According to Item 3 of article 5 of the Federal law "About Technical Regulation" Government of the Russian Federation decides:

1. Approve the enclosed Regulations on features of standardization of the defense products (works, services) delivered according to the state defense order, products (works, services) used for the purpose of protection of the data which are the state secret or carried to other information of limited access, products (works, services) protected in accordance with the legislation of the Russian Federation, data on which are the state secret, and also design processes (including researches), productions, constructions, installation, adjustment, operation, storage, transportation, realization, utilization and burial of the specified products.

2. Declare invalid the order of the Government of the Russian Federation of December 8, 2005 N 750 "About standardization of defense products (works, services), products (works, services) used for the purpose of protection of the data which are the state secret or carried to information of limited access, and products (works, services) protected in accordance with the legislation of the Russian Federation, data on which are the state secret" (The Russian Federation Code, 2005, N 51, the Art. 5538).

I. General provisions

1. This Provision establishes features of standardization of the defense products (works, services) delivered according to the state defense order (further - the defense order), products (works, services) used for the purpose of protection of the data which are the state secret or carried to other information of limited access, and products (works, services) protected in accordance with the legislation of the Russian Federation, data on which are the state secret, delivered out of the defense order, and also design processes (including researches), productions, constructions, installation, adjustment, operation, storage, transportation, realization, utilization and burial of the specified products.

2. This Provision does not extend to regulation of features of standardization of products (works, services) and objects for which the requirements connected with ensuring nuclear and radiation safety in the field of use of atomic energy, not belonging to defense products are established and also design processes (including researches), productions, constructions, installation, adjustment, operation, storage, transportation, realization, utilization and burial of the specified products and objects.

3. The concepts used in this Provision mean the following:

a) "defense products" - products (works, services) delivered for federal state needs by the defense order;

b) "military products" - part of defense products which is developed, made, operated are utilized and buried according to the mandatory requirements in the field of technical regulation established by the state customers of the defense order and authorized federal executive bodies;

c) "the interstate military standard" - the standard accepted by authorized interstate body (the interstate organization) for standardization, establishing requirements to military products and (or) processes of its development, production, construction, installation, operation, repair, storage, transportation, realization, utilization and burial which obligation of application is determined by the state customers of the defense order and authorized federal executive bodies;

d) "the state military standard" - the standard accepted by national authority on standardization, establishing requirements to military products and (or) processes of its development, production, construction, installation, operation, repair, storage, transportation, realization, utilization and burial which obligation of application is determined by the state customers of the defense order and authorized federal executive bodies;

e) "the industry military standard" - the standard accepted by federal executive body, establishing requirements to military products and (or) processes of its development, production, construction, installation, operation, repair, storage, transportation, realization, utilization and burial which obligation of application is determined by the state customers of the defense order and authorized federal executive bodies;

e) "military amendment to the standard" - the document on standardization accepted by body authorized to claim (to accept) the conforming standards, supplementing requirements of the standard (interstate, state, industry) concerning defense products in case of its use;

g) "the standard of warlike situation (state, industry) "the standard accepted (approved) by national authority on standardization or federal executive body, establishing the characteristics of defense products applied in the period of warlike situation, the principles and rules of its development, production, operation, repair, storage, transportation, realization, utilization and burial and enacted on special specifying;

h) "" the document accepted by body authorized to approve amendment to the standard for warlike situation (to accept) the conforming standards, establishing the changed requirements of the military standard (state, industry) or the standard (state, industry) and directed to increase in production capabilities on release of defense products in the period of warlike situation;

i) "the national standard of limited distribution" the standard approved by national authority on standardization, establishing requirements to products (works, services) used for the purpose of protection of the data which are the state secret or carried to other information of limited access, products (works, services) protected in accordance with the legislation of the Russian Federation, data on which are the state secret, and (or) to processes of development, production, construction, installation, operation, repair, storage, transportation, realization, utilization and burial of the specified products and containing the data which are the state secret and (or) carried to other information of limited access protected in accordance with the legislation of the Russian Federation;

j) "subject of standardization of defense products" - defense products (works, services), and also processes of its designing (including researches), productions, constructions, installation, adjustment, operation, the storages, transportations, realization, utilizations and burials which are subject or which underwent to standardization;

k) "parent organization on standardization of defense products" the organization authorized by the state customer for scientific and methodical management, planning, implementation and information support of activities for standardization of defense products;

l) "the summary list of documents on standardization of defense products", "changes of the summary list of documents on standardization of defense products" - the documents developed for information support of the state customers of the defense order and contractors of the defense order concerning documents on standardization of defense products and also for reference of the documents included in the summary list of documents on standardization of defense products or in changes of the summary list of documents on standardization of defense products to area of standardization of defense products;

m) "the index of the state military standards", "changes of the index of the state military standards" - the documents developed for information support of the state customers of the defense order and contractors of the defense order concerning the documents on standardization of defense products accepted (approved) by national authority on standardization;

o) "the index of national standards of limited distribution" - the document developed for providing the interested federal executive bodies, other state bodies and the organizations having the right to documents on standardization of limited distribution, information on the national standards of limited distribution approved by national authority on standardization;

o) "implementation of the document on standardization of defense products" implementation of the organizational and technical actions (the organization, work, works monitoring and observance of requirements of the document for standardization) providing fulfillment of requirements, established by the standard;

p) "information support" - provision of information on structure of documents on standardization of defense products, about changes of this structure or contents of separate documents, and also distribution of separate documents on standardization of defense products;

c) "document distribution on standardization of defense products" - provision in accordance with the established procedure official publications of documents on standardization of defense products;

r) "information center of standardization of defense products" the organization (governing body) authorized by the Ministry of Defence of the Russian Federation on the organization of work planning for standardization of defense products, information support and document distribution for standardization of defense products, maintenance of fundamental systems of national standards for the benefit of all participants on standardization of defense products, and also maintaining the summary list of documents on standardization of defense products".

4. Participants of works on standardization of defense products, and also documents on standardization of defense products form system of standardization of defense products.

5. Documents on the standardization of defense products included in the summary list of documents on standardization of defense products (further - the summary list) and the index of the state military standards, form the fund of documents for standardization of defense products which is federal information resource.

6. Documents on the standardization of defense products developed at the expense of means of the federal budget are federal property.

7. Activities for standardization of the defense products (works, services) delivered by the defense order, products (works, services) used for the purpose of protection of the data which are the state secret or carried to other information of limited access, products (works, services) protected in accordance with the legislation of the Russian Federation, data on which are the state secret, delivered out of the defense order, and also design processes (including researches), productions, constructions, installation, adjustment, operation, storage, transportation, realization, utilization and burial of the specified products is performed taking into account the restrictions set by regulatory legal acts of the Russian Federation in the field of protection of the data which are the state secret or carried to other information of limited access protected in accordance with the legislation of the Russian Federation and also according to regulatory legal acts of the Russian Federation in the field of protection of the rights to results of intellectual activities.

8. Activities of the state customers of the defense order and Federal Agency for Technical Regulation and Metrology for standardization of defense products are performed for the account and within the means of the federal budget provided by it for the corresponding year in the following directions:

a) the research, developmental and technological works performed on the defense order;

b) implementation of federal target programs within the defense order;

c) program implementation of development of national standards;

d) implementation of actions, provided by programs and the annual plan of standardization of military products;

e) conducting examination of drafts of national standards and documents on standardization of defense products;

e) forming, maintaining and updating by the state customers of fund of documents for standardization of defense products. Forming and maintaining fund of documents for standardization of defense products can be performed at the expense of means of the business entities interested in receipt of the relevant information and documents on standardization of defense products, on the basis of agreements and according to the procedure, established by the Ministry of Industry and Trade of the Russian Federation in coordination with the Ministry of Finance of the Russian Federation;

g) accomplishment of the actions provided by this Provision.

II. Features of standardization of the defense products (works, services) delivered by the defense order

9. Features of standardization of products (works, services) delivered by the defense order and also processes of its designing (including researches), developments, productions, constructions, installation, adjustment, operation, storage, transportation, realization, utilization and burial consist:

a) in requirements imposed to subjects of standardization of defense products;

b) in the principles of works on standardization of defense products;

c) in documents on standardization of defense products, and also in the documents on standardization containing requirements to defense products;

d) in special procedure for planning and project development of documents on standardization of defense products, their approval, approval, the edition, implementation, distribution, and also introduction of changes in them;

e) in forming and maintaining information fund of documents for standardization of defense products;

e) in the mechanism of application of documents on standardization of defense products.

