The Uzbek state inspectorate for control of use of oil products and gas under the Cabinet of Ministers of the Republic of Uzbekistan, the Ministry of agricultural and water economy, the Uzbek agency of road and river transport decide:
1. Approve Rules of leave of the oil products liquefied and the natural compressed gas for gas station of vehicles on permissions, distributing sheets and limit books according to appendix.
2. Declare invalid the Procedure for leave of the oil products liquefied and the natural compressed gas for gas station of vehicles according to distributing sheets and limit books, approved by Uznefteprodukt Joint-stock company of January 21, 1999 N 17-1-8/193, Uzavtotrans Corporation of January 26, 1999 N 01/8 and the Ministry of agricultural and water economy of the Republic of Uzbekistan of January 21, 1999 N 41-1-15 (рег. N 613 of January 30, 1999).
3. This resolution becomes effective after ten days from the date of its state registration in the Ministry of Justice of the Republic of Uzbekistan.

These rules according to the resolution of the Cabinet of Ministers of the Republic of Uzbekistan of December 31, 1998 N 542 "About streamlining of system of realization of oil products, the liquefied and compressed gas, strengthenings of control of their use and operation of vehicles" establish procedure for leave of the oil products liquefied and the natural compressed gas to the organizations using services of filling, autogas-filling and autogas-filling compressor stations (further - fuel station) on permissions, distributing sheets and limit books.
1. In these rules the following concepts are applied:
consumers - the legal entities using oil products and gas for own needs;
the limit book - the book reflecting regulations of receipt by the consumer of oil products and gas;
the supplier of goods - legal entities, enabling the realization of oil products, the liquefied and natural compressed gas (further - oil products and gas);
the register - the document registering the distributing sheets which are drawn up on receipt of oil products and gas;
permission - the document based on which to the consumer oil products and gas are released.
the distributing sheet - the document processed between the supplier of goods and the consumer for receipt of oil products and gas.
4. Forms of permissions, distributing sheets and limit books are made by suppliers of goods by typographical method with indication of sequence numbers. Forms are produced in forms according to appendices 1, of 2, 3 and 4 to these rules.
3. Acceptance of the forms which arrived on warehouses of the territorial organizations of suppliers of goods is made by the permanent commission appointed by the order of the head of the organization within one working day from the moment of receipt. The commission before opening of packet checks integrity of packaging, availability of the accompanying document and delivery note. About acceptance of forms the statement in duplicate is drawn up, from them the first copy of the act is transferred to accounts department together with delivery note and is the basis for receipt as forms of the strict reporting, the second copy remains at the responsible person which accepted forms on safe custody.
4. Leave of oil products is performed according to the agreement signed between the supplier of goods and the consumer. In this agreement the amount of the oil products emitted on limit, including quantity released according to the distributing sheet and the limit book for the sent vehicles is specified. Based on the agreement the supplier of goods issues to the consumer of accounts for implementation of advance payment for oil products, proceeding from current prices.
5. The consumer after implementation of advance payment shows to the supplier of goods of the copy of payment documents and the warrant for receipt of oil products. In the power of attorney the accounts department and marketing department of the supplier of goods do marks about availability of the arrived money from the consumer and limit based on which permission to leave of oil products in triplicate, from which is drawn up:
the first copy remains at the supplier of goods;
the second copy is transferred to the consumer;
the third copy is transferred to fuel station.
6. Permission to leave of oil products is signed by the head of the supplier of goods or person authorized on that, and also employees of accounts department and department of marketing whose list affirms the head of the supplier of goods, then is registered in the register of issue of permissions in form according to appendix 5 to these rules and is issued to the consumer and on fuel station.
7. In case of registration of permissions in limit cards of the consumer (appendix 6 to these rules) the amount of oil products in units of volume (in liters) and masses (in tons), proceeding from the average density of the corresponding type of oil product for last month is specified.
8. For registration of permission the consumer shall pay previously the cost of the gas which is subject to obtaining. Payment is made according to the signed contract between the consumer and the supplier of goods.
9. After implementation of advance payment, the consumer shows to the supplier of goods of the copy of payment documents and the warrant for receipt of gas. After check of cash receipt on the bank account of the supplier of goods, the accounts department and marketing department of the supplier of goods in the power of attorney do marks about availability of money and limit based on which permission to gas leave, in triplicate is drawn up.
10. Permission to leave of gas is signed by the head of the supplier of goods or person authorized on that, and also employees of accounts department and department of marketing whose list affirms the head of the supplier of goods, then is registered in the register of issue of permissions in form according to appendix 7 to these rules.
11. Leave of oil products from fuel station is performed according to the permission issued by accounts department of the supplier of goods.
12. The basis for gas station of the vehicle is the route sheet of the driver and in the line "issue fuel" of the route sheet the amount of oil product which is subject to issue is specified in cursive script.
13. On fuel station in line "is issued" the route sheet the quantity and brand of actually released oil products register, and also the stamp with indication of number of fuel station and change is put.14. In case of leave of oil products on fuel station the distributing sheet in duplicate on each consumer separately is filled in, one of which gives up in accounts department of the supplier of goods, the second remains on fuel station. The distributing sheet is kept on fuel station on each change. Upon termination of change the operator sums up the results in quantitative and in cash expressions of the released oil products, signs and certifies the distributing sheet stamp.
The chief (the senior operator) of fuel station, after check of correctness of the made calculations and in the presence of limit and money of the consumer, remaining balance of the oil product which is subject to issue postpones them to the beginning of the following shift. The consumer after expenditure of money or after month under report receives at the supplier of goods the copy of the distributing sheet for reconciliation.
15. In case of leave of oil products by the operator on fuel station the check of the control cash register for the amount of the released amount of oil products is issued to the driver of the vehicle.
16. Filling of the vehicles loaded with combustible or explosive loads is made from metal canisters at distance at least 25 meters from the territory of fuel station.
17. In case of stop of work of fuel station for technical or other reasons gas station of vehicles is performed in its territory by portable gas stations.
