being guided by the Agreement between the Russian Federation and the Republic of Kazakhstan on the basic principles and conditions of use of the Baikonur spaceport of March 28, 1994, the Agreement between the Russian Federation and the Republic of Kazakhstan on the status of the city of Baikonur, procedure for forming and the status of its executive bodies of December 23, 1995, the Agreement between the Russian Federation and the Republic of Kazakhstan on development of cooperation in effective use of the Baikonur complex of January 9, 2004, the Lease agreement of the Baikonur complex between the Government of the Russian Federation and the Government of the Republic of Kazakhstan of December 10, 1994,
recognizing need of enhancement of procedure for visit of the Baikonur complex,
agreed as follows:
Subject of this agreement is determination of procedure for visit of the Baikonur complex by citizens of the Russian Federation and citizens of the Republic of Kazakhstan - personnel of the spaceport, residents Baikonur, the officials, representatives of mass media, delegations, tourists, persons arriving to the city on private affairs and also foreign citizens and stateless persons.
Concepts "the complex "Baikonur", "city of Baikonur", "residents Baikonur", "city administration Baikonur", "personnel of the spaceport", used in this agreement, have the values defined by the Lease agreement of the Baikonur complex between the Government of the Russian Federation and the Government of the Republic of Kazakhstan of December 10, 1994 and the Agreement between the Russian Federation and the Republic of Kazakhstan on the status of the city of Baikonur, procedure for forming and the status of its executive bodies of December 23, 1995.