10. Standardization of defense products is aimed at providing:

a) single technical policy in the field of standardization of defense products;

b) necessary level of defense capability and safety of the Russian Federation;

c) qualities, competitiveness and safety of defense products;

d) cost reductions on development, production, operation and utilization of defense products, and also terms of development of defense products;

e) compatibility and interchangeability of components, components and materials of defense products, and also optimization of its nomenclature;

e) increases in technical capabilities and mobilization readiness of the industry for the benefit of defense and safety of the country;

g) effective use of means of production of defense products and achievements of scientific and technical progress in case of development of defense products;

h) energy efficiency of technologies and materials of defense products;

i) comparabilities of results of researches (testing) and unity of measurements.

11. Standardization of defense products is performed according to the following principles:

a) the obligation of application of documents on standardization of defense products and the documents on standardization containing requirements to defense products established by the state customers of the defense order according to the field of distribution and coverage of such documents;

c) use of single information support and research maintenance of works;

d) exception of duplication of the requirements to subjects of standardization of defense products provided by provisions of the applied standards;

e) the complexity of standardization providing work on standardization of the interconnected subjects of standardization in coordination with perspectives of development of arms, the military and special equipment and hardware of the organizations of defense industry complex;

e) use of single terminology, single rules of identification of defense products, single systems of classification and coding.

12. As the documents on standardization establishing requirements to defense products, and also to processes of its designing (including researches), developments, productions, constructions, installation, adjustment, operation, storage, transportation, realization, utilizations and burials in the territory of the Russian Federation, are applied the following documents:

a) interstate military standards;

b) state military standards;

c) industry military standards;

d) interstate standards and military amendments to them;

e) state standards and military amendments to them;

e) industry standards and military amendments to them;

g) the state military standards and amendments to them for warlike situation;

h) state standards and amendments to them for warlike situation;

i) industry military standards and amendments to them for warlike situation;

j) industry standards and amendments to them for warlike situation;

k) state military standards of warlike situation;

l) state standards of warlike situation;

m) industry military standards of warlike situation;

o) industry standards of warlike situation;

o) interstate and state standards with single requirements for defense and economic products;

p) industry standards with single requirements for defense and economic products;

c) interstate, national, industry standards and national standards of limited distribution;

r) the standards of the organizations applied in case of accomplishment of the defense order;

s) rules, regulations and recommendations about standardization and cataloguing of defense products;

t) the qualifier of standards on defense products;

x) all-Russian qualifiers of technical and economic and social information;

v) the single codifier of objects of supply for federal state needs;

w) normative and technical documents of system of general technical requirements to types of arms and military equipment.

13. Data on the documents specified in subitems "a", "b", "g", "d", "zh", "z", "l", "m", "p", "y", "x" and "ts" of Item 12 of this provision join in the index of the state military standards.

Data on the documents specified in subitems "v", "e", "i", "k", "n", "o", "p" - "at", "ф" and "h" Item 12 of this provision, are included in the summary list.

14. Updating of fund of documents for standardization of defense products is performed for the account:

a) developments of the documents specified in subitems "b", "zh", "l", "m", "y" and "ch" of Item 12 of this provision, and also the changes made to the specified documents;

b) developments of the changes made (in the cases caused by requirement of production) in the documents specified in subitems "v", "g" - "е", "з" - "to" and "N" - "р" Item 12 of this provision;

c) inclusions of the documents specified in subitems "c" and "t" of Item 12 of this provision in the summary list.

15. In case of need applications of documents, data on which are not included in the summary list or the index of the state military standards, can be applied other documents on the standardization used in the territory of the Russian Federation. The decision on application of such documents on standardization is established by the state customer (customer) of the defense order or the head contractor (contractor) of the defense order in coordination with the state customer (customer) of the defense order.

16. The documents included in the summary list or the index of the state military standards are applied before their review or cancellation without restriction of effective period.

17. Application of the documents specified in the subitem "t" of Item 12 of this provision, included in the summary list is performed taking into account the legislation of the Russian Federation in the field of protection of the rights to results of intellectual activities.

18. Planning, development and application of the documents specified in Item 12 of this provision are performed within the established powers by the Ministry of Defence of the Russian Federation, the Ministry of Industry and Trade of the Russian Federation, Federal Agency for Technical Regulation and Metrology as national authority on standardization, the state customers of the defense order and the federal executive bodies performing functions on rendering the state services and management of state-owned property in the field of defense industry complex.

