About approval of provisions of the Central industry tasting commissions on quality evaluation of food products
For the purpose of providing the population with quality products of food and on fulfillment of requirements of DSTU 3946-2000 "System of development and statement of products on production. Food products. Basic provisions", DSTU 4582:2006 "System of development and statement of products on production. Bread and bakery products. Basic provisions" I ORDER:
1. Approve:
The regulations on the Central industry tasting commission on quality evaluation of alcohol, vodka, vodka of special, alcoholic beverage and low alcohol drinks (are applied);
Regulations on the Central industry tasting commission on quality evaluation of confectionery, food concentrates, coffee, tea and drinks on their basis (are applied);
The regulations on the Central industry tasting commission on quality evaluation of fat-and-oil products (are applied);
The regulations on the Central industry tasting commission on quality evaluation of beer, soft, low alcohol drinks, mineral and drinking waters, syrups and concentrates (are applied);
The regulations on the Central industry tasting commission on quality evaluation of products of baby food, concentrated milk and juice products (are applied);
The regulations on the Central industry tasting commission on quality evaluation of food products which are turned out by the companies of the Ukrainian union of associations of the organizations and the companies for production of food products Ukrprodsoyuz (are applied);
The regulations on the Central industry tasting commission on quality evaluation of bakery, flour candy stores and pasta (are applied).
2. To department of the food industry (Kishchak Yu. P.) provide in accordance with the established procedure submission of this order on state registration in the Ministry of Justice of Ukraine.
3. To impose control over the implementation of this order on the deputy minister Demchak I. M.
4. This order becomes effective from the date of its official publication.

1.1. The central industry tasting commission (further TsODK) on quality evaluation of alcohol, vodka, vodka of special, alcoholic beverage and low alcohol drinks is organized for carrying out organoleptic quality evaluation of the above-stated products which is made, and new types which are offered for statement on production.
1.2. TsODK in the activities is guided by the Law of Ukraine "About state regulation of production and the address of alcohol ethyl, cognac and fruit, alcoholic beverages and tobacco products", this Provision and other regulatory legal acts.
1.3. TsODK carries out organoleptic quality evaluation (quality dalsheotsenka) of alcohol which is made by the state companies and also vodka, vodka special, of alcoholic beverage and low alcohol products which are made and offered for statement on production by the companies and subjects of managing irrespective of patterns of ownership.
1.4. Organizational and technical and methodical ensuring work of TsODK performs State concern of the spirits and alcoholic beverage industry (Ukrspirt concern) of Minagropolitiki.
1.5. The structure of TsODK affirms Minagropolitiki's order on representation of Department of the food industry.
1.6. Qualified specialists of MZ, Department of the food industry of Minagropolitiki, GNA, Gospotrebstandart, the Ukrainian research institution of alcohol and biotechnology of food products (Ukrniispirtbioprod), and also representatives of branch associations and companies (in consent) with the right of advisory vote are part of TsODK.
1.7. In case of calculation of middle mark of each sample only the estimates provided by members of TsODK are considered. Persons invited to tasting by the chairman of TsODK or its deputy can estimate quality of alcohol, vodka, vodka special, alcoholic beverage and low alcohol products, to take part in discussion of the provided samples without the estimates provided by them in case of calculation of middle mark of samples.
1.8. Production of new types of vodka, vodka special, alcoholic beverage and low alcohol products can be passed in the presence of the positive conclusion of TsODK which decision is drawn up by the minutes.
2.1. Assessment of product samples which is made by the companies, on compliance to the requirements determined by the regulating documentation (standards, specifications, production schedules and compoundings).
2.2. Quality evaluation of samples of new types of products, and also product quality in case of change of components in compounding or enhancement of engineering procedures.
2.3. Decision making about statement on production of new types of vodka, vodka of special, alcoholic beverage and low alcohol drinks.
2.4. Quality evaluation of products which is subject to delivery to export.
2.5. Quality evaluation of products determined for representation on the international and domestic exhibitions, reviews.
3.1. Samples of vodka, vodka of special, alcoholic beverage and low alcohol drinks which move on tasting for quality evaluation shall be selected according to the existing regulating documentation (DSTU, GSTU, TU) on sampling methods for specific type of products and have such documents:
sampling report;
commodity-transport delivery note;
the cover letter with indication of the purpose of representation of sample on tasting;
short characteristic of sample;
declaration of the producer.
On new products in addition move:
the project of compounding on production of this product;
the draft of the technological instruction on production of this product;
the expert opinion on the sample of new product issued by Ukrniispirtbioprod.
3.2. Samples of vodka, vodka of special, alcoholic beverage and low alcohol products for tasting move and registered in Ukrniispirtbioproda in quantity:
2 bottles on 0,5 of cubic dm - for periodic quality control of products which are made;
6 bottles on 0,5 of cubic dm - for quality check of new products (2 bottles on tasting, 4 bottles on carrying out the physical and chemical analysis and measure definition of safety).
3.3. Samples of alcohols ethyl rectified for tasting move in quantity:
2 bottles on 0,5 of cubic dm - on carrying out the physical and chemical analysis;
2 bottles on 0,5 of cubic dm - on tasting.
Before representation on tasting of samples of vodka, vodka of special, alcoholic beverage products and low alcohol drinks researches of their physical and chemical indicators and measure definition of safety in Ukrniispirtbioproda are conducted. The discrepancy of drink to requirements of the standard for one of indicators found when carrying out the control analysis or in the course of tasting is the basis for removal of sample from tasting.
