For the purpose of increase in efficiency of customs clearance and customs control of the goods moved through customs border of the Russian Federation, unambiguous identification and classification of goods according to the Commodity nomenclature of foreign economic activity of custom union (further - FEACN CU), based on Article 124 of the Customs code of the Russian Federation (The Russian Federation Code, 2003, N 22, the Art. 2066, N 52 (p. 1. Determine that for goods which codes and names according to FEACN CU are specified in the appendix N 1 to this order the description provided at number 1 in column 31 of the cargo customs declaration (CCD) "Cargo pieces and the description of goods" shall without fail, in addition to other data which specifying is provided by the Instruction about procedure for filling of the cargo customs declaration and transit declaration, to contain data according to the appendix N 1 to this order.

When declaring in one GTD of goods of the different names containing in one consignment with indication of one classification code under FEACN CU information according to the appendix N 1 is specified for each description of goods.

2. Determine that for goods which codes and names according to FEACN CU are specified in the appendix N 2 to this order in case of the statement of customs regime of export or customs regime of outward processing the description provided at number 1 in column 31 GTD "Cargo Pieces and Description of Goods" shall without fail, in addition to other data which specifying is provided by the Instruction about procedure for filling of the cargo customs declaration and transit declaration, to contain data according to the appendix N 2 to this order.

When declaring in one GTD of goods of the different names containing in one consignment with indication of one classification code under FEACN CU information according to the appendix N 2 is specified for each description of goods.

3. Determine that for goods which codes according to FEACN CU are specified in Sections 1, of 2, of 3, 4 Lists of chemicals, the equipment and technologies which can be used during creation of chemical weapon and concerning which export control, approved by the Presidential decree of the Russian Federation of August 28, 2001 N 1082 is established (The Russian Federation Code, 2001, N 36, Art. 3542; 2007,. N 6, of the Art. 730), the description provided at number 1 in column 31 GTD "Cargo Pieces and Description of Goods" shall without fail, in addition to other data which specifying is provided by the Instruction about procedure for filling of the cargo customs declaration and transit declaration, to contain data on registration number on KAS (Chemical Abstracts Service Registry Number).

When declaring in one GTD of goods of the different names containing in one consignment with indication of one classification code under FEACN CU information is specified for each description of goods.

4. Determine that for goods which codes and names according to FEACN CU are specified in lists of products (goods) which are subject to obligatory confirmation of conformity, approved by the Government of the Russian Federation according to article 29 of the Federal Law of December 27, 2002 N 184-FZ "About technical regulation" (The Russian Federation Code, 2002, N 52 (p. I), Art. 5140; 2005, N 19, Art. 1752; 2007, N 19, Art. 2293, N 49, Art. 6070; 2008, N 30 (p. II), Art. 3616; 2009, N 29, the Art. 3626), the description provided at number 1 in column 31 GTD "Cargo Pieces and Description of Goods" shall without fail, in addition to other data which specifying is provided by the Instruction about procedure for filling of the cargo customs declaration and transit declaration, to contain data on code of products (goods) according to the All-Russian Product Classifier (ARPC).

When declaring in one GTD of the goods with the different name containing in one consignment with indication of one classification code under FEACN CU information is specified for each description of goods.

5. Use for the purpose of application of the appendices N 1 and N 2 both the FEACN CU code, and description of goods.

6. To customs authorities to exercise control of completeness of the data declared in column 31 GTD according to requirements of this order.

7. (A. E. Shashayev), GNIVTS of FCS of Russia (O. P. Puchkov) within 90 days from the date of official publication of this order to provide to head department of information technologies modification of the software used in case of customs clearance and customs control.

8. GNIVTS of FCS of Russia (O. P. Puchkov) within 90 days from the date of official publication of this order to provide entering of corresponding changes into databases of normative reference information.

9. To provide to chiefs of regional customs authorities and customs bringing this order to data of all interested persons.

10. Declare invalid the order of FCS of Russia of September 26, 2008 N 1202 "About requirements to the description of separate types of goods in column 31 GTD" (it is registered by the Ministry of Justice of the Russian Federation on December 17, 2008, рег. N 12887).

11. To impose control of execution of this order on the deputy manager of FCS of Russia T. N. Golendeeva.

This order becomes effective after 90 days from the date of its official publication.