Participants of activities for standardization of defense products are the parent organizations which are also determined in accordance with the established procedure on standardization of defense products (on groups of homogeneous products and (or) work types (services)), information center of standardization of defense products and head contractors (contractors) of the defense order.

19. The procedure for planning, development, information support, the edition, distribution, implementation and cancellation of the documents specified in subitems "a" - "р", "at", "ф", "c" and "h" Item 12 of this provision, is established by interstate and state military standards, rules and recommendations about standardization of defense products.

Planning, development, information support, the edition, distribution and cancellation of the documents specified in subitems "c", "t" and "x" of Item 12 of this provision and also their change are performed according to the Federal Law "About Technical Regulation" taking into account the features established by the Section III of this provision.

20. The procedure for creation and maintaining fund of documents for standardization of defense products, including procedure for provision of information and copies of documents, is determined by the state military standards, rules and recommendations about standardization of defense products.

Creation and maintaining fund of documents for standardization of defense products regarding the documents of national system of standardization which are entering into Federal information fund of technical regulations and standards and not containing the data which are the state secret or not carried to other information of limited access protected in accordance with the legislation of the Russian Federation is performed according to the procedure, established by the Federal Law "About Technical Regulation".

21. The official publication and document distribution on standardization of defense products are performed by the state customers of works on standardization of products (works, services) within their competence and according to the procedure, established by the state military standards.

The official publication and distribution of standards of the organizations concerning defense products is performed by the state customers of such products in coordination with the organization developer.

22. Information support of the state customers of the defense order and contractors of the defense order concerning the documents specified in Item 12 of this provision is performed by the Ministry of Defence of the Russian Federation and Federal Agency for Technical Regulation and Metrology by means of the edition and distribution of the summary list (or its separate Sections on industry subject) and the index of the state military standards.

23. Information on acceptance (approval), change and cancellation of the documents included in the index of the state military standards is distributed 1 time in 3 months, and the documents included in the summary list, 1 time in 6 months.

24. Development of the documents specified in Item 12 of this provision is performed according to annual plans and includes the following stages:

a) development and approval of the specification;

c) completion of the draft document taking into account the received notes and offers and the direction it on approval in the organizations which list is determined by the specification;

d) preparation for acceptance (approval), including conducting examination, adoption (approval) and accounting of the document.

25. Obligation of application of documents on standardization of defense products and the documents specified in Item 12 of this provision is established by the state customers of the defense order.

26. For realization of the principles of standardization of defense products established by this Provision within the powers:

a) Ministry of Defence of the Russian Federation:

performs functions of the state customer of works on standardization of defense products;

performs advance and routine planning of development of documents on standardization of military products, approves programs and the annual plan of standardization of military products and controls their execution, prepares offers in the program of development of national standards;

coordinates activities of the state customers for standardization of defense products;

performs preparation of the summary list and management on maintaining the summary list, and also their edition and distribution;

performs preparation for approval of the draft documents specified in subitems "f" and "ch" of Item 12 of this provision, and also approval, review, cancellation, accounting, the edition, distribution, storage of originals of the specified documents and introduction of changes in them;

performs together with Federal Agency for Technical Regulation and Metrology as national authority on standardization and other participants of works on standardization of defense products development of the state military standards establishing procedure for planning, development, acceptance, the edition, distribution, information support, implementation, review, cancellation of documents on standardization and introduction of changes in them;

develops standard regulations on parent organizations on standardization of defense products (on groups of homogeneous products and (or) work types (services));

will organize activities of information center of standardization of defense products and approves regulations on the specified information center;

performs by forces of military of representative offices of the Ministry of Defence of the Russian Federation control of development, implementation and application of documents on standardization of defense products;

b) Federal Agency for Technical Regulation and Metrology as national authority on standardization:

performs functions of the state customer of works on standardization of defense products;

performs approval of the annual plan of standardization of military products;

performs interaction with the Ministry of Defence of the Russian Federation and the state customers concerning standardization of defense products;

performs preparation of the index of the state military standards and management on maintaining the specified index, and also their edition and distribution;

performs preparation for acceptance, acceptance, accounting, review and cancellation of the documents specified in subitems "b", "zh", "l", "m", "c" (except for interstate and industry standards) and "at" Item 12 of this provision, and also introduction of changes in them;

performs enforcement and phase-out in the territory of the Russian Federation of interstate military standards, interstate standards and military amendments to them;

