About approval of the technical regulation about safety of pyrotechnic structures and the products containing them

1. Approve the enclosed technical regulation about safety of pyrotechnic structures and the products containing them.

The technical regulation about safety of pyrotechnic structures and the products containing them becomes effective in 6 months from the date of official publication of this resolution.

2. To the Ministry of Industry and Trade of the Russian Federation together with Federal Agency for Technical Regulation and Metrology about day of entry into force of the technical regulation approved by this resolution to develop and provide to the Government of the Russian Federation the draft of the order of the Government of the Russian Federation about approval of the list of the national standards containing rules and methods of researches (testing) and measurements, including the rules of sampling necessary for application and execution of the specified technical regulation and implementation of assessment of conformity.

The technical regulation about safety of pyrotechnic structures and the products containing them

I. General provisions

1. The technical regulation about safety of pyrotechnic structures and the products containing them (further - the technical regulation) establishes requirements to pyrotechnic structures and the pyrotechnic products of household and technical purpose containing them, including to the pyrotechnic structures of independent application (daleepirotekhnichesky products) which are in circulation in the territory of the Russian Federation and also to the related processes of development, production, transportation, storage, realization, operation, utilization and the rule of their identification.

Requirements of the technical regulation extend to pyrotechnic products according to the list according to the appendix N 1.

2. Action of the technical regulation does not extend to pyrotechnic structures and products containing them carried according to the regulating documentation to the explosives and products containing them.

3. For the purpose of the technical regulation the basic concepts established by the Federal Law "About Technical Regulation" and also the concepts meaning the following are used:

a) "handling instructions" - the images specifying address methods with load;

b) "the address of pyrotechnic products" - realization, storage, operation, transportation, import to the territory of the Russian Federation and export from the territory of the Russian Federation of pyrotechnic products;

c) "danger area" - part of space which surrounds the working pyrotechnic structure and the product containing it and in which at least one dangerous factor reaches dangerous level;

d) "dangerous factor" - the specific effect created by pyrotechnic structures and products containing them which in case of achievement of dangerous level by it creates health hazard of people and causes damage to property and the environment;

e) "wholesale warehouse" - the separate construction (building) of fire-dangerous categories "B1" - "B4" equipped with means of the fire alarm and fire extinguishing according to regulations, intended for storage of wholesale batches of pyrotechnic products in packaging of the manufacturing organization and allowing to carry out works on receiving and delivery of products without its repacking;

e) "pyrotechnic product" - the product intended for receipt of the required effect by means of burning (explosion) of pyrotechnic structure;

g) "pyrotechnic product of household purpose" - product which is allowed to application by the population and whose exploitation according to the instruction for application ensures safety of people, property and the environment;

h) "pyrotechnic product of technical appointment" - product for which application special knowledge and adaptation (device) is required;

i) "pyrotechnic products" - pyrotechnic structures and pyrotechnic products of household and technical purpose, including pyrotechnic structures of independent application containing them;

j) "pyrotechnic structure" - the mix of components having capability to independent burning or burning with participation of the environment, generating in the course of burning the gaseous and condensed products, heat, light and mechanical energy and creating different optical, electric, baric and other special effects;

k) "carrying out feyerverochny displays" - mass spectacular action using pyrotechnic products of technical appointment;

l) "account warehouse" - the construction (the building, the room, mobile construction) of fire-dangerous categories "B1" - "B4" equipped with means of the fire alarm and fire extinguishing according to regulations, intended for temporary storage (up to 3 years) pyrotechnic products and allowing to carry out works on repacking of pyrotechnic products to consumer pack, to forming and issue of small batches (to 1000 kg on gross weight);

m) "warehouse of retail retail chain stores" - the room (zone of trade floor) intended for short-term storage (till 1 year) the pyrotechnic products of household purpose realized through retail retail chain stores;

o) "feyerverochny product" - the pyrotechnic product of technical appointment intended for receipt of sound, lighting, smoke, special scenic and other effects when holding mass spectacular actions;

o) "storage of pyrotechnic products" - placement of pyrotechnic products in warehouses, vehicles (mobile constructions) and in personal rooms of citizens, ensuring safety of properties and safety of pyrotechnic products.

4. Pyrotechnic products do not require carrying out maintenance in the course of storage and energy costs in case of operation.

5. Depending on properties of pyrotechnic structures and nature of the processes proceeding in case of their chemical transformations, pyrotechnic products are subdivided on fire-dangerous and explosive.

6. Depending on nature of the proceeding processes, pyrotechnic structures are subdivided on flame, flameless and smoke.

7. To destination pyrotechnic products are subdivided into pyrotechnic products of household purpose and pyrotechnic products of technical appointment.

8. On degree of potential danger in case of operation pyrotechnic products are subdivided into the following classes of danger:

a) The I class - pyrotechnic products at which value of kinetic energy of movement makes no more 0,5 of J are absent shock wave and splinters scattering out of limits of the danger area, acoustic radiation at m 0,25 distance from pyrotechnic products does not exceed 125 dB and the radius of the danger area on other factors constitutes no more 0,5 of m;
