confirming commitment to obligations assumed according to the international treaties signed between the Russian Federation and the Republic of Belarus, and in particular under the Agreement between the Government of the Russian Federation and the Government of the Republic of Belarus on free trade of November 13, 1992, to the Agreement on the Customs union between the Russian Federation and the Republic of Belarus of January 6, 1995, to the Protocol on introduction of free trade regime without withdrawals and restrictions between the Russian Federation and the Republic of Belarus of January 6, 1995
agreed about the following:
1. Competent authorities of the states of the Parties till October 1 of each current year the next calendar year approve indicative balances of production (production), consumption, delivery, import and oil export and oil products (further - indicative balances).
2. In indicative balances of oil amounts of the crude Russian oil intended for the Republic of Belarus according to requests of competent authority of the Republic of Belarus since 2017 - 24 million tons by annually pipeline transport, and also amounts of the crude Russian oil intended for the Republic of Belarus delivered by other modes of transport are considered.
The directions of use of crude oil from 2017 to 2019 are determined in indicative balances.
The specified annual amounts of crude oil can be changed depending on technical capabilities of trunk oil pipelines no more than to 2 percent.
At the same time amounts of the crude oil delivered from the Russian Federation to the Republic of Belarus can be increased, since 2021 under approval of competent authorities of the Parties.
