The government of the Russian Federation and the Government of Ukraine which further are referred to as with the Parties

proceeding from friendship between the Russian Federation and Ukraine,

aiming at development of cooperation in the field of peaceful use of atomic energy,

recognizing need of transportation fresh and spent nuclear fuel and other nuclear materials between the Russian Federation and Ukraine,

considering importance of ensuring fulfillment of requirements on safety and physical protection of nuclear materials in case of their transportations,

in view of the Agreement on the basic principles of cooperation in the field of peaceful use of atomic energy signed by the State Parties of the CIS in the city of Minsk on June 26, 1992

being guided by the Agreement between the Government of the Russian Federation and the Government of Ukraine on scientific and technical and economic cooperation in the field of nuclear power signed on January 14, 1993 in the city of Moscow, the Agreement on transportations of particular loads and military products signed by the State Parties of the CIS in the city of Minsk on May 26, 1995, documents of International Atomic Energy Agency (IAEA), and also legislations and regulations existing in the territories of the Russian Federation and Ukraine on transportation of nuclear materials

agreed as follows:

Article 1

The parties cooperate in area of ensuring safe transportation by railway transport between the Russian Federation and Ukraine fresh and spent nuclear fuel, products and waste from the conversion of spent nuclear fuel, natural uranium, uranium hexafluoride and other nuclear materials relating to nuclear fuel cycle and also empty transport and packaging sets (further hereinafter are referred to as - particular loads).

Competent authorities of the Parties on accomplishment of this agreement are:
