About approvals of the Regulations on procedure for providing comprehensive schools with textbooks and methodologies

According to Item 7 of the resolution of the President of the Republic of Uzbekistan of May 31, 2006 N PP-362 "About additional measures for enhancement of system of providing comprehensive schools with textbooks" (Collection of the legislation of the Republic of Uzbekistan, 2006, N 22, of the Art. 190), the Ministry of national education, the Ministry of Finance, the Ministry of cases of culture and sport of the Republic of Uzbekistan and the Uzbek agency of seal and information decide:

1. Approve Regulations on procedure for providing comprehensive schools with textbooks and methodologies according to appendix.

2. Declare invalid the resolution of the Ministry of national education, the Ministry of Finance, Ministry of cases of culture and sport of the Republic of Uzbekistan and the Uzbek agency on seal and information of June 30, 2006 of NN 17, of 63, of 2, 1 "About approval of the Regulations on procedure for providing comprehensive schools with textbooks and methodologies" (reg. N 1603 of July 24, 2006) (Collection of the legislation of the Republic of Uzbekistan, 2006, N 30, the Art. 301).

3. This resolution becomes effective after ten days from the date of its state registration in the Ministry of justice of the Republic of Uzbekistan.

Regulations on procedure for providing comprehensive schools with textbooks and methodologies

This Provision according to Item 7 of the resolution of the President of the Republic of Uzbekistan of May 31, 2006 N PP-362 "About additional measures for enhancement of system of providing comprehensive schools with textbooks" (The collection of the legislation of the Republic of Uzbekistan, 2006, N 22, of the Art. 190) determines procedure for providing comprehensive schools and other educational institutions (further - comprehensive schools) textbooks and methodologies.

I. General provisions

1. This Provision is applied to the purchases of textbooks and uchebnometodichesky benefits performed at the expense of budgetary and sponsor's funds, the credits and grants of the international financial institutions, lease payments for textbooks and for the purpose of providing with textbooks and uchebnometodichesky benefits of comprehensive schools.

2. For the purpose of this provision the following basic concepts are used:

comprehensive schools - the public schools of general secondary education, boarding schools and specialized schools entering into structure of the Ministry of national education of the Republic of Uzbekistan (further - the Ministry of national education) and other ministries and departments;

textbooks - books, held for use pupils of comprehensive schools, recommended by the Ministry of national education for use in educational process;

methodologies (further - UMP) - education guidances and workbooks for pupils of comprehensive schools, the guidelines manuals for teachers recommended by the Ministry of national education for use in educational process;

set of textbooks - the list of the textbooks which are annually approved by the Board of trustees of off-budget Republican trust book fund under the Ministry of Finance of the Republic of Uzbekistan entering rent system on the corresponding class and language of training;

off-budget Republican trust book fund under the Ministry of Finance of the Republic of Uzbekistan (further - Fund) - the trust fund performing steady and uninterrupted providing with means of expenses on purchase and delivery of textbooks and UMP for comprehensive schools by consolidation of financial resources at the expense of budget and non-budgetary sources;

The board of trustees of Fund - the governing body of Fund performing approval of quotas for purchase of textbooks, forecast parameters of the income and expenses of Fund, determination of procedure for calculation and payment of the rent, establishment of the amount of the annual rent for textbooks, control of activities of executive directorate of Fund and other tasks determined by the legislation;

providing with textbooks - actions for studying of the needs for textbooks and UMP, for the organization of purchase, delivery and utilization of textbooks and UMP, and also financial and other reporting for textbooks and UMP;

lease of textbooks - the organization of temporary paid use by necessary sets of textbooks from school library stock for a period of one academic year for pupils of comprehensive schools;

the rent - payment for lease of set of textbooks in certain academic year which size is annually established by the Board of trustees of Fund and is determined by the corresponding class and language of training in settlement procedure taking into account the predicted expenses for the subsequent updating of these sets of textbooks.

