Determine what customs authorities which region of activities includes the established and open sea (river) check points through frontier of the Russian Federation, and also the ports open for calling of foreign vessels, and the ports open for the international messages (further - sea (river) check points and ports), concerning the goods arriving to customs area of the Russian Federation sea (river) transport have competence only on making of the customs transactions which are not connected with the room of these goods under customs procedure of internal customs transit, except as specified, specified in the appendix N 1 to this order.
