About questions of the organization of work on licensing in Turkmenistan
For the purpose of execution of the Law of Turkmenistan "About licensing of separate types of activity" and further strengthening of legal and organizational base of licensing I decide:
1. Approve the list of the licensing ministries, departments and separate types of activity licensed by them, and also the amounts of the state fee levied when licensing it (is applied).
2. To impose the state control of licensing on the Ministry of Economics and developments of Turkmenistan.
3. Establish the following types of activity which are not subject to licensing and which are carried out only by authorized public institutions: the activities connected with active influence on the course of hydrometeorological works and incidents; the activities connected with statement, storage and restoration of the archive documentation; the activities connected with production of poisons, their conversion, transportation, purchase, storage, realization, use and destruction; the activities connected with genetics and microbiological system, and also with genetically modified organisms and causative agents of infectious diseases; other types of activity (works, services) established by decisions of the Cabinet of Ministers of Turkmenistan.
4. It is preliminary to ministries and departments to approve in accordance with the established procedure with the Ministry of conservation of Turkmenistan accomplishment of different types of the works connected with production of raw materials for production of construction materials and other minerals and also with import, export, production and conversion of reagents or with their content in the product structure doing harm to ozone layer of the atmosphere.
5. It is offered to the relevant ministries and departments in coordination with the Ministry of Economics and to bring developments of Turkmenistan in the Cabinet of Ministers of Turkmenistan: offers on the organization of work of licensing offices, their number of staff; projects of Provisions on licensing of separate types of activity according to this Resolution.
6. To the ministry адалат together with the relevant ministries and departments to prepare and make in the Cabinet of Ministers of Turkmenistan offers on modification and the amendments in the current legislation of Turkmenistan following from this Resolution in a month.
7. To impose control of execution of this Resolution on vice-chairmen of the Cabinet of Ministers of Turkmenistan, the Minister of Economic Affairs and development of Turkmenistan B. Hodzhamammedov and the chairman of the Highest control chamber of Turkmenistan O. Gurbannazarov.
