About requirements to regional and municipal programs in the field of energy saving and increase in energy efficiency

1. Determine that regional and municipal programs in the field of energy saving and increase in energy efficiency (further - programs) shall contain:
the list of target indicators in the field of energy saving and increase in energy efficiency according to appendix No. 1;
the list and terms of accomplishment of actions for energy saving and increase in energy efficiency which carrying out is possible with use of the extrabudgetary funds received also using regulated prices (rates) according to appendix No. 2.

4. Recommend to public authorities of subjects of the Russian Federation and local government bodies to carry out annually adjustment of the planned values of target indicators in the field of energy saving and increase in energy efficiency of programs taking into account actually achieved results of program implementation and change of social and economic situation.
5. Determine that the values of target indicators planned and actually reached during program implementation in the field of energy saving and increase in energy efficiency are calculated for every year throughout all term of program implementation.
