About approval of the Procedure for financing of improvement of children of insured persons in children's institutions of improvement by fund of social insurance on temporary disability

According to articles 11 and 47 of the Law of Ukraine "About obligatory national social insurance in connection with the temporary disability and expenses caused by burial" board of Social Insurance Fund on temporary disability DECIDES:

1. Approve the Procedure for financing of improvement of children of insured persons in children's institutions of improvement by fund of social insurance on temporary disability which is applied.

2. Declare invalid the resolution of board of Fund of 03.03.2006 No. 4 "About approval of the Procedure for partial financing of improvement of children in children's improving institutions by fund of social insurance on temporary disability".

3. To executive directorates of departments of Fund to bring this resolution to permission of district, interdistrict, city executive directorates of departments of Fund, insurers and regional, city (cities of Kiev and Sevastopol) and the republican (Autonomous Republic of Crimea) organizations of labor unions.

4. The resolution becomes effective from the moment of its official publication.

Procedure for financing of improvement of children of insured persons in children's institutions of improvement by fund of social insurance on temporary disability

I. General provisions

1.1. This Procedure determines financing terms of improvement of children which are members of families of insured persons (further - children), in children's institutions of improvement by fund of social insurance by temporary disability (further - Fund) according to the Law of Ukraine "About obligatory national social insurance in connection with the temporary disability and expenses caused by burial".

1.2. Financing of improvement of children in children's institutions of improvement is performed within the assignments provided by the budget of Fund for the article "Improving Actions" and estimates of programs of departments of Fund concerning recovery of health of insured persons and members of their families with the specified purpose.

1.3. By fund financing of improvement of children in children's institutions of improvement to which belong is performed:

children's institution of sanatorium type - institution where children are round the clock and where along with improving the complex of the medical services directed to improvement of condition of their health, prevention of diseases is provided;

the children's center - the institution functioning for year in which children are round the clock;

suburban institution of improvement and rest - the institution functioning for year, seasonally or during vacation in which children are round the clock.

By fund financing of improvement of children in sanatorium institutions, boarding houses, recreation facilities, sanatoria dispensaries, improving complexes of the companies, organizations and organizations, labor unions on condition of provision by the specified institutions of services in improvement according to the legislation can be performed.

1.4. Organized forms of improvement by fund cover children aged from 6 up to 18 years.

1.5. Duration of improving change during which the child receives services in improvement and rest in children's institution of improvement shall be at least 21 days.

1.6. Fund is allocated for catering services (regarding the cost of set of food), treatments and cultural servicing of children within boundary expense rates.

1.7. The board of department of Fund according to the estimate of the program of department of Fund concerning recovery of health of insured persons and members of their families annually determines:

1.7.1. Total amount of fund on partial financing of improvement of children in children's institutions of improvement the current year and expense rates on food (regarding the cost of set of food), treatment and cultural servicing of children within boundary expense rates.

1.7.2. The list of children's institutions of improvement which will be partially financed by fund, taking into account offers of the regional, Kiev and Sevastopol city, district public administrations, the organizations of labor unions, employers and their associations, insurers.

Enter the list: children's institutions of improvement which function as legal entities; the companies, organizations, the organizations, labor unions if children's institutions of improvement have no status of the legal entity and are in their structure as branches or structural divisions (further - the owner (founder)) on condition of their stay on accounting in district, interdistrict, city executive directorates of departments of Fund (further - working body of department of Fund) as insurers irrespective of pattern of ownership and the children's institutions of improvement leased.

1.7.3. The amount of fund on partial financing of improvement of children for:

children's institutions of improvement or their owners (founders);

insurers who will organize improvement of children and are independently bought by permits directly in children's institutions of improvement (further - the insurer) on conditions, stipulated in Item 2.2 this About;

primary, regional, city (cities of Kiev and Sevastopol) and the republican (Autonomous Republic of Crimea) organizations of labor unions which will organize improvement of children and independently buy permits directly in children's institutions of improvement on conditions, stipulated in Item 2.3 this About.