3. According to the resolution of the President of the Republic of Uzbekistan of May 31, 2006 N PP-362 "About additional measures for enhancement of system of providing comprehensive schools with textbooks" textbooks for pupils of the first classes of comprehensive schools are updated annually, for 2-4 classes - times in two years and 5-9 классовраз in four years.

At the same time updating of contents of textbooks and UMP is performed not earlier than every four years.

II. Forming and execution of the order for the edition of textbooks and UMP for library stocks of comprehensive schools and free realization through fair trade and retail retail chain stores

4. The ministry of national education annually till June 1 represents to executive directorate of Fund the forecast of need for textbooks and UMP for the next calendar year by free providing from school library stocks and lease of textbooks.

Final requirement is determined by the Ministry of national education annually till December 1 and it is represented in executive directorate of Fund after forming of forecast quotas.

5. For forming of forecast quotas the Ministry of national education annually till August 1 claims and brings to each comprehensive school the list of the textbooks and UMP recommended for use next academic year according to appendix 1 to this Provision, and also publishes it in mass media.

6. The list of the textbooks and UMP recommended for use and the list of the textbooks entering rent system, approved by the Board of trustees of Fund are basis for forming of the annual purchase order of textbooks and UMP for school library stocks at the expense of budgetary funds and determination of forecast indicators of providing with textbooks and UMP at the expense of the rent.

7. The ministry of national education develops and approves the commitment form on forming of the purchase order of textbooks and brings to each comprehensive school.

8. On the basis of the List of the textbooks and UMP recommended for use and the list of the textbooks entering rent system, annually, no later than September 15, comprehensive schools conduct survey of the parents or persons replacing them about the method of providing pupils with textbooks chosen by them the next academic year.

9. Forming of the purchase order of textbooks and UMP is performed on the basis of the analysis:

forecast indicators of admittance of students in the first class;

results of inventory count of school library stock;

survey results of the parents or persons replacing them about the method of providing pupils with textbooks and UMP (appendix 2 to this Provision) chosen by them.

Poll of the parents or persons replacing them about the method of providing pupils with textbooks and UMP chosen by them is held by administration of comprehensive school together with parent committee.

At the same time this survey is not conducted among parents of the pupils or persons replacing them who with sets of textbooks from school library stock are provided on free basis.

10. In case of determination of forecast indicators of admittance of students in the first class the comprehensive school is guided by results of annually conducted examinations of the microsite assigned by the decision of public authority on places to this comprehensive school.

11. Part of the order for textbooks and UMP of school library stock for providing pupils is created of the families needing social support based on the petition of self-government institutions of citizens and the provided conclusion of parent committee.

12. The draft of the purchase order of textbooks and UMP for school library stock decreases by the number of the textbooks and UMP suitable for further use and the textbooks and UMP recommended for use of national education by the Ministry corresponding to the list and revealed by results of inventory count of school library stock.

In case of this criterion for evaluation of suitability of textbooks and UMP for further use are determined by the Ministry of national education.

13. The draft of the purchase order of textbooks and UMP for school library stock and forecast indicators on free implementation of textbooks and UMP are discussed by faculty meeting of comprehensive school and drawn up by the relevant protocol.

14. The forecast quota for purchase of textbooks and UMP on comprehensive school no later than October 1 is represented in district (city) department of national education on paper (in the signed and approved type), and also electronically.

15. The district (city) department of national education carries out expertize of forecast quotas for purchase of textbooks and UMP on each comprehensive school for the next academic year in objects, by languages of training, names of textbooks and classes, generalizes them and till October 10 every year represents forecast quota for purchase of textbooks and UMP on the area (city) to the Ministry of national education of the Republic of Karakalpakstan, regional managements of national education and General Directorate of Public Education of Tashkent (further - territorial authorities of national education).

