According to Presidential decrees of Ukraine of March 20, 2008 N 244 "About additional measures for improvement of quality of education in Ukraine", of September 25, 2008 N 857 "About ensuring further development of the higher education in Ukraine", resolutions of the Cabinet of Ministers of Ukraine of August 25, 2004 N 1095 "Some questions of implementation of external independent estimation and monitoring of quality of education" (with changes), of November 26, 2008 N 1036 "Some questions of the organization of budget process" I ORDER:

1. Approve:

1.1. Procedure for carrying out external independent estimation in 2010 which is applied.

1.2. Regulations on the appeal commission of the Ukrainian center of estimation of quality of education which are applied.

1.3. Regulations on the procedural commission of the regional center of estimation of quality of education which are applied.

1.4. The technical description on the certificate of external independent estimation and information card to it which is applied.

2. This order becomes effective from the date of its official publication.

3. Declare invalid the order of the Ministry of Education and Science of Ukraine of February 18, 2009 N 133 "About approval of regulatory legal acts concerning carrying out external independent estimation of educational achievements of graduates of educational institutions of system of general secondary education in 2009", registered in the Ministry of Justice of Ukraine on March 26, 2009 for N 281/16297.

4. To administrative department (Hanyuk V. A.) make marks in cases of archive on loss of force of the order of the Ministry of Education and Science of Ukraine specified in Item 3 of this order.

5. To impose control over the implementation of this order on deputy ministers of science and education of Ukraine of the Polyansky Item B. and Finikova T. V.

Procedure for carrying out external independent estimation in 2010

I. General provisions

1.1. This Procedure determines the basic principles of carrying out external independent estimation of educational achievements of graduates of educational institutions of system of general secondary education who wish to arrive in 2010 on training in higher educational institutions of Ukraine for receipt of educational and qualification level of the junior specialist, the bachelor (the specialist, the master of the medical and veterinary and medical directions) (further - external estimation).

1.2. External estimation is performed on the basis of technologies of pedagogical testing.

1.3. Main goal of carrying out external estimation - objective and impartial estimation of level of educational achievements of persons who finished general education educational institution and expressed desire to arrive in higher educational institutions of Ukraine.

II. The rights and obligations of persons which undergo external estimation

2.1. Can take part in external estimation person who:

has the complete general secondary education or is pupil (student) of graduation class (rate) of educational institution of system of general secondary education;

plans to arrive in 2010 on training in higher educational institutions of Ukraine for receipt of educational and qualification level of the junior specialist, the bachelor (the specialist, the master of the medical and veterinary and medical directions);

it was registered for passing of external estimation.

2.2. Persons who undergo external estimation (dalsheabituriyenta) have the right on:

2.2.1. Accomplishment of tests which meet the requirements of the programs approved by the Ministry of Education and Science of Ukraine.

2.2.2. Acquaintance with the rights and obligations of the entrant.

2.2.3. The polite and impartial attitude towards from persons responsible for the organization and conducting testing.

2.2.4. Safe conditions of conducting testing.

2.2.5. Information access about:

to the purpose and program of external estimation;

to form of test tasks;

procedure for passing of external estimation;

time and venue of testing;

to form and time of the message of results of external estimation.

2.2.6. The appeal concerning violation of the procedure of carrying out and results of external estimation.

2.3. Entrants who undergo external estimation shall:
