1. Approve the enclosed Instruction about making of separate customs transactions when using customs regime of conversion for internal consumption.

3. To impose control of execution of this order on the deputy manager of FCS of Russia S. O. Shokhin.

This order becomes effective after 90 days from the date of its official publication.

The instruction about making of separate customs transactions when using customs regime of conversion for internal consumption

I. Issue of permission to conversion of goods for internal consumption

1. For receipt of permission to conversion of goods for internal consumption (further - permission to conversion of goods) the customs applicant submits the application for conversion of goods for internal consumption (further - the statement for conversion of goods) to customs in which region of activities it is registered as the taxpayer in accordance with the legislation of the Russian Federation about taxes and fees (the application form for conversion of goods for internal consumption is given in the appendix N 1 to the Instruction about making of separate customs transactions when using customs regime of conversion for internal consumption (further - the Instruction).

2. The statement for conversion of goods shall contain the data necessary for issue of permission to conversion of goods, according to the list given in the appendix N 2 to the Instruction.

3. The documents confirming the declared data to which they, can belong are enclosed to the application for conversion of goods by the customs applicant:

1) the documents testimonial of the conclusion of the external economic transaction (transactions) (including the changes and amendments concerning the goods imported for conversion) according to which import to customs area of the Russian Federation of goods for conversion (or goods were imported on customs area of the Russian Federation) and implementation of transactions on conversion of goods is supposed;

2) the documents containing data on terms of making of technological transactions on conversion of goods, person who is directly making transactions on conversion;

3) the conclusions of the expert organizations having in accordance with the legislation of the Russian Federation rights to implementation of expert activities (including customs laboratories), based on specific engineering procedure of making of transactions on conversion, the confirmatory data specified in the statement for conversion of goods:

a) about goods quality, imported for conversion, and products of their conversion;

b) about calculations of regulation of exit of products of conversion;

c) about possibility of identification of the goods imported for conversion in products of their conversion on the method specified in the statement for conversion of goods;

d) about duration of engineering procedure of conversion of the goods with indication of exact goods quantity which are subject to conversion during the certain period of time or with indication of exact quantity of products of conversion which can be made during the certain period of time.

5) about the actual conditions under which transactions on conversion which include data on processing equipment of person making transactions on conversion on losses of production of goods are performed.