16. Forecast indicators on the free implementation of textbooks and UMP provided by comprehensive schools (district (city) departments of national education) are exposed by territorial authorities of national education on annually (in October-November) organized by the Uzbek agency on seal and information, Uzkitobsavdotajminoti LLC, JSC Shark ziyekori, the Ministry of national education together with SAC of Uzkitobsavdo, Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and Tashkent, in all regional centers, in the cities of Nukus and Tashkent specialized exhibitions - fairs of textbooks and UMP for refining and studying of opportunities of publishing houses and organizations of book trade.

17. Territorial authorities of national education carry out the analysis and examination of forecast quotas for purchase of textbooks and UMP on each district (city) department of national education, together with territorial representatives of executive directorate of Fund generalize them on the territory taking into account the results received at specialized trade fairs of textbooks and UMP, no later than November 20 approve forecast quotas for purchase of textbooks and UMP on the territory for the next academic year in objects, by languages of training, names of textbooks and classes and send to the Ministry of national education.

18. Based on the data provided by territorial authorities of national education, the Ministry of national education creates forecast quotas for purchase of textbooks and UMP for pupils of comprehensive schools on the republic for the next academic year in objects, by languages of training, names of textbooks and classes, according to appendix 3 to this Provision and in the forms developed by the Ministry of national education and no later than December 1 submits them for approval of the Board of trustees of Fund.

When forming annual forecast quotas for purchase of textbooks and UMP on the republic for pupils of comprehensive schools the reserve of school library stock in limits to 10% of the total amount of the order on the corresponding territories, classes and languages of training is allowed.

The size of reserve of school library stock is determined by the Ministry of national education based on the carried-out analysis of change of school enrollment by classes and languages of training during all established period of use of textbooks on which the order is created.

19. After approval by the decision of the Board of trustees of Fund of forecast quotas the Ministry of national education:

within 30 days will organize bringing to each comprehensive school of the approved forecast quota taking into account the provided reserve;

within 120 days after approval by the decision of the Board of trustees of Fund of forecast quotas for purchase of textbooks and UMP on the republic, but no later than March 1, will organize carrying out the tender and (or) competitive biddings on purchase and delivery of textbooks and UMP for library stock of comprehensive schools according to requirements of the legislation.

Entering of amendments and changes into the approved forecast quotas for purchase of textbooks and UMP on the republic for the next academic year in objects, by names of textbooks, languages of training and classes is performed according to decisions of the Board of trustees of Fund.

20. The Uzbek agency on seal and information annually till July 1 provides the organization of release of textbooks and UMP in necessary amounts and names on the basis of the forecast quotas which are annually created by the Ministry of national education, taking into account free implementation of textbooks under the agreements signed at fairs through retail network.

21. The ministry of national education constitutes the order distribution of textbooks and UMP, taking into account the provided their reserve, on each territorial authority of national education, according to appendix 4 to this Provision, and annually till August 1 provides delivery of the purchased textbooks and UMP to each comprehensive school.

22. Based on the order distribution of the Ministry of national education, territorial authorities of national education constitute the order - distribution on district (city) departments of national education, and district (city) departments of national education, respectively, on each comprehensive school.

23. Proceeding from forecast indicators on free implementation of textbooks and UMP, the Ministry of national education, based on requests of publishing houses, typographies and the organizations of book trade, annually performs distribution of amounts of quotas for production of the textbooks realized through retail retail chain stores and within 15 days after approval of forecast quotas by the Board of trustees of Fund brings data on the distributed amounts of quotas for production of textbooks for the comprehensive schools of the republic implemented through retail retail chain stores by the territories and comprehensive schools to the relevant publishing houses, typographies and the organizations of book trade.

24. On the approved forecast indicators on free implementation of textbooks and UMP of publishing house, typography and organization of book trade will organize the edition of textbooks and UMP for their independent realization through network of retail trade, as a rule, at the expense of own means.

25. The textbooks published for retail trade are implemented SAC of Uzkitobsavdo and its territorial subdivisions, Uzkitobsavdotajminoti LLC, JSC Shark ziyekori, and also other organizations of book trade in the cities, the district centers and the remote settlements in specialized retail chain stores on realization to the population of textbooks and UMP, including by the organization of school markets and fairs.

