According to the Law of the Republic of Belarus of June 6, 2001 "About transportation of dangerous goods" the Ministry of Emergency Situations of the Republic of Belarus DECIDES:

1. Approve the enclosed Rules of transportation of dangerous goods by road transport in the Republic of Belarus.

Rules of transportation of dangerous goods by road transport in the Republic of Belarus

Section I. General provisions. Terms, operdeleniya and units of measure

Chapter 1. General provisions

1. Rules of transportation of dangerous goods by road transport in the Republic of Belarus (further - Rules) are developed in pursuance of the Law of the Republic of Belarus of June 6, 2001 "About transportation of dangerous goods" (The national register of legal acts of the Republic of Belarus, 2001, No. 56, 2/775), the Law of the Republic of Belarus of July 21, 2001 "About road transport and motor transportations" (The national register of legal acts of the Republic of Belarus, 2001, No. 71, 2/793), the Law of the Republic of Belarus of May 5, 1998 "About bases of transport activities" (Vedamasts? Natsyyanalnaga to descent Respubl? to? Belarus, 1998, No. 20, the Art. 221), resolutions of the Cabinet of Ministers of the Republic of Belarus of August 2, 1996 No. 510 "About measures for accomplishment of the European agreement on the international road delivery of dangerous goods" (Collection of presidential decrees and resolutions of the Cabinet of Ministers of the Republic of Belarus, 1996, No. 22, the Art. 552).

2. These rules determine general requirements and the main conditions of safety of transportations of dangerous goods by road transport, regulate relations, the rights and obligations of participants of transportation of dangerous goods.

These rules are obligatory for all legal entities and physical persons transporting dangerous goods or being consignors or consignees of such loads.

Chapter 2. Terms, operdeleniya and units of measure

3. In these rules the following terms and determinations are used:

emergency temperature - temperature at which measures in case of loss of opportunity to regulate temperature shall be taken;

truck tank - the vehicle made for transportation of liquids, gases or powdery or granular substances and which is turning on one or several built-in tanks. In addition to actually vehicle or nodes of running gear replacing it the truck tank consists of one or several cases, their elements of the equipment and fitting for their fixture to the vehicle or to nodes of running gear;

aerosol or the aerosol sprayer - any vessel disposable meeting the requirements to production, testing of aerosol sprayers and reservoirs small, containing the gas made of metal, glass or plastic, containing the compressed, liquefied or dissolved gas, with liquid, paste or powder or without them, the supplied final device allowing to make emission of content in the form of the solid or liquid particles weighed in gas, foams, paste or powder or in liquid or gaseous state;

cylinder - portable vessel under pressure capacity on water no more than 150 liters;

drum - the container of cylindrical form with the flat or convex bottoms made of metal, fiber cardboard, plastic, plywood or other suitable materials. This determination includes also container of other forms, for example in the form of narrowed or extending (in the form of bucket) cone. This determination does not cover wooden barrels and canisters; drum under davleniyemsvarny portable vessel under pressure capacity on water more than 150 liters, but no more than 1000 liters (for example, the cylindrical vessels supplied with driving hoops, sferoobrazny vessels on sled);

the biological/technical name - the name used now in scientific and technical reference books, periodicals and publications. Trade names for this purpose shall not be used;

the reel (class 1) - the product made of plastic, tree, fiber cardboard, metal or other suitable material and consisting of the central axis which from each of its parties is supplied or is not supplied with flanges. Products and substances can be reeled up on axis and be kept by flanges;

big container - the container having unobstructed capacity more than 3 m3 and the area concluded between four external bottom corners, at least 14 sq.m or at least 7 sq.m in the presence of the upper angular fitting;

barrel wooden - the container made of natural wood, with cross section in the form of circle, with convex walls, consisting of the staff-woods and the bottoms fastened with hoops;

the vacuum tank for waste - the built-in tank, the removable tank, container tank or removable body tank used mainly for transportation of dangerous wastes and having special constructional characteristics and (or) the equipment for simplification of loading and unloading of waste;

the vacuum valve - the sprung device automatically working under the influence of pressure and serving for protection of the tank against inadmissible internal depression;

the insert - the pipe or sack enclosed in container, including large-size container and container of average load-carrying capacity for bulk goods (further - KSGMG), but not being their integral part, and also locks of their openings;

internal vessel - the vessel requiring availability of outer container for accomplishment of function of deduction of product;

the built-in tank - the tank having volume more than 1000 liters, which is stationary established on the vehicle (which becomes in this case truck tank) or constituting integral part of frame of such vehicle;

gas - substance which at temperature of 50 oc has the vapor pressure more than 300 kPa (3 bars) and is completely gaseous at temperature of 20 oc and the normal pressure of 101,3 of kPa;

gas spray - any reservoir disposable containing gas or mix of gases under pressure;

gas spray under pressure - similar to aerosol or the aerosol sprayer;

the hermetically sealed tank - the tank which openings are hermetically closed and which is not equipped with safety valves, explosive membranes or other similar safety devices. The tanks having the safety valves located after explosive membranes are considered hermetically sealed;

load gripping adaptation (for soft KSGMG) - any load-lifting loop, eye, bracket or frame attached to the KSGMG case or formed by KSGMG case material continuation;

packing group - group to which for the purposes of packaging some substances depending on degree of danger by which they are characterized can be carried;

filling pressure - the largest pressure which is actually reached in the tank during its filling under pressure;

emptying pressure - the largest pressure which is actually reached in the tank during emptying under pressure;

wooden KSGMG - the tough or folding wooden case with the internal insert (but without interior tare) and the corresponding service and constructional equipment;

the directive of the EU - the provisions accepted by competent organizations of the European community and having from the point of view of result which shall be reached binding force for each state member to which they are addressed, but at the same time the forms providing to national authorities liberty of choice and methods;

reservoir (class 1) - boxes, large bottles, banks, drums, canisters and tubes, including any means of packing used in interior or intermediate tare;

reservoir is small, containing gas, - similarly gas spray;

tough internal reservoir (for compound KSGMG) - reservoir which keeps the general form in empty condition, without the closing devices and without outside cover. Any internal reservoir which is not tough is considered soft;

tough plastic KSGMG - the tough plastic case which can be equipped with the constructional equipment, and also the corresponding service equipment;

liquid - substance which at temperature of 50 °C has the vapor pressure no more than 300 kPa (3 bars) is not completely gaseous at temperature of 20 °C and pressure of 101,3 of kPa, has temperature of melting or the beginning of melting of 20 °C or less with pressure of 101,3 of kPa, is liquid according to testing by the ASTM D 4359-90 method and is not pasty according to the criteria applied in case of the testing for determination of flowability (testing with use of penetrometr) described in Item 172 of these rules;

the closed vehicle - the vehicle with body which can be closed;

closed container - the container with continuous cover having tough roof, tough sidewalls, tough face walls and flooring of the basis. This term includes containers with the opening roof which can be closed during transportation;

lock - the device closing opening in vessel;

the protected KSGMG (for metal KSGMG) - KSGMG provided with additional protection against blow in the form of, for example, multilayer design (sandwich type), design with double walls or framework in the form of metal obreshetka;

safety index on criticality (further - IBK) - number which is used for control of total quantity of the packagings, transport packets or containers containing the sharing material;

exclusive use - use only by one consignor of the vehicle or big container concerning which all initial, intermediate and final loading and unloading transactions are performed according to instructions of the consignor or consignee;

testing for hermeticity - testing for the purpose of determination of hermeticity of the tank, container or KSGMG, and also their equipment and the closing devices;

test pressure - the required pressure applied during pressure test when carrying out initial or recurring inspection;

canister - the metal or plastic container having the form of rectangle or polygon in cross section with one or several openings;

cage (class 2) - similar to linking of cylinders;

competent authority - the body or authorities or any other body or any other bodies appointed as those in each state and in each separate case according to the domestic legislation;

the constructional equipments of cases of truck tanks, removable tanks or container tanks - strengthening, fixing, the protective or stabilizing outside or internal elements of the case;

the constructional equipment of elements transport sredstvabatare or multielement gas container (further - MEGK) the strengthening, fixing, protective or stabilizing outside or internal elements of the case or vessel;

the constructional equipment of KSGMG, except soft KSGMG, the strengthening, fixing, load gripping, protective or stabilizing case elements (including the pallet of the basis compound KSGMG with plastic internal reservoir);

container - the piece of the transport equipment (cage or other similar adaptation) having permanent nature and owing to this fact rather strong to serve for reuse, specially designed for simplification of transportation of goods by one or several modes of transport without intermediate freight handling that it could be loaded and unloaded easily, and also supplied with the devices facilitating its fixture and processing, in particular in case of its overload from one transport vehicle on another. The term "container" does not include regular types of container, KSGMG, container tanks or vehicles;

container of average load-carrying capacity for bulk goods - the tough or soft figurative container which has volume no more than 3 m3 for solid substances and liquids of packing groups II and III, no more 1,5 of m3 - for solid substances of packing group of I when are used by soft, tough plastic, compound, cardboard or wooden KSGMG, no more than 3 m3 - for solid substances of packing group of I when are used by metal KSGMG, no more than 3 m3 - for radioactive material of class 7, is intended for the mechanized processing and maintains the loadings arising in case of materials handling operations and transportation. Konteynerytsisterna are not considered as KSGMG. Are not considered as KSGMG as containers for the purposes of these rules;

container tank - the piece of the transport equipment corresponding to determination of the term "container", consisting of the case and elements of the equipment, including the equipment providing possibility of movement of container tank without considerable change of its provision, the m3 (450 liters) used for transportation of gaseous, liquid, powdery or granular substances and having the capacity of more 0,45 when it is used for transportation of substances of class 2. KSGMG, meeting the requirements to their production and testing, are not considered as container tanks;

containers for bulk goods - the systems of deduction (including any insert or any covering) intended for transportation of the solid substances which are in direct contact with system of deduction. This determination does not cover container, KSGMG, large-size container and tanks;

control temperature - the maximum temperature at which safe transportation of organic peroxide or self-reactive substance can be performed;

the case (for all categories KSGMG, except compound KSGMG) actually reservoir, including openings and their jams, except for the service equipment;

the case - the cover containing substance (including openings and their locks). This determination is not applied to vessels;

cryogenic vessel - portable vessel under pressure with heat insulation for the cooled liquefied gases capacity on water no more than 1000 liters;

critical temperature - temperature above which substance cannot be in liquid state;

filling coefficient - the relation of mass of gas to the mass of water at temperature of 15 ° C which completely would fill vessel under pressure, serviceable;

the large-size container - container which consists of the outer container containing products or interior tare and which is intended for the mechanized processing and also has the net weight more than 400 kg or volume more than 450 liters, but its amount does not exceed 3 m3;

the vehicle covered by tarpaulin - the open vehicle supplied with tarpaulin for protection of load;

the container covered by tarpaulin - the open top container supplied with tarpaulin for protection of load;

