independence and territorial integrity of the Azerbaijan Republic;
for special merits in ensuring peace in the republic, in protection of procedure and on military service;
for special merits in ensuring protection of frontier.
2. The medal "Banner of Azerbaijan" is worn on the left side of breast and in the presence of other awards and medals of the Azerbaijan Republic is located after the award "Shah Ismail".