performs the edition, distribution and storage of originals of the documents specified in subitems "a", "b", "g", "d", "zh", "z", "l", "m", "p", "c", "y", "x" and "ts" of Item 12 of this provision;

participates together with the Ministry of Defence of the Russian Federation and other state customers of works on standardization of products (works, services) in development of the state military standards establishing procedure for planning, development, acceptance, the edition, distribution, information support, implementation, review, cancellation of the state military standards and introduction of changes in them;

determines from among the organizations subordinated to Federal Agency for Technical Regulation and Metrology head and expert standardization organizations of defense products (by groups of homogeneous products and (or) types of activity);

c) state customers:

perform functions of the state customers of works on standardization of defense products;

perform advance planning of development of documents on standardization of defense products;

perform preparation of offers in the annual plan of standardization of military products and the program of development of national standards;

perform interaction with the Ministry of Defence of the Russian Federation, Federal Agency for Technical Regulation and Metrology and other state customers of works on standardization of products (works, services) concerning standardization of defense products;

provide realization of adopted agendas of standardization and the annual plan of standardization of military products;

prepare offers on modification of the summary list;

perform in coordination with the Ministry of Defence of the Russian Federation maintaining, the edition and distribution of separate Sections of the summary list in the established field of activity;

perform the edition, distribution and cancellation of the documents specified in subitems "v", "e", "i", "k", "n", "o", "p" and "c" (except for interstate and national standards) Item 12 of this provision;

perform in the cases caused by requirement of production, adoption (approval), accounting, the edition and distribution of changes of the documents specified in subitems "v", "e", "i", "k", "n", "o" and "p" of Item 12 of this provision;

determine in coordination with the Ministry of Defence of the Russian Federation parent organizations by standardization of defense products (on groups of homogeneous products and (or) work types (services)) and approve regulations on the specified parent organizations;

ensure safety of originals of documents in the established field of activity which are included in the summary list and changes of the summary list, the index of the state military standards and change of the index of the state military standards before their review or cancellation;

d) the organizations performing functions of parent organizations on standardization of defense products (on groups of homogeneous products and (or) work types (services)), perform:

scientific and methodical management of works in the field of standardization of defense products and development of documents on standardization of defense products;

storage of originals, duplicates and cases of documents on standardization of defense products;

information servicing of the interested organizations, including providing standards with official publications concerning the fixed nomenclature;

preparation of offers in the annual plan of standardization of military products and the program of development of national standards;

preparation of offers on modification of the summary list;

participation in work of technical committees on standardization;

e) information center of standardization of defense products:

will organize preparation, the edition and distribution of the summary list and changes of the summary list;

will organize preparation and records execution of the annual plan of standardization of military products;

prepares for approval of the program and plans of standardization of defense products, and also carries out their accounting after approval;

creates the list of parent organizations on standardization of defense products.

III. Features of standardization of products (works, services) used for the purpose of protection of the data which are the state secret or carried to other information of limited access, products (works, services) protected in accordance with the legislation of the Russian Federation, data on which are the state secret, delivered out of the defense order, and also design processes (including researches), developments, productions, constructions, installation, adjustment, operation, storage, transportation, realization, utilization and burial of the specified products

27. Standardization of products (works, services) used for the purpose of protection of the data which are the state secret or carried to other information of limited access, products (works, services) protected in accordance with the legislation of the Russian Federation, data on which are the state secret, delivered out of the defense order, and also design processes (including researches), productions, constructions, installation, adjustment, operation, storage, transportation, realization, utilization and burial of the specified products is performed by Federal Agency for Technical Regulation and Metrology as national authority on standardization, the state customers of works on standardization of products (works, services) and the federal executive bodies authorized in the field of safety, defense, foreign intelligence, counteraction to technical investigations and technical information security.

The structure, the work content and the actions which are carried out on standardization of the specified products (works, services) are established by the national standards of limited distribution approved by Federal Agency for Technical Regulation and Metrology in coordination with the federal executive bodies which are in accordance with the legislation of the Russian Federation bodies of protection of the state secret, and State Atomic Energy Corporation "Rosatom".

28. Obligation of application of documents in which requirements to products (to works, services) specified in Item 27 of this provision, and also to design processes (including researches), productions, constructions, installation, adjustment, operation, storage, transportation, realization, utilization are established and burial of the specified products, is established by the state customers of works on standardization of products (works, services) and the federal executive bodies authorized in the field of safety, defense, foreign intelligence, counteraction to technical investigations and technical information security.