KSGMG from fiber cardboard - the case manufactured of fiber cardboard with removable upper and lower covers or without them, if necessary with the internal insert (but without interior tare), and also with the corresponding service and constructional equipment;

KSGMG repaired - metal, tough plastic or compound KSGMG which because of shock impact or any other reason (for example, corrosion, embrittlement or availability of any other signs of reduction of durability in comparison with design type) is recovered to meet requirements imposed to design type and to be able to pass tests like design. For the purposes of these rules replacement of tough internal reservoir of compound KSGMG with the reservoir complying the initial technical requirements established by the manufacturer is considered repair. The current maintenance tough KSGMG is not considered repair. Cases of tough plastic KSGMG and internal reservoirs compound KSGMG are not subject to repair. Soft KSGMG are subject to repair only with the permission of competent authority;

KSGMG reconstructed - metal, tough plastic or compound KSGMG which is made as the type corresponding to recommendations of the United Nations (further - the UN), from the type which is not corresponding to recommendations of the UN or will be transformed from one type of design corresponding to recommendations of the UN to other type of design corresponding to recommendations of the UN. On reconstructed by KSGMG the same requirements of these rules, as requirements imposed to new KSGMG of the same type extend;

flammable component (for aerosols and gas sprays) - gas which easily ignites in air with normal pressure, either the substance or medicine in liquid form having flash temperature no more than 100 ° C;

tray (class 1) - leaf from metal, plastic, fiber cardboard or other suitable material which is located in interior, intermediate or outer container with exact landing. Such form that the container or products could be inserted, reliably fixed and separated from each other can be given to surface of tray;

IAEA - International Atomic Energy Agency (IAEA, P.O. Box 100-A1400 Vienna);

the maximum capacity - the maximum unobstructed capacity of vessels or container, including KSGMG and large-size container expressed in cubic meters or liters;

the maximum net weight - the maximum net weight of content in single container or the maximum cumulative mass of interior tare and its content expressed in kilograms;

the most admissible weight gross KSGMG, except soft KSGMG, the mass of KSGMG and any service or constructional equipment together with the maximum net weight;

the most admissible weight gross tanks - the mass of the empty tank and maximum demand permitted for transportation;

the most permissible load (for soft KSGMG) - the maximum net weight which KSGMG is expected and which is permitted for transportation in it;

maximum working pressure (manometrical pressure) the greatest of the following three pressure: the largest actual pressure, admissible in the tank when filling (the most admissible pressure of filling); the largest actual pressure, admissible in the tank when emptying (the most admissible pressure of emptying); or the actual manometrical pressure to which the tank under the influence of its content is exposed (including foreign gases which can be in it) at the maximum working temperature;

small container - container with unobstructed capacity at least 1 m3 and no more than 3 m3;

lot of packaging - weight gross packagings, unless otherwise specified. Weight gross does not join the mass of the containers and tanks used for transportation of goods;

metal KSGMG - the metal case with the corresponding service and constructional equipment;

sack - the soft container made of paper, polymeric film, textiles, woven material or other suitable materials;

multielement gas container - the container consisting of the elements connected among themselves by collector and established in frame design. As elements of multielement gas container are considered: cylinders, tubes, drums under pressure and linking of cylinders, and also tanks for transportation of gases of class 2, having volume more than 450 liters;

soft steel - steel with the minimum tensile strength from 360 to 440 N/mm2;

soft KSGMG - the case manufactured of film, woven material or any other soft material or their combination and having if necessary internal covering or the insert together with the corresponding service equipment and load gripping devices;

number of the United Nations - the four-digit number of substance or product taken from Standard rules of the UN. Dangerous goods according to the procedure of numbers of the UN assigned to them is listed in the table A according to appendix 1 * to these rules (further - No. of the UN);

the proper shipping name - the part of line item specified in the table A most of which precisely describes load and which is printed with capital letters with addition of any figures, letters of the Greek alphabet, the prefixes "vtor-", "tret-", "m-", "n-", "o-", "p-" which are integral part of the name;

nominal capacity of vessel - the nominal amount of the dangerous substance containing in vessel expressed in liters. In case of cylinders for the compressed gas the nominal capacity of cylinder is its capacity on water;

quality assurance - the program of systematic control measures and inspections which is performed by any organization or body and is aimed at providing sufficient confidence that the safety regulations ordered in these rules are observed in practice;

ensuring compliance (radioactive materials) - the program of the systematic measures performed by competent authority for the purpose of ensuring fulfillment of requirements of these rules in practice;

obreshetka - outer container with not continuous surfaces;

dangerous reaction - burning and (or) allocation of significant amount of heat, release of the flammable, suffocating, oxidizing and (or) toxic gases, formation of corrosion substances, formation of unstable substances or dangerous increase in pressure (only for tanks);

dangerous goods - the substances, materials and products having properties which manifestation in transit can serve as cause of explosion and (or) the fire to lead to death, disease, injuring, poisoning, radiation or burns of people and (or) animals, and also to cause damage of constructions, vehicles, other objects of transportation and (or) to do harm to the environment;

the operator of the container tank / the figurative tank - any company addressed to which it is registered the container tank / is registered the figurative tank;

the operator of the figurative tank - similar to the operator of the container tank / the figurative tank;

