1. Requirements of Rules extend to designing, construction, reconstruction, operation and repair of domain workshops (furnaces), during the designing and production of the equipment for them.

2. Acceptance for operation of again built and reconstructed domain workshops (furnaces) is made according to the procedure, provided by the Law of the Republic of Kazakhstan "About architectural, town-planning and construction activities in the Republic of Kazakhstan" both construction regulations and designing of the Republic of Kazakhstan 1.03-06-2002.

Acceptance for operation of the new and reconstructed domain workshops (furnaces), with departures from these Rules is not allowed.

Engineering supervision over condition in good repair of factory buildings and constructions is performed according to the "Rules of engineering supervision over condition of buildings and constructions" approved by the order of Committee on cases of construction of the Ministry of the industry and trade of the Republic of Kazakhstan of February 5, 2004 No. 42.

4. Production schedules are reviewed in case of change of engineering procedure or working conditions, in case of use of the new equipment, change of rules, regulations.

8. It is necessary to exclude combination of drives with heavy traffic of transport in the territory of the workshop with transits of the main flows working.

9. The equipment arrangement on sites of the domain workshop ensures safety working, convenience of its servicing and repair.

2. Territory and arrangement of domain workshops

11. For projectible workshops similar constructions need compliance of approach of railway tracks to factory buildings, warehousing facilities and volume to dimension of approach of structures according to GOST 9238-83.

In the operating workshops in case of impossibility of finishing dimensions up to the normative sizes the alarm system warning about violation of dimensions is provided.

12. When designing blast furnaces with two production ways for cast iron and two - for slag, one of each two ways should be provided end-to-end.

In case of four production ways for cast iron located on two from each side of the foundry yard, and four production ways for slag located on two from each side of the foundry yard the construction of all ways deadlock is allowed.

13. Over production ways of chugunovozny and shlakovozny ladles within the foundry yard the roof or special canopies for the purpose of exception of possibility of hit of atmospheric precipitation in ladles is established.

14. Railway tracks for cleaning of dust from dust arresters are arranged independent. Ways for cleaning of dust from dust arresters are not allowed to be used as production for cast iron and slag, tradable. Their use for giving under the foundry yard of the equipment and auxiliary materials is allowed.

15. For cleaning of scrap and cold slag, for supply of filling materials on the foundry yards at again constructed, and where it is possible, at the existing ways entrances are arranged.

16. In places of mass transition of people through railway tracks transitional bridges or tunnels are arranged. Other transitions are equipped with the floorings laid level with heads of rails, and equipped with the corresponding barriers and signals. In workshops the scheme of pedestrian movement on the territory of the workshop and the company is hung out.

Transition of people in ways is allowed in the established places.

17. For pass of people along all workshop the gallery which is reported with each blast furnace transitional bridges through railway tracks is provided.

For pass of people from one blast furnace to another and from furnaces to bunkers transitional bridges are arranged.

18. Blocking up of railway tracks and dimensions of their approach is not allowed.

19. Roads and walking paths in the territory of the domain workshop are asphalted. In summertime they are watered, and in winter vremyaochishchat from ice and snow. In case of ice of the road and path fall down sand or small slag. Not asphalted sites of the workshop are planted trees and shrubs.

Blocking up of workplaces and the territory of the workshop metal, garbage or production wastes is not allowed.

3. Platforms and ladders

20. For servicing of latches, shiber, throttle devices and other armature located at the height of 2 m and above stationary platforms and ladders to them are arranged.

Transitional platforms (bridges) located at height of more 0,5 of m from the Earth's surface (platforms) are supplied with ladders. The specified platforms and ladders to them are protected in the form of handrail at least 1 m high with continuous covering on bottom on height of at least 0,14 of m (except for barriers of the platforms specified in the subitem 7) of Item 29 of these rules).

21. Flooring of observation and transitional decks (bridges), steps of ladders to them are carried out in the form of lattices from the steel strips delivered on edge.

The flooring of the working platform for servicing of tuyere devices, for installation of the equipment, ring platforms of the mine and other platforms which are the bearing elements of metalwork is carried out continuous of steel sheets. Openings with a diameter no more than 40 mm are provided in continuous flooring of ring platforms.

24. Bunker platforms:

In workshops in which supply of burdening materials is made by conveyors the device of bunkers with the open apertures protected with continuous wall at least 1 m high is allowed;

2) for heating of the working people on platform the heated room is provided;

3) conveyors for supply of burdening materials in the bunker are placed in the galleries made of fireproof materials. Galleries are equipped with devices for the mechanized removal of dust.

In case of arrangement of belt conveyers in inclined galleries the design of floor of gallery excludes sliding of people when walking;

4) over conveyors transitional bridges with distance between them no more than 100 m in galleries and 30 m in production rooms are established. Bridges are equipped with continuous floorings and protected with handrail at least 1 m high, with collaring on bottom height 0, suffice 14 m.

8) conveyors are equipped with the devices preventing tape descent aside, the devices which are switching-off the drive in case of cross break of tape or ropes of the tension device;

9) on belt conveyers protection against pro-slipping of tape on drive drums is provided;

10) for removal of the materials sticking to the lower branch of tape near drum clearing devices are provided.

Refuse collection from - under belt and apron conveyers is mechanized;

11) drums of tension devices and drive mechanisms of conveyors are protected so that the tape was closed at distance at least 1 m from the surface of the reel on tape length;

12) aisle width between apron conveyers is at least m 1,2, and between wall and the conveyor - at least 1 m;

13) apron conveyers take cover and equipped with the boards closing rollers and edges of plates;

14) open priyamk in which conveyors are located are protected with handrail at least 1 m high;

15) portable unloading carts of conveyors are equipped with the brakes protecting the cart from spontaneous movement and the sound alarm system. Slopes of the cart are protected with safety guards, with gap between rail and guard no more than 5 mm;

19) giving on bunker platform of oversized materials is not allowed. Loading of materials in the bunker in case of defective lattices, circulation of people on lattices is not allowed;

20) condition of workplaces on bunker platform, operability and purity of ways, operability of bunkers and lack of foreign objects in them are checked monthly. The found defects are eliminated.

In case of repairs of railway track on platform the floorings stacked on lattices of bunkers are applied, and the site of works is protected with alarm signs; the signaller is exposed;

Repair of bunkers and their cleaning are made according to production schedules with observance of the following requirements:

before descent of workers in the bunker the lattice of the bunker is cleared of materials and any objects, the necessary equipment is checked (suspended ladders, safety belts with cables, figurative lighting and another).
