Article 1. The main characteristics of the budget of Social Insurance Fund of the Russian Federation for 2010 and for planning period of 2011 and 2012

1. Approve the main characteristics of the budget of Social Insurance Fund of the Russian Federation (further - Fund) for 2010:

1) the predicted total amount of budget receipts of Fund in the amount 425 488 232, 6 thousand rubles, including at the expense of interbudget transfers from the federal budget in the amount 61 579 366, 1 thousand rubles and from the budget of Federal Compulsory Health Insurance Fund in the amount 17 500 000, 0 thousand rubles;

2) the total amount of expenses of the budget of Fund in the amount 453 818 770, 7 thousand rubles;

Limiting 3) amount of budget deficit of Fund in the amount 28 330 538, 1 thousand rubles, including limiting amount of budget deficit of Fund regarding compulsory social insurance on case of temporary disability and in connection with motherhood in the amount 30 532 539, 6 thousand rubles.

2. Approve the main characteristics of the budget of Fund for planning period of 2011 and 2012:

1) the predicted total amount of budget receipts of Fund for 2011 in the amount 493 580 940, 5 thousand rubles, including at the expense of interbudget transfers from the federal budget in the amount 74 426 326, 1 thousand rubles and from the budget of Federal Compulsory Health Insurance Fund in the amount 18 000 000, 0 thousand rubles, and for 2012 in the amount 543 751 731, 0 thousand rubles, including at the expense of interbudget transfers from the federal budget in the amount 79 371 483, 5 thousand rubles and from the budget of Federal Compulsory Health Insurance Fund in the amount 19 000 000, 0 thousand rubles;

2) the total amount of expenses of the budget of Fund for 2011 in the amount 489 141 947, 7 thousand rubles and for 2012 in the amount 535 214 143, 8 thousand rubles;

Limiting 3) amount of budget surplus of Fund for 2011 in the amount 4 438 992, 8 thousand rubles and for 2012 in the amount 8 537 587, 2 thousand rubles.

3. Approve the predicted amounts of budget receipts of Fund for 2010 for compulsory social insurance on case of temporary disability and in connection with motherhood in the amount 286 673 420, of 5 thousand rubles and on compulsory social insurance from labor accidents and occupational diseases in the amount 59 735 446, of 0 thousand rubles.

Article 2. Chief managers of budget receipts of Fund and chief managers of sources of financing of budget deficit of Fund

1. Approve the list of chief managers of budget receipts of Fund according to appendix 1 to this Federal Law.

2. Approve the list of chief managers of sources of financing of budget deficit of Fund according to appendix 2 to this Federal Law.

Article 3. Sources of internal financing of budget deficit of Fund

1. Approve sources of internal financing of budget deficit of Fund for 2010 according to appendix 3 to this Federal Law.

Determine that source of internal financing of budget deficit of Fund for 2010 regarding compulsory social insurance on case of temporary disability and in connection with motherhood is balance of insurance reserve on compulsory social insurance from labor accidents and occupational diseases on accounts on accounting of budget funds of Fund in the amount 30 532 539, of 6 thousand rubles.

Article 4. Budgetary appropriations of the budget of Fund for 2010

1. Approve distribution of budgetary appropriations of the budget of Fund for 2010 for Sections and subsections, target Articles and expense types of classification of budgets expenses according to appendix 4 to this Federal Law.

2. Approve amounts of expenses of the budget of Fund for 2010 for compulsory social insurance on case of temporary disability and in connection with motherhood in the amount 317 205 960, 1 thousand rubles and on compulsory social insurance from labor accidents and occupational diseases in the amount 57 533 444, of 5 thousand rubles.

3. Approve the total amount of the budgetary appropriations directed by Fund to execution of public normative obligations, for 2010 in the amount 398 463 413, of 4 thousand rubles.

Article 5. Interbudget transfers to the budget of Fund

Approve distribution of the interbudget transfers for 2010 received from the federal budget and the budget of Federal Compulsory Health Insurance Fund according to appendix 5 to this Federal Law.

Article 6. Features of use of budgetary appropriations of the budget of Fund in the field of social policy

Determine that the Fund has the right to perform in 2010:

2) financial provision of payment of monthly allowance for child care before achievement of age of one and a half years by it, including expenses on delivery and transfer of benefit, in sizes over the established Federal Law of May 19, 1995 N 81-FZ "About public welfare payments to the citizens having children" to citizens according to the Law of the Russian Federation "About social protection of the citizens who were affected by radiation owing to catastrophic crash on the Chernobyl NPP", to the citizens who were affected by radiation owing to accident in 1957 at Mayak production association and dumpings of radioactive waste into the Techa River on whom operation of the Law of the Russian Federation "On social protection of the citizens who were affected by radiation owing to catastrophic crash on the Chernobyl NPP" within interbudget transfers from the federal budget, stipulated in Item 1 part 1 of article 1 of this Federal Law, in amounts expatiates provided by appendix 5 to this Federal Law;

3) financial provision of provision to disabled people of technical means of rehabilitation and services and separate categories of citizens from among veterans of prostheses (except dentures), prosthetic and orthopedic products within interbudget transfers from the federal budget, stipulated in Item 1 part 1 of article 1 of this Federal Law, in the amounts provided by appendix 5 to this Federal Law including administrative expenses;

4) financial provision of payment of cost of permits in the sanatorium organizations located in the territory of the Russian Federation with stay term no more than 21 day, and for patients with diseases and effects of injuries back and brain - no more than 42 days, fares on intercity transport to the place of the federal budget of treatment performed at the expense of means in sanatorium and federal specialized medical institutions and to back separate categories of the citizens having the right to the government public assistance in type of the corresponding social service, provided by the Federal Law of July 17, 1999 N 178-FZ "About the government public assistance" (further the Federal Law "About the Government Public Assistance"), within interbudget transfers from the federal budget on the specified purposes.