responsible for filling - any company loading dangerous goods into the tank (truck tank, the removable tank, the figurative tank or container tank) and (or) into the vehicle, big container or small container for bulk goods or into the vehicle - the battery or MEGK;

the open vehicle - the vehicle which platform has no superstructure or it is supplied only with side boards and back board;

the open top container - the container opened from above or container based on platform;

waste - substances, solutions, mixes or products which are not intended for direct use, but which are transported for the purpose of their conversion, burial, destruction by burning or removal by other methods;

packet (transport) - the cover used by one consignor for consolidation of one or several packagings in separate unit for the purpose of simplification of materials handling operations and stacking during transportation;

transportation - change of the location of dangerous goods, including the stops which are required in accordance with the terms of transportation and any time spent of dangerous goods in vehicles, tanks and containers which is required in accordance with the terms of transportation to in time and after change of their location;

transportation by pile/embankment - transportation of unpacked solid substances or products in vehicles or containers. This term is not applied to packed cargoes and to the substances transported in tanks;

the figurative tank - the tank for bulk transportations with a capacity more than 450 liters when it is used for transportation of substances of class 2;

reusable plastic - the material recuperated from the used industrial container, purified and prepared for conversion in new container;

lift truck - any company performing loading of dangerous goods in the vehicle or big container;

line item "not specified specifically" (further - "N.U.K".) - summary line item to which substances can be carried mixes, solutions or products if they are not named in table A or have the chemical, physical and (or) dangerous properties corresponding to class, classification code, packing group and the name and the description of line item of "N.U.K".;

full load - any cargo which is dispatched by one consignor for whose transportation all vehicle or all big container and all transactions on loading is used and to which unloading are carried out according to instructions of the consignor or consignee;

rules of ECE - the rules attached to the Agreement on adoption of uniform technical instructions for wheel vehicles, pieces of the equipment and parts which can be established and used on wheel vehicles, and about conditions of mutual recognition of the official approvals issued on the basis of these instructions (The agreement of 1958 with amendments);

the safety valve - the sprung device automatically working under the influence of pressure and serving for protection of the tank against inadmissible excessive internal pressure;

inspection body - the independent body approved by competent authority which is carrying out inspections and testing;

intermediate container - the container placed between interior tare or products and outer container;

working pressure - the established pressure of the compressed gas at reference temperature of 15 °C in the filled vessel under pressure;

settlement pressure - the theoretical pressure equal to test pressure which depending on degree of danger of the transported substance can be higher or lower than working pressure;

management on testing and criteria - the fourth reviewed edition of the Management on testing and criteria of Recommendations of the United Nations about transportation of dangerous goods published by the United Nations (ST/SG/AC.10/11/Rev. 4);

summary line item - line item for accurately certain group of substances or products;

linking of cylinders - set of the cylinders firmly fastened among themselves, connected by collector and transported as a unit. Total capacity of sheaf shall not exceed 3000 l on water whereas the capacity of the sheaves intended for transportation of toxic gases of class 2 (the groups beginning with letter T according to Item 48 of these rules), is limited to 1000 l on water;

the service equipment of the tank - the device for filling, emptying, aeration, safety, heating and heat-insulating devices, and also measuring devices;

the service equipment of elements of the vehicle - the battery or MEGK - the device for filling and emptying, including collector, and also safety devices and measuring devices;

the service equipment of KSGMG - the device for filling and emptying, the device for dumping of pressure or aeration, safety, heating and heat-insulating devices and measuring devices;

compound KSGMG with plastic internal reservoir - KSGMG consisting of the constructional equipment in the form of tough outside cover in which plastic internal reservoir together with service or other constructional equipment is placed. It is made in such a way that internal reservoir in assembled form and outside cover make single combined product which is filled, stored, transported or is emptied as a unit;

plastic - polymeric materials, for example rubber when this term is used concerning internal reservoirs compound KSGMG;

vessel - reservoir for the room and deduction in it of substances or products, including any means of packing. This determination is not applied to cases;

vessel under pressure - the general term covering cylinders, tubes, drums under pressure, the closed cryogenic vessels and linking of cylinders;

special transportations of dangerous goods - transportations of dangerous goods for ensuring especially important state needs;

standard steel - steel with tensile strength of 370 N/mm2 and lengthening in case of gap of 27%;

the demountable body - container which according to the European EN 283 standard (the edition of 1991) is made only for transportation on railway platform or the vehicle by land and in rolkerny courts is not subject to stacking, can be unloaded from vehicles by means of the equipment which is on the vehicle and on its own support and can be loaded on vehicles again;

the removable tank - the tank, except for the built-in tank, the figurative tank, container tank or element of the vehicle - batteries or MEGK with a capacity more than 450 liters which are not intended for transportation of goods without overload and usually are subject to processing only in empty condition;

the removable body tank is considered container tank;

container - vessel (reservoir) and any other components or materials necessary for accomplishment by vessel of function of deduction of product;

container emergency - special container in which the damaged, having defects or the leaking packagings with dangerous goods or the filtered or waking up dangerous goods for transportation for the purpose of recuperation or removal are located;

interior tare - container which in transit keeps within outer container;

the container recovered - metal drums which are cleared to their initial constructional materials with removal of all former content, internal and outside corrosion, external coverings and signs are recovered to initial form and profile, and zakraina (if those are available) shall be straightened and closed up and all removable laying is replaced, checked after cleaning, but before coloring, and the container with visible pointed corrosion, noticeable reduction of thickness of material, fatigue of metal, with the damaged carving or locks or with other major defects is rejected; plastic drums and canisters which are cleared to their initial constructional materials with removal of all former content, external coverings and signs are checked after cleaning and at which all removable laying is replaced;