26. Payment of expenses on purchase and delivery of textbooks and UMP, and also other expenses of Fund determined by the legislation is performed by Treasury of the Ministry of Finance of the Republic of Uzbekistan by fund in accordance with the established procedure.

III. Address providing with textbooks and UMP of separate categories of pupils of comprehensive schools at the expense of means of the government budget

27. Funds of the government budget are allocated for covering of expenses on purchase and delivery of textbooks and UMP in the following directions:

for pupils of the first classes of the public and non-state comprehensive schools;

for pupils from among pupils of houses of Mekhribonlik of specialized schools and boarding schools;

for pupils of comprehensive schools from the families needing social support;

for primary providing with textbooks and UMP of rent system.

28. All textbooks and UMP intended for address ensuring categories of the pupils specified in Item 27 of this provision, at the expense of means of the government budget, received by comprehensive school according to its request, are subject to oprikhodyvaniye in accordance with the established procedure in school library stock.

29. Pupils of the first classes are provided for free use of complete set of textbooks and UMP from school library stock.

Upon termination of academic year the received textbooks and UMP in full return to library for further write-off and utilization (except for workbooks).

30. Pupils from among pupils of houses of Mekhribonlik, specialized schools and boarding schools are free of charge provided with complete set of textbooks for the corresponding class and language of training from school library stock.

31. Providing with textbooks and UMP of pupils of comprehensive schools with shortcomings of physical and (or) mental development is performed by updating and replenishment of school library stock, taking into account the available textbooks and UMP suitable for further use.

32. The textbooks provided to pupils for free use in educational process upon termination of academic year return in full to school library.

33. The list of pupils from the families needing social support the forthcoming academic year is specified annually till September 1 and affirms the decision of faculty meeting of comprehensive school based on the petition of self-government institutions of citizens and the conclusion of parent committee.

Pupils from the families needing social support are provided with textbooks from school library stock by issue of complete set of the textbooks which were purchased on these purposes at the expense of means of the government budget.

34. In case of transition of the pupil to other comprehensive school, the textbooks issued to it in temporary use shall be returned in full in school library stock in three-day time after the publication of the order on transfer of the pupil from this comprehensive school.

At the same time the administration of comprehensive school issues to the pupil the certificate that allocation of complete set of textbooks at the expense of means of the government budget for this academic year is necessary to him.

On arrival in new comprehensive school the pupil shows the specified reference of administration of comprehensive school and is provided with textbooks from school library stock free of charge.

35. In case of shortage of sets of textbooks at new comprehensive school, providing the newcomer of the pupil with necessary set of textbooks is performed according to the procedure, established by Chapter V of this provision.

36. Teachers of comprehensive schools are provided with textbooks and UMP in the corresponding objects, necessary for training in the corresponding classes with certain language of training for the provision account of school library stock at free basis.

37. Upon termination of academic year the textbooks and UMP issued to teachers for free use return to school library.

38. In case of issue to pupils and (or) teachers in use of textbooks, the librarian in textbooks puts down the corresponding marks.

39. Accounting and registration of the textbooks and UMP issued to pupils and teachers on free basis and returned in school library stock is performed according to this Provision.

IV. Provision of textbooks in lease and calculations for them

40. The list of the textbooks entering rent system annually affirms the Board of trustees of Fund and till August 1 it is carried to comprehensive schools for forming of forecast quotas for purchase of textbooks and UMP the next academic year.

41. In lease by the pupil the textbooks recommended by the Ministry of national education for use in rent system are issued.

42. The rent for set of textbooks for each class and language of training is single on the republic, the size and procedure for its payment are annually established by the Board of trustees of Fund and no later than August 25 appear the Ministry of national education in mass media.

43. The amount of the rent for set of textbooks is calculated proceeding from the predicted amount of the means necessary on purchase and delivery of the corresponding number of textbooks and UMP in case of their following updating, and also other income and expenses of Fund received and made in the procedure established by the legislation.

