1. Determine that normative legal regulation in the field of control of quality and safety of foodstuff and the organization of such control are performed:
a) The Ministry of Health of the Russian Federation and Federal Service for the Oversight of Consumer Protection and Welfare according to their powers concerning observance of sanitary and epidemiologic requirements to foodstuff, food staples, and also to the materials and products (requirements to safety) contacting to them for the purpose of protection of life and health of the person, including on questions:
quality assurances and safety of foodstuff in case of their production, storage, transportation and realization;
safety for health of the person of the services rendered in the field of public catering including observance of health regulations and regulations under catering services of the population in specially equipped places (dining rooms, restaurants, cafe, bars and other places), including when cooking and drinks, their storage and realization to the population, and also in the field of retail trade by foodstuff;
utilizations or destructions of foodstuff, low-quality, dangerous to person;
the organizations and holding the sanitary and anti-epidemic (preventive) actions directed to prevention of diseases (poisonings) connected with the use by the population of foodstuff;