the container combined - the container consisting of outer (transport) container and one or several units of interior tare enclosed in it;

container easy metal - the container with round, elliptic, rectangular or polygonal (also conic) cross section and also which is narrowed or extending (in the form of bucket) the container made of metal with thickness of wall of less 0,5 of mm (for example, from sheet tin), with the flat or convex bottom, with one or several openings which is not covered by determination of drum or canister;

container of reusable use - container which was checked and acknowledged defect-free, capable to affect its capability to pass operating tests. This term includes the container filled by the same content or content of similar compatibility and transported on the distribution chains controlled by the consignor;

outer container - external protection of the compound or combined container with any absorbing and pro-masonry material and any other components necessary for deduction and protection of internal vessels and interior tare;

container dense - container, impervious for solids, including the solid materials which are crushed during transportation;

the container reconstructed - metal drums which are made as the type of container of the UN conforming to requirements to production and testing of container from the type of container which is not conforming to requirements of the UN will be transformed from one type of container of the UN conforming to requirements to production and testing of container to other type of container conforming to requirements of the UN and at which the indivisible constructional elements are replaced (for example, the fixed bottoms); plastic drums which will be transformed from one type of container of the UN to other type of container of the UN (for example, from 1H1 in 1H2) and at which the indivisible constructional elements are replaced;

container compound (from plastic) - the container consisting of plastic internal vessel and outer container (from metal, fiber cardboard, plywood). Such container in assembled form remains indivisible unit which is filled, stored, transported and is emptied as such;

container compound (from glass, porcelain or ceramics) - the container consisting of glass, porcelain or ceramic internal vessel and outer container (from metal, tree, fiber cardboard, plastic, polyfoam);

solid substance - the substance having temperature of melting or the beginning of melting is above 20 °C with pressure of 101,3 of kPa and which is not liquid according to testing by the ASTM D 4359-90 method or is pasty according to the criteria applied in case of the testing for determination of flowability (testing with use of penetrometr) described in Item 172 of these rules;

the current maintenance tough KSGMG - the current accomplishment on metal, tough plastic or compound KSGMG of such transactions as cleaning, dismantle and the subsequent installation or replacement of locks of the case (including the corresponding consolidations) or the service equipment according to initial technical requirements of the manufacturer on condition of check of hermeticity of KSGMG, recovery of the constructional equipment which is not intended directly for accomplishment of function of deduction of dangerous goods or preserving pressure of emptying for the purpose of ensuring compliance to design type (for example, straightening of racks or lifting devices) provided that the function of deduction of product which is carried out by KSGMG is not affected;

standard rules of the UN - the standard rules attached to the thirteenth reviewed edition of Recommendations about transportation of dangerous goods published by the United Nations (ST/SG/AC.10/1/Rev. 13);

woven plastic material (for soft KSGMG) - the material made of drawn tape or single threads of suitable polymeric material;

the fuel heating device - the device in which liquid or gaseous fuel is directly used and is not consumed the departing warmth of the engine setting the vehicle in motion;

transport unit - the vehicle to which the trail car, or the structure consisting of the vehicle and the trail car linked to it is not fastened;

the vehicle - the road vehicles used for transportation of dangerous goods;

the vehicle - the battery - the vehicle with set of the elements connected among themselves by collector and stationary established on transport unit. Vehicle elements - batteries are considered: the cylinders, tubes, linking of cylinders (which are also called by cages), drums under pressure, and also the tanks intended for transportation of gases of class 2, with a capacity more than 450 liters;

tube (class 2) - seamless portable vessel under pressure capacity on water more than 150 liters, but no more than 3000 liters;

packaging - the complete product of transaction of packing consisting of container, large-size container or KSGMG and their content, prepared for sending. This term includes the vessels for gases determined in this Chapter and also products which owing to their size, the weight or configuration can be transported by unpacked or be transported in frames, obreshetka or transport and loading devices. This term is not applied to the loads transported by pile/embankment and to the loads transported in tanks;

the packer - any company which fills with dangerous goods container including large-size container and KSGMG, and in case of need prepares packagings for transportation;

the established pressure - the vessel content pressure under pressure which is in condition of thermal and diffusion balance;

the tank - the case, including its service and constructional equipment. When the term "tank" is used separately, it means container tank, the figurative tank, the removable tank or the built-in tank which definitions are given in this part, including the tanks which are elements of vehicles - batteries or MEGK;

box - the container with continuous rectangular or polygonal walls made of metal, wood, plywood, wood material, fiber cardboard, plastic or other suitable materials. Availability of the small openings intended for convenience of processing or opening or necessary in connection with classification instructions is allowed if these openings do not influence integrity of container during transportation;

EN (standard) - the European standard published by the European committee on standardization (further - EKS) (CEN-36, rue de Stassart, B-1050 Brusseles);

ISO (standard) - the international standard published by International Organization for Standardization (ISO) (ISO-1, rue de Varembe, CH-1204 Geneva 20);

loading (unloading) - installation of container for bulk goods, container tank or the figurative tank on the vehicle, and their removal from the vehicle - unloading.

4. In these rules the units of measure given according to appendix 2 are applied.

The International System of Units is accepted by the General conference on measures and scales (the address: Pavillon de Breteuil, Parc de St-Cloud, F-92 310 Sevres).

