The government of the Republic of Kazakhstan and the Government of the Russian Federation which are hereinafter referred to as by the Parties proceeding from the Agreement between the Government of the Republic of Kazakhstan and the Government of the Russian Federation on features of legal regulation of activities of the companies, organizations and organizations of rail transport of October 18, 1996, being guided by the Concept of establishment of the approved tariff policy on rail transport of the states of members of the Commonwealth of Independent States approved by the Decision of Council of Heads of Government of October 18, 1996 and the Tariff Agreement of railway administrations (railroads) of the State Parties of the Commonwealth of Independent States signed on February 17, 1993, aiming to perform the coordinated actions for creation of favorable tariff conditions for transportations of the Russian loads on the territory of the Republic of Kazakhstan and the Kazakhstan loads on the territory of the Russian Federation, aiming to increase efficiency of use of transport capacity of the Republic of Kazakhstan and the Russian Federation, considering the measures for creation of single customs area and forming of custom union taken by the states of the Parties, agreed as follows:

Article 1

This agreement determines the legal basis of application of rates in transit of loads by the railroads of the Republic of Kazakhstan and the Russian Federation.

Article 2

Competent authorities on accomplishment of this agreement are:

from the Kazakhstan side - the Ministry of Transport and Communications of the Republic of Kazakhstan;

from the Russian side - the Ministry of Transport of the Russian Federation.