At the same time in connection with application of forecast indicators when calculating the amount of the rent in certain academic year also the possibility of nedopostupleniye of means connected with it from lease payments or their overpayment is blundered in calculations of the amount of the rent.

In case of identification of nedopostupleniye of means or their overpayment received from establishment of the amount of the rent, this amount of nedopostupleniye and (or) overpayment is subject to accounting when calculating the amount of the rent for the corresponding class and language of training the next academic year by its reduction or increase.

44. Payers of the rent for set of textbooks are the parents of pupils or persons replacing them or sponsors.

45. Issue of textbooks in lease is performed by the conclusion of the contract between administration of comprehensive school and the parents of pupils or persons replacing them, sponsors according to appendix 5 to this Provision.

At the same time in textbooks the librarian surely puts down the corresponding marks about issue of textbooks to pupils and (or) teachers in use.

46. The established amount of the rent is paid in full no later than September 30 every year. In case of need the parents of pupils or persons replacing them can appeal to administration of comprehensive school about delay of lease payment in view of temporary lack of money.

Based on the decision of the board of trustees and the order of administration of comprehensive school, delay in payment which 50 interests shall be paid till September 30, and other part - till November 30 of the current year can be granted.

47. The rent is paid for set of textbooks:

a) or by cash deposit of money in cash desk of comprehensive school or bank for their transfer on the special settlement account of comprehensive school.

Payment of the rent in cash desk of comprehensive school in cash is drawn up by the receipt cash order and the receipt confirmed by seal of comprehensive school or print of the cash register and signatures of the accountant and responsible person performing functions of the cashier of comprehensive school. At the same time the receipt cash order remains in accounts department of comprehensive school, and the receipt is provided to the parents of pupils or persons replacing them or sponsors.

Cash from lease payments during three banking days in accordance with the established procedure is given the cashier of comprehensive school in the relevant banks for their subsequent transfer on the special settlement account of comprehensive school.

In case of introduction of the rent in the form of cash in bank, the copy of the receipt issued by bank and confirming payment is submitted in accounts department of the relevant comprehensive school;

b) or by money transfer from settlement accounts of the organizations in the payroll account and other income of parents of the pupils or persons replacing them, or sponsors, and also from their plastic cards and (or) accumulation (savings) accounts.

At the same time payment of the rent proves to be true by submission by the payer to accounts department of comprehensive school of the copy of the payment order certified by the corresponding mark of bank, or the check of the terminal.

48. In the payment documents confirming payment of the rent surname, the name and middle name, class and language of training of the pupil, the corresponding academic year, and also number of comprehensive school and its territorial accessory are without fail entered.

49. Use of the cash and non-cash which arrived as lease payments for textbooks and other revenues to needs of comprehensive school, and also to other purposes is forbidden.

50. The textbooks included in rent system shall be issued to pupils in complete set on the corresponding classes and languages of training in the following procedure:

a) for the pupils using textbooks under lease after the conclusion of the relevant agreement and introduction of the rent according to Item 46 of this provision.

At the same time copies of the payment documents confirming payment of the rent are represented by payers to the librarian of comprehensive school and are the basis for issue to pupils of the corresponding set of textbooks from school library stock;

b) for the pupils using textbooks on free basis after the conclusion of the relevant agreement.

Issue of textbooks in lease in complete set is allowed.

51. If the pupil within academic year passes into other comprehensive school after introduction of the rent for set of textbooks, the set provided to it in temporary use shall be returned in school library stock.

At the same time the brought rent does not return, and at new comprehensive school providing studying similar set of textbooks on rent basis is performed without collection of the rent. The fact of introduction of the rent for set of textbooks shall be confirmed by the copy of the payment document about payment and the reference from the previous comprehensive school.

52. In case of loss or reduction in worthlessness of the textbook or UMP, irrespective of form of use of them, the parents of pupils or persons replacing them either sponsors or teachers indemnify loss the new identical textbook and (or) UMP, or pay its cost specified in source documents (the invoice, delivery note), in the following sizes:

a) for each textbook and (or) UMP for pupils of the first classes of comprehensive schools - in single size;

b) for each textbook and (or) UMP for pupils of 2-4 classes - in double size;

c) for each textbook and (or) UMP for pupils of 5-9 classes - in quadruple size.