If other is specifically not specified, the sign "%" in these rules means:

for mixes of solid substances or liquids, and also for solutions and for the solid substances moistened with liquid - the percentage share of weight calculated on the basis of the lump of mix, solution or the moistened solid substance;

for mixes of the compressed gases: when loading under pressure - the percentage share of amount calculated on the basis of the total amount of gas mix; or when loading on weight - the percentage share of weight calculated on the basis of mix lump;

for mixes of the liquefied gases and dissolved gases - the percentage share of weight calculated on the basis of mix lump.

5. All types of pressure relating to vessels (for example, the test pressure, internal pressure, pressure of operation of safety valves), are always specified as manometrical pressure (pressure, excessive in relation to atmospheric pressure); vapor pressure of substance is always expressed as absolute pressure.

When in these rules extent of filling of vessels is specified, extent of filling means at temperature of substances of 15 °C if any other temperature is only not specified.

Chapter 3. Coverage of rules

6. These rules establish the main safety requirements of transportation of dangerous goods by road transport across streets of the cities and settlements, to highways public in the territory of the Republic of Belarus regardless of accessory of the dangerous goods and vehicles transporting these loads.

6.1. International carriages of dangerous goods on the territories of the Republic of Belarus (including transit transportations of dangerous goods on the territories of the Republic of Belarus, export of dangerous goods from the Republic of Belarus, import to the Republic of Belarus) which are carried out by residents of the Republic of Belarus are performed with observance of the requirements established by the European agreement on the international road delivery of dangerous goods (further - DOPOG), international conventions and intergovernmental agreements (agreements) which participant is the Republic of Belarus, and these rules.

6.2. Action of these rules does not extend on:

technological movements of dangerous goods by road transport in the territory of the companies at which their production, conversion, storage, application or destruction are performed if such movements are performed without exit to highways public, and also the street of the cities and settlements on which movement of vehicles public is authorized;

transportation of limited amount of dangerous substances on one vehicle which transportation can be considered as transportation of harmless load.

7. By manufacturer of dangerous substance or the consignor in case of development of conditions of safe transportation of specific dangerous goods (the list of questions which shall be stated in the conditions of safe transportation of specific dangerous goods according to appendix 3 to these rules) on the basis of requirements of these rules the limited quantity of dangerous goods on one vehicle which transportation can be considered as transportation of harmless load, according to appendix 4 to these rules can be established.

7.1. In the table according to appendix 4 to these rules of the word "the maximum total quantity on transport unit" mean:

for products - weight gross in kilograms (for class 1 products explosive net weight in kilograms);

for solid substances, the liquefied gases, the cooled liquefied gases and gases dissolved under pressure - net weight in kilograms;

for liquids and the compressed gases - the nominal capacity of vessels in liters.

7.2. Action of these rules does not extend also on:

7.2.1. the withdrawals connected with nature of transport transaction:

7.2.1.1. transportations of the machines or mechanisms which are not specified in these rules and containing dangerous goods in their internal or operational equipment;

7.2.1.2. the transportations performed by emergency services or under their supervision, the technical help cars transporting the crashed or defective vehicles containing dangerous goods;

7.2.1.3. the transportations performed for the purpose of rescuing of people or environment protection provided that all measures for ensuring complete safety of such transportations are taken;

7.2.2. the withdrawals connected with transportation of gases:

7.2.2.1. the gases containing in fuel tanks of the vehicle performing transport transaction, and intended for ensuring draft or for functioning of any equipment of the vehicle (for example, refrigerating);

7.2.2.2. the gases containing in fuel tanks of the transported vehicles. The crane between fuel tank and the engine shall be closed, and the electric contact is opened;

7.2.2.3. the gases containing in the equipment used for operation of the vehicle (for example, in the fire extinguishers or mumpish tires including transported as spare parts or load);

7.2.2.4. the gases containing in the special equipment of vehicles and necessary for functioning of this special equipment during transportation (cooling systems, cages for fish, heaters), and also in reserve reservoirs for such equipment or the crude empty replaceable reservoirs transported in the same transport unit;

7.2.2.5. the gases containing in foodstuff or drinks;

7.2.3. the withdrawals connected with transportation of liquid fuel:

7.2.3.1. the fuel containing in the fuel tanks of the vehicle performing transport transaction, intended for ensuring draft or for functioning of any equipment of the vehicle.

Fuel can be transported in the built-in fuel tanks which are directly connected to the engine of the vehicle and (or) the service equipment and meet the requirements of the corresponding regulatory legal acts, or can be transported in figurative fuel reservoirs (for example, in canisters).

Total capacity of the built-in fuel tanks shall not exceed 1500 liters on one transport unit, and the capacity of the tank established on trail car shall not exceed 500 liters. In figurative fuel reservoirs it is possible to transport no more than 60 liters on one transport unit. These restrictions are not applied to the vehicles operated by emergency services;

7.2.3.2. the fuel containing in fuel tanks of vehicles or other transport vehicles (such as motor boats) which are transported as load if this fuel is intended for ensuring draft or for functioning of any equipment of such means. During transportation all cranes between the engine or the equipment and fuel tank shall be closed, except cases when the crane be open for ensuring functioning of the equipment;

7.2.4. the withdrawals connected with the quantities transported in one transport unit:

7.2.4.1. for the purposes of this Item dangerous goods is referred to transport categories 0, of 1, of 2, 3 or 4. The empty cleared container containing the substances referred to transport category 0, also belongs to the transport category 0. The empty crude container containing the substances referred to other transport category except category 0, belongs to the transport category 4;

