procedure for development, approval and establishment of limits of storage and limits of waste disposal of production according to appendix 3.
2. Limits of mining, admissible emissions of pollutants in atmospheric air, water use, storage and waste disposal of production are established to users of nature no later than February 1 of year on which they are established.