53. For the purpose of providing parents of the pupils or persons replacing them, sponsors with the necessary information connected with system of lease of textbooks, the administration of comprehensive school on visible and available places of this organization places information on the amount of the rent the current academic year, procedure for issue of sets of textbooks in use and payments of the rent, about conditions and terms of use of sets of textbooks with indication of the rights and obligations of comprehensive school and users.

54. In the presence of overpayment of lease payments or wrong transfers for the corresponding academic year, the comprehensive school in writing addresses to executive directorate of Fund.

The territorial representative of executive directorate Fonda, according to the appeal of comprehensive school, carries out studying of justification of this address with departure into place, and having constituted the corresponding reference, presents her to executive directorate of Fund.

In case of confirmation of the facts of excessively paid lease payments, and also wrong receipts return of means is performed by executive directorate of Fund from accumulation account of the Fund opened in commercial bank by transfer of appropriate means to the special settlement account of comprehensive school.

Further return to parents of pupils or to persons replacing them, or sponsors of the lease payments which are excessively paid by them, and also wrong receipts from the special settlement account of comprehensive school is performed by directly comprehensive school in the procedure established by the legislation.

V. Redistribution of textbooks and UMP

55. In case of shortage of textbooks in school library stock, for complete ensuring needs of pupils for textbooks, the administration of comprehensive school addresses to district (city) department of national education with the written request on allocation of additional sets of textbooks with exact specifying of conditions of their provision in use, the required number, class and language of training.

56. According to requests of comprehensive schools the district (city) department of national education carries out on comprehensive schools the analysis of school enrollment and their security with sets of textbooks by classes and languages of training.

Based on analysis results the district (city) department of national education issues the relevant order on redistribution of sets of textbooks between comprehensive schools within the territory of the respective area (city). Transfer and acceptance of sets of textbooks by comprehensive schools is performed based on the agreement which is drawn up between them in which along with requirements of the legislation, it is also provided complete sets of textbooks in temporary use for the current academic year with condition of return them till June 20 (after the termination of academic year) with obligatory specifying of procedure for provision.

In this case lease payments are paid by the parents of the pupil or persons replacing them or sponsors on the special settlement account of the comprehensive school which provided textbooks for the textbooks accepted by comprehensive school in temporary use on the terms of their provision in lease.

57. In case of shortage of sets of textbooks on the area (city) departments of national education make in the relevant territorial authority of national education the written request on allocation of additional sets of textbooks with exact specifying of their required quantity, class and language of training.

58. According to requests of district (city) departments of national education territorial authorities of national education carry out the analysis of school enrollment and their security with sets of textbooks by areas and the cities, classes and languages of training, and also conditions of their provision to use.

Based on analysis results territorial authorities of national education annually perform redistribution of sets of textbooks between the respective areas (cities).

Redistribution of sets of textbooks between comprehensive schools of two and more areas (cities) is performed based on the relevant order of territorial authority of national education and another is drawn up by the relevant accounting source documents between comprehensive schools taking into account voluntary conveyance of textbooks from balance of one comprehensive school on balance. In this case lease payments are paid for textbooks on the special settlement account of the comprehensive school which accepted these textbooks on the balance.

59. Redistribution of sets of textbooks between comprehensive schools of the Republic of Karakalpakstan, areas and Tashkent is performed by the Ministry of national education according to the procedure, stipulated in Item the 58th this provision.

VI. Accounting of receipt and disposal of textbooks and UMP of school library stock

60. Librarians of comprehensive schools provide the corresponding accounting of receipt and disposal of textbooks and UMP of school library stock, their forming and use, accounting and safety, inventory count, control of availability and movement of accounting documents, the statistical recording, and also implementation of the educational work among pupils aimed at the development of feeling of careful attitude to textbooks.

