Article 1. The main characteristics of the budget of Federal Compulsory Health Insurance Fund for 2010 and for planning period of 2011 and 2012

2) the total amount of expenses of the budget of Fund in the amount 110 851 220, 0 thousand rubles, including interbudget transfers provided to the budget of Social Insurance Fund of the Russian Federation in the amount 17 500 000, of 0 thousand rubles;

Limiting 3) amount of budget deficit of Fund in the amount 5 000 000, 0 thousand rubles.

2. Approve the main characteristics of the budget of Fund for planning period of 2011 and 2012:

1) the predicted total amount of budget receipts of Fund for 2011 in the amount 268 599 900, 0 thousand rubles, including at the expense of the interbudget transfers received from the federal budget in the amount 18 290 700, of 0 thousand rubles, and for 2012 in the amount 298 053 000, 0 thousand rubles, including at the expense of the interbudget transfers received from the federal budget in the amount 20 500 000, of 0 thousand rubles;

2) the total amount of expenses of the budget of Fund for 2011 in the amount 268 599 900, thousand rubles, including interbudget transfers provided to the budget of Social Insurance Fund of the Russian Federation in the amount 18 000 000, of 0 thousand rubles, and for 2012 in the amount 298 053 000, 0 thousand rubles, including interbudget transfers provided to the budget of Social Insurance Fund of the Russian Federation in the amount 19 000 000, of 0 thousand rubles.

3. Determine that source of financing of budget deficit of Fund in 2010 is remaining balance of budget funds of Fund as of January 1, 2010.

Article 2. Chief managers of budget receipts of Fund and chief managers of sources of financing of budget deficit of Fund

1. Approve the list of chief managers of budget receipts of Fund for 2010 according to appendix 1 to this Federal Law.

2. Approve the list of chief managers of sources of financing of budget deficit of Fund according to appendix 2 to this Federal Law.

Article 3. Budgetary appropriations of the budget of Fund for 2010

1. Approve distribution of budgetary appropriations of the budget of Fund for 2010 for Sections and subsections, target Articles and expense types of classification of budgets expenses according to appendix 3 to this Federal Law.

2. Establish sources of internal financing of budget deficit of Fund for 2010 according to appendix 4 to this Federal Law.

Article 4. Interbudget transfers to the budget of Fund and budget of Fund to other budgets of budget system of the Russian Federation

1. Approve distribution of the budgetary appropriations of the budget of Fund received from the federal budget in the form of interbudget transfers for 2010 according to appendix 5 to this Federal Law.

1) distribution of the grants from the budget of Fund directed to budgets of territorial funds of compulsory medical insurance on accomplishment of territorial programs of compulsory medical insurance within the basic program of compulsory medical insurance in 2010 in the amount 85 687 064, of 3 thousand rubles according to appendix 7 to this Federal Law;

2) budgetary appropriations on forming of the normalized safety stock of Fund in 2010 in the amount 2 352 904, 0 thousand rubles, in 2011 in the amount 12 877 490, 0 thousand rubles, in 2012 in the amount 13 778 914, 3 thousand rubles.

4. Determine that:

1) grants for accomplishment of territorial programs of compulsory medical insurance within the basic program of compulsory medical insurance, stipulated in Item 1 parts 3 of this Article, go to budgets of territorial funds of compulsory medical insurance monthly.

The specified grants are provided on condition of receipt in budgets of territorial funds of compulsory medical insurance monthly at least 8 percent of the size of the insurance premiums for compulsory medical insurance of the idle population provided by the law on the budget of appropriate subject of the Russian Federation for 2010;