7.2.4.2. if the quantity of the dangerous goods transported in one transport unit does not exceed the values specified in column 3 tables according to appendix 4 to these rules for this transport category (when the dangerous goods transported in transport unit belongs to the same category) or the values calculated according to subitem 7.2.4.3 of this Item (when the dangerous goods transported in transport unit belongs to the different transport categories);

7.2.4.3. if in the same transport unit the dangerous goods belonging to the different transport categories, then the amount of amount of substances and products of transport category 1, of the number of 4 these rules of substances mentioned in the note to the table according to appendix increased on 50, and products of transport category 1, of the amount of substances and products of transport category increased on 20, 2, increased on 3, are transported and amounts of substances and products of transport category 3 shall not exceed 1000.

Section II. Classification of dangerous goods

Chapter 4. Basic provisions

8. Classification of dangerous goods is made depending on type and degree of danger of load. The following classes of dangerous goods are established:

class 1 - explosives and products;

class 2 - gases;

class 3 - flammable liquids;

class 4.1 - flammable solid substances, self-reactive substances and solid desensibilizirovanny explosives;

class 4.2 - the substances capable to spontaneous ignition;

class 4.3 - the substances emitting flammable gases in case of contact with water;

class 5.1 - the oxidizing substances;

class 5.2 - organic peroxides;

class 6.1 - toxic substances;

class 6.2 - infectious substances;

class 7 - radioactive materials;

class 8 - corrosion substances;

class 9 - other dangerous substances and products.

9. The dangerous goods covered by the name of this or that class is classified on the basis of their properties. Reference of dangerous goods to this or that class or packing group is made according to the criteria specified for each class. Reference of one or several types of additional danger to any dangerous substance or product is made on the basis of the criteria of class or classes corresponding to these types of danger.

10. All line items of dangerous goods are listed in table A according to the procedure of numbers of the UN assigned to them.

11. Substances, including the solutions and mixes which are not specified according to the name are classified according to their degree of danger on the basis of the criteria specified for each class. The type of danger which is constituted by this or that substance is determined on the basis of its physical and chemical characteristics, and also physiological properties. Such characteristics and properties are also taken into account when the available experience causes need of reference of substance to the category meeting more strict requirements.

12. If owing to the dangerous properties substance, solution or mix can be included in more than one class or in more than one group of the substances which are listed below, then in this case this substance, this solution or this mix should be carried to the class or group of substances corresponding to the greatest danger in the following priority sequence:

class 7 materials (except radioactive material in the exempted packagings when other dangerous properties have priority);

class 1 substances;

class 2 substances;

liquid desensibilizirovanny explosives of class 3;

self-reactive substances and solid desensibilizirovanny explosives of class 4.1;

pyrophorous substances of class 4.2;

class 5.2 substances;

substances of class 6.1 or class 3, which based on their inhalation toxicity should be carried to packing group of I. Substances which meet classification criteria of class 8 and are characterized by lethal concentration (further - LK50) for inhalation toxicity of dust and suspensions in the packing group range I and lethal doses (further - LD50) for peroral or chreskozhny toxicity only in the range of packing group of III or below, it is necessary to carry to class 8;

infectious substances of class 6.2.

13. For packaging to substances, except class substances 1, of 2, 5.2, 6.2, 7 and self-reactive substances of class 4.1, are appointed packing groups depending on the degree constituted by them of danger:

packing group of I: substances with high degree of danger;

packing group of II: substances with average degree of danger;

packing group of III: substances with low degree of danger.

The packing group to which substance belongs is specified in column 5 of the table A.

Chapter 5. Class 1. Explosives and products

14. Following substances belong to dangerous goods of class 1.

14.1. Explosives: solid or liquid substances (or mixes of substances) which are capable to chemical reaction with release of gases at such temperature, such pressure and with such speed that it causes damage of surrounding objects.

Pyrotechnic substances: substances or mixes of substances intended for production of effect in the form of heat, light, sound, gas or smoke or their combination as a result of the self-sustaining exothermic chemical reactions proceeding without detonation.

Substances which in itself are not explosive, but can form explosive mix in the form of gas, vapor or dust, are not class 1 substances.

Class 1 substances are also not the explosives moistened with water or alcohol in which content of water or alcohol exceeds the specified limits, and the substances containing plasticizers these explosives are included in class 3 or class 4.1, and also explosives which taking into account their prevailing danger are carried to class 5.2.

14.2. Explosive products: the products containing one or several explosive or pyrotechnic substances.

Requirements of class 1 do not extend to the devices containing explosive or pyrotechnic substances in such insignificant quantity or such nature that their accidental or spontaneous ignition or initiation during transportation will not cause any external manifestations outside the device in the form of scattering of elements, fire, smoke, heat or loud sound.

14.3. The substances which are not mentioned above and products which are produced for production of explosive works or creation of pyrotechnic effect.

15. The samples of the new or existing explosives or products transported, among other things, for test objectives, classification, researches and design developments, quality control or in the form of commercial samples, the explosives except for initiating, can be carried to No. of the UN the 0190th samples of explosives.

16. Reference of the explosives and products which are not specified according to the name in table A to one of line items of "N.U.K". class 1 or to No. of the UN the 0190th samples of explosives, and also reference to this or that line item of some substances which transportation requires special permission of competent authority according to the special provisions specified in column 7 of table A it is performed by competent authority of country of source.