3.4. Samples of products on the international exhibitions, reviews and tastings move in quantity:
2 bottles (each name) - for survey and demonstration;
4 bottles (each name) - on tasting.
3.5. The selected samples are sealed up and accompanied by documentation go to the address TsODK of the spirits and alcoholic beverage industry.
3.6. The cost of the product samples given to TsODK, expenses on delivery them to the destination are charged to the manufacturing company.
3.7. Remaining balance of samples of drinks and glass container which remains after carrying out tasting are destroyed in the presence of the chairman or the vice-chairman of the commission.
3.8. Acquisition of products, necessary for tasting, is performed at the expense of Ukrniispirtbioprod's means.
4.1. The meeting of TsODK is convened by the chairman or the vice-chairman.
Specialists of spirits, alcoholic beverage industry and the interested organizations can be invited to meeting.
4.2. The meeting of TsODK is competent if at it there are at least seventy five percent of members of TsODK. The decision of TsODK is made at least than 2/3 voices of the present members of TsODK.
In case of equal number of votes - the chairman's voice, and in case of its absence - the vice-chairman of TsODK is decisive.
4.3. The meeting of TsODK is held according to the approved schedule of carrying out tasting. If necessary it can be convoked in addition by the commission chairman, and in case of its the chairman's otsutstviyazamestitel.
4.4. Tastings can be carried out closed or opened. When tasting the closed samples shall be ciphered by numbers at the request of the commission chairman or his deputy.
The encryption of the samples given on tasting is carried out by the vice-chairman of TsODK or the secretary of the commission. Presence of other members of TsODK in case of encryption of samples is not allowed.

4.6. Tasting assessment of products is carried out in light rooms at temperature of 18-22 grad.s. Air in the room shall be net and without foreign smells.
4.7. For tasting use the glasses spaciousness about 150 ml, tyulpanoobrazny or egg-shaped form made of thin, absolutely colourless glass which give the chance to shake up sample without its spillage and it is better to catch aroma of drink. During one tasting all tasters shall have identical glasses.
4.8. Determination of organoleptic indicators of alcohol is carried out after its cultivation by the mitigated water to the strength of 40% and chilling up to the temperature of 20+-2 grad.s.
4.9. When carrying out tasting it is necessary to adhere to certain sequence:
vodka - from smaller fortress to bigger;
vodka special - from smaller fortress to bigger and from less fragrant to more fragrant;
alcoholic beverage products - from smaller fortress to bigger, from less fragrant to more fragrant and from less extract to more extract;
drinks low alcohol - from not gassy and srednegazirovanny to highly carbonated.
4.10. Vodka, vodka special, alcoholic beverage products and low alcohol drinks is tasted after preliminary endurance before acceptance of temperature by them 20+-2 grad.s.
4.11. The consumption rate of drink is established in the amount of no more than 50 ml on one taster in case of each organoleptic determination of product quality.
4.12. The quantity of products which are represented on one meeting of TsODK is approved with the chairman of TsODK in advance (or his deputy), and it is recommended not to exceed 25 samples. Thus after tasting of separate group of drinks or after 10-15 samples it is necessary to do break for 10 minutes at least for recovery of flavoring feelings.
4.13. After tasting of each sample for neutralization of taste it is recommended to rinse mouth with water, and also to use white loaf, not strong firm strong cheese, galetny cookies and other products which have no sharp aroma and taste.
4.14. The organoleptic quality evaluation of alcohol, vodka, vodka of special, alcoholic beverage and low alcohol drinks is performed by each taster individually on 10-ball system (appendices 1-4).
4.15. The taster writes down in the tasting card (appendix 5) the mark assessment of each sample given them, after the end of tasting signs it and transfers to the secretary of TsODK for processing of results and calculation of average assessment.
4.16. Processing of results of tasting assessment of samples is carried out thus:
at first the arithmetic average value of all estimates given tasters on each sample is calculated with rounding to the first sign after comma;
then estimates of tasters which differ from the calculated average value at size more than 1.0 points are discarded;
from quantity of estimates which remained after that average value which is accepted by final mark assessment of sample repeatedly is calculated.
4.17. After the end of tasting of group of the provided samples discussion of the tasted samples under the leadership of the chairman is carried out. At the same time members of the tasting commission express the opinion concerning quality and the offer for its improvement.
4.18. After the end of tasting of all provided products and delivery by tasters of tasting cards with calculation of average assessment under the leadership of the chairman discussion of the tasted samples is carried out. Members of the tasting commission express the opinion concerning quality of samples and the offer concerning its improvement.
4.19. The decision of TsODK on quality of the tasted products is passed based on discussion and calculation of results of its assessment by members of TsODK and drawn up by the protocol. The protocol is signed by all attendees at meeting members of the commission (appendix 6).
New types of alcoholic beverages which got general point below 9,5, are not recommended for production.
The minutes of TsODK are the basis for statement of products on production. In the minutes solutions of TsODK on recommendations concerning statement are specified production of new products and approval of the regulating documentation, recommendation of completion of new products or variation of statement of products on production with indication of the reasons. Samples of new products which are recommended for completion after the corresponding completion repeatedly move for consideration of TsODK.
4.20. Decisions on changes of names (with the corresponding re-registration of compoundings and technological instructions with new names) or about modification of compoundings and technological instructions on vodka, vodka special, alcoholic beverage products and low alcohol drinks are accepted at meeting of TsODK and are drawn up by the protocol.
4.21. The minutes of TsODK (or minutes abstract) go to the companies (consolidation) which gave products on tasting.
