About approval of Rules of establishment of requirements of energy efficiency of goods, works, services when implementing purchases for ensuring the state and municipal needs

According to article 26 of the Federal law "About Energy Saving and about Increase in Energy Efficiency and about Modification of Separate Legal Acts of the Russian Federation" Government of the Russian Federation decides:

1. Approve the enclosed Rules of establishment of requirements of energy efficiency of goods, works, services when implementing purchases for ensuring the state and municipal needs (further - Rules).

2. To the Ministry of Economic Development of the Russian Federation in coordination with the Ministry of Industry and Trade of the Russian Federation, the Ministry of Energy of the Russian Federation and Federal Antimonopoly Service to establish requirements of energy efficiency in the relation:

the goods provided by appendix to Rules - till July 1, 2011;

the goods specified in the subitem "b" of Item 3 of Rules - no later than 2 months from the date of approval by authorized federal executive body of classes of energy efficiency for such goods;

the goods specified in the subitem "v" of Item 3 of Rules - till May 1, 2010;

works and services which procurement is conducted for the state or municipal needs, in the course of accomplishment which rendering considerable amounts of energy resources are spent, - till January 1, 2016.

3. To the Ministry of Economic Development of the Russian Federation annually, since 2018 to carry out the analysis:

a) energy efficiency of goods when implementing purchases for ensuring the state or municipal needs regarding identification of types of goods when which using energy resources in the amounts making essential share in structure of consumption of separate groups of the state or municipal customers performing similar types of activity are spent;