17. This competent authority also approves in writing conditions of transportation of these substances and products.

18. If the country of source is not Contracting party of DOPOG, then classification and conditions of transportation of dangerous goods shall be acknowledged as competent authority of the first country which is the Contracting party of DOPOG along cargo hauling route.

19. Dangerous goods of class 1 on nature and degree of danger is subdivided into subclasses according to Item 21 of these rules, and whenever possible joint loading - on groups of compatibility according to Item 23 of these rules.

20. The classification code consists of number of subclass and the letter designating group of compatibility.

21. Determination of subclasses:

subclass 1.1 - substances and products which are characterized by explosion hazard weight (explosion by weight is such explosion which almost instantly extends to all load);

subclass 1.2 - substances and products which are characterized by danger of scattering, but do not create explosion hazard weight;

subclass 1.3 - substances and products which are characterized by fire risk, and also either insignificant explosion hazard, or insignificant danger of scattering, or that and another, but are not characterized by explosion hazard weight:

which when burning allocate significant amount of radiant heat;

which, lighting up one behind another, are characterized by insignificant explosive effect or scattering or that and another;

subclass 1.4 - the substances and products constituting only insignificant explosion hazard in case of ignition or initiation in transit. Effects are shown generally in packaging, at the same time emission of splinters of the considerable sizes or on considerable distance is not expected. The external fire shall not serve as the reason of almost instant explosion of almost all content of packaging;

subclass 1.5 - substances of very low sensitivity which are characterized by explosion hazard weight, but have so low sensitivity that there is very small probability of their initiation or transition from burning to detonation under normal conditions of transportation. According to the minimum requirement imposed to these substances they shall not explode when testing for fire resistance;

subclass 1.6 - products of extremely low sensitivity which are not characterized by explosion hazard weight. These products contain substances, only extremely insensitive to detonation, and are characterized by insignificant probability of accidental initiation or distribution of explosion.

22. The danger characteristic of products of subclass 1.6, is limited to explosion of one product.

23. Determination of groups of compatibility of substances and products:

A - primary explosive;

B - the product which is containing primary explosive and not having two or more effective safety devices. This group joins some products, such as detonators for explosive works, assembly of detonators for explosive works and caps igniters even if they do not contain primary explosives;

C - the throwing explosive or other deflagriruyushchy explosive or product containing it explosive;

D - the secondary detonating explosive, either black gunpowder, or the product containing the secondary detonating substance not having anyway means of initiation and propellant powder or the product which is containing primary explosive and having two or more effective safety devices;

E - the product containing the secondary detonating explosive, out-of-pocket initiation, but with propellant powder (except the charge containing flammable liquid or gel or self-igniting liquids);

F - the product containing the secondary detonating explosive with own means of initiation, with propellant powder (except the charge containing flammable liquid or gel or self-igniting liquids) or without propellant powder;

G - the pyrotechnic substance or product containing pyrotechnic substance, or the product containing both explosive, and lighting, incendiary, tear or smoke-generating substance (except the water activated product or the product containing white phosphorus, phosphides, pyrophorous substance, flammable liquid or gel or self-igniting liquids);

H - the product containing both explosive, and white phosphorus;

J - the product containing both explosive, and flammable liquid or gel;

K - the product containing both explosive, and the toxic chemical agent;

L - the explosive or product containing explosive and constituting the special peril (for example, in connection with vodoaktiviruyemost or in view of presence of self-igniting liquids, phosphides or pyrophorous substance) requiring isolation of each type;

N - the products containing only extremely insensitive detonating substances;

S - the substance or product packed or designed in such a way that any dangerous effects of accidental operation do not go beyond packaging, and in case of packaging damage by fire all effects of explosion or scattering are limited so that significantly do not interfere with acceptance of fire or other prevention in close proximity to packaging.

24. Products of group of compatibility of D or E can be supplied with own means of initiation or be packed together with them provided that these means have at least two effective safety devices intended for prevention of explosion in case of accidental operation of means of initiation. Such packagings concern to group of compatibility of D or E.

25. Products of group of compatibility of D or E can be packed together with own means of initiation which do not have two effective safety devices (that is the means of initiation carried to group of compatibility of B), on condition of compliance to provision on joint packaging of MP21. Such packagings concern to group of compatibility of D or E.

26. Products can be supplied with own primers or be packed together with them provided that operation of primers under normal conditions transportations is excluded.

27. Products of groups of compatibility C, D and E can be packed jointly. Such packagings concern to group of compatibility E.

28. The packagings having sign of danger No. 1, 1.4, 1.5, 1.6 according to appendix 5 to these rules, but having different groups of compatibility can be loaded in the same vehicle according to the table of compatibility of loading of dangerous goods of class 1 on the vehicle according to appendix 6 to these rules.

29. The packagings having sign of danger No. 1, 1.4, 1.5, 1.6, shall not be loaded in the same vehicle together with the packagings having sign of danger No. 4.1+1 and 5.2+1.

30. Loading of the packagings having signs of danger No. 1, together with brisant explosives is allowed (except for No. of the UN 0083 explosives brisant, type C), ammonium nitrate and inorganic nitrates of class 5.1 (No. of the UN 1942 and 2067) provided that the load in general is considered as brisant explosives of class 1 for the purposes of placement of information displays, separation, stacking and determination of the most permissible load.

31. Joint cargo loading of class 1 and rescue means of class 9 is allowed (No. of the UN 2990, 3072 and 3268).