61. Accounting of school library stock of textbooks and UMP includes acceptance of textbooks and UMP, their marking, registration in case of receipt, movement, disposal, and also verification of presence of textbooks and UMP in fund. 64. The library of comprehensive school performs:

total accounting of the textbooks entering rent system;

total accounting of the textbooks which are not entering rent system;

general total accounting of school library stock of all types of textbooks;

total and individual accounting of UMP arriving in school library stock in the established accounting units.

65. Responsibility for correctness of the organization of accounting and control of observance of regulations and requirements for accounting of school library stock, and also providing conditions for accomplishment of rules of accounting of school library stock of textbooks and UMP are born by the manager of library (librarian) according to job responsibilities.

66. All types of editions of the textbooks and UMP included in fund of library are marked stamped), all material types, being appendices to the main textbook or UMP are also marked, on them the same signs (details) are put down.

70. Total accounting of the UMP which are arriving or disposed from school library stock is performed in the summary book of accounting of school library stock intended for accounting of art, nauchnopoznavatelny, reference, methodical books (appendix 9 to this Provision).

71. Correspondence of summary books of accounting of school library stock of textbooks, the summary book of accounting intended for art, reference, scientific cognitive, methodical books, and also the Stock record book is prohibited and is allowed only in case of force majeure, based on the order of the manager of district (city) department of national education.

72. Individual accounting of each copy of UMP or each name UMP is made by assignment of UMP of individual accession number.

74. The exception of textbooks of school library stocks is drawn up by the act of disposal from school library stock of textbooks, according to appendix 11 to this Provision, and is reflected in the summary book of accounting of school library stock:

the textbooks entering rent system;

the textbooks which are not entering rent system;

and also in the book of general total accounting of school library stock of all types of textbooks.

75. UMP exception from school library funds is drawn up by the act of disposal from school library stock of UMP, according to appendix 12 to this Provision, and is reflected in the summary book of accounting of school library stock intended for accounting of art, scientific cognitive, reference, methodical books and in the Stock record book.

76. 85. The ministry of national education annually till June 1 determines the list of the textbooks and UMP (with indication of exact year of the edition, the name and the author(s)) which are subject to disposal from school library stocks which affirms the relevant order. Excesses of textbooks and UMP are credited in school library stock in accordance with the established procedure.

Write-off of textbooks and UMP is made after September 1, but no later than October 10 of each academic year by their exception of accounting documents of school library stock of textbooks, stock record books, library catalogs, and also write-off of their cost which was registered on balance of comprehensive school.

93. Acts of exception of textbooks and UMP from school library stocks and the lists attached to them remain within 3 years then are liable to destruction in accordance with the established procedure.

94. District (city) departments of national education generalize information on amount of the textbooks and UMP which are subject to utilization on all comprehensive schools of the area (city) and transfer her to territorial authorities of national education.

95. Territorial subdivisions of the state unitary enterprise "Ukuv Tajly Tajminot" for export of the textbooks and UMP which are subject to utilization sign agreements with territorial authorities of national education on export of the textbooks and UMP which are subject to utilization from the comprehensive schools entering into structure of the Ministry of national education and also with the comprehensive schools entering into structure of other ministries and departments.

At the same time export of the textbooks and UMP which are subject to utilization is performed by territorial subdivisions of the state unitary enterprise "Ukuv Tajly Tajminot" annually till October 10 directly from each comprehensive school.

96. By transfer of the textbooks and UMP which are subject to write-off the delivery-acceptance certificate of the textbooks and UMP which are subject to utilization and write-off from school library stock, with indication of the weight of the handed-over batch according to appendix 15 to this Provision is drawn up.

97. Territorial subdivisions of the state unitary enterprise "Ukuv Tajly Tajminot" transfer the textbooks and UMP which are subject to write-off to the company accepting paper products with which the state unitary enterprise "Ukuv Tajly Tajminot" signed the relevant agreement for further conversion.

At the same time selection of the organization accepting paper products for further conversion is performed by territorial subdivisions of the state unitary enterprise "Ukuv Tajlim-tajminot" according to the procedure, established by the legislation.

98. The means obtained from delivery in utilization of written off textbooks and UMP are enlisted on settlement accounts of territorial subdivisions of the state unitary enterprise "Ukuv Tajly Tajminot" and during three banking days from the date of transfer, but no later than sixty days from the date of export of written off textbooks and UMP from comprehensive school, transferred (less the amount of remuneration) into the key treasurer account of Fund.

The amount of remuneration of the state unitary enterprise "Ukuv Tajly Tajminot" for the rendered services is determined by the Ministry of Finance of the Republic of Uzbekistan.

99. The territorial authority of national education together with Ukuv Tajly Tajminot territorial subdivision constitutes the register according to the utilized textbooks and UMP and annually till November 1 hands over it to territorial representatives of executive directorate of Fund.

VIII. Financial accounting and reporting

100. Financial accounting and the reporting under textbooks and UMP and receipt of funds from the rent, to utilization, compensation of damage as a result of loss or reduction in worthlessness of textbooks and UMP is conducted by accounts department of comprehensive school according to the procedure, determined by the Ministry of Finance of the Republic of Uzbekistan.

For the purpose of implementation of monitoring of issue in use of sets of textbooks and receipts of the rent comprehensive schools constitute reports on the sets of textbooks of comprehensive schools provided in use, according to appendix 16 to this Provision, and annually to the 5th of June and December represent them to district (city) departments of national education for the analysis and generalization.

102. The reports generalized on district (city) departments of national education, and also reports on each comprehensive school no later than the 10th of June and December are represented to territorial authorities of national education and to representatives of executive directorate of Fund.

103. At the request of territorial representatives of executive directorate of Fund banks represent the statement from special settlement accounts of comprehensive schools on the territories by each comprehensive school.

104. On the basis of the statements received from banks on receipts of the rent by the territories and comprehensive schools, territorial authorities of national education and representatives of executive directorate of Fund carry out the analysis of receipts of lease payments on each comprehensive school by classes and languages of training and annually to the 15th of June and December submit the generalized reports by comprehensive schools and the territories in the Ministry of national education and executive directorate of Fund.

If necessary, territorial representatives of executive directorate of Fund perform studying of functioning of rent system at comprehensive schools with consideration of source documents.

105. Reports are submitted on paper (in the signed and approved type), and also electronically.

IX. Criteria for evaluation of results of work of employees of libraries of comprehensive schools

107. Criteria for evaluation of results of work of employees of libraries of comprehensive schools are:

a) correctness of forming of school library stock of textbooks and UMP, analysis of their use;

b) ensuring completeness and correctness of maintaining accounting documentation, and also creation of conditions for the organization of proper storage conditions of fund of textbooks and UMP;

c) timely carrying out inventory count of fund of textbooks and UMP for the purpose of establishment of their actual availability;

d) organization and implementation of exception of school library stock of textbooks and UMP; correctness of maintaining and storage of documentation on accounting of exception of textbooks and UMP from school library stock; providing complete elimination from school library stock of the obsolete textbooks and UMP which are subject to disposal;

e) timeliness and correctness of carrying out utilization of written off textbooks and UMP, and also availability and safety of necessary documentation;

e) overall performance on development and education in pupils of feeling of careful attitude to textbooks and UMP;

g) use in the organization of work of library of comprehensive school of new information technologies for implementation of forming and accounting of school library stock of textbooks and UMP, the organization of the educational work aimed at the development of feeling of careful attitude to books.

X. Final provisions

108. The administration of comprehensive school is responsible for the organization and effective functioning of system of providing studying textbooks on rent basis at comprehensive school, including for informing pupils, their legal representatives, the conclusion of agreements on provision in use of textbooks, accounting of receipt of lease payments, timely delivery of money, safety and accounting of movement of textbooks and UMP, forming of annual orders for rent system.
