Approved by the order of the Minister of Emergency Situations of the Republic of Kazakhstan of December 29, 2008 No. 219
1. These Requirements extend to designing, construction, operation, preservation and liquidation of objects of development of oil, gas and gas-condensate fields (further - NGM) when carrying out oil operations.
2. The reducings used in rules are specified in appendix 1.
3. Production schedules, regulations on production supervision, the liquidation plan of accidents are developed for objects of NGM (further PLA).
4. Commissioning and acceptance tests of objects NGM are developed by the commission.
5. On the technological scheme designations and numbers of line items of the equipment, devices, armature, safety devices, devices of control and governing bodies, antiemergency and fire protection are specified.
6. Are provided in project decisions:
1) arrangement of objects of oil and gas production taking into account safe distances and sanitarno - protective zone;
2) the pressurized system of collection, preparation and transportation of products of wells, utilization of hazardous substances and associated gas;
3) system of antiemergency and fire protection, blocking, safety and signaling devices according to the prevention dangerous and emergencies;
4) assessment of probability of origin dangerous and emergencies, taking into account object vzryvopozharoopasnost indicators;
5) automation and telemetric control of objects and the providing obtaining and registration of information in control centers engineering procedure;
6) providing with means of the automated control system of the air circle for early detection of dangerous factors and emergency;
7) application of methods of nondestructive control and anticorrosive protection of the equipment, pipelines, metal designs;
8) creation of industrial control system (further - industrial control system);
9) picking of objects fire fighting equipment and fire extinguishing means;
10) organization of permanent production and autonomous system of emergency communication and notification;
11) providing personnel with individual and collective remedies;
12) neutralization and utilization of production waste, combustible, hazardous and toxic substances;
13) conditions of recovery and recultivation of the broken and contaminated land, environment protection;
14) conditions of safe preservation and liquidation of wells, objects.
7. Buildings and constructions with the explosion-fire-hazardous processes emitting hazardous and combustible substances, sources of possible emergency emissions are designed taking into account the prevailing direction of wind, land relief, climatic and seismic conditions. Minimum safe distance of infrastructure facilities of oil and gas fields from buildings and constructions are this in appendix 4 to these Requirements.
8. In case of the designing of processing equipment and pipelines working in the conditions of contact with corrosion and aggressive substances equipment by devices and devices for control of technical condition is provided.
9. In the project documentation actions for the prevention of impact on the equipment, pipelines, the environment, personnel and the population in selitebny zone, dangerous and harmful production factors are developed (further - OVPF).
10. Underground laying of pipelines in buildings, constructions, rooms and in the territory of production sites is not allowed.
11. Production and sanitarno - household objects are provided with ventilation, heating, water supply and the sewerage, according to construction and sanitary standards of the Republic of Kazakhstan.
12. For factory buildings and the territory of installations systems of the closed industrial sewerage for withdrawal of technological drains, ground and storm waters are designed.
On network of the industrial sewerage the hydraulic locks located in wells are provided.
13. The projectible equipment, instrumentations and means of automatic equipment (further - instrumentation and automated control systems), devices of lighting, the alarm system and communication, held for use in explosive zones, predusmatrivaatsya in explosion-proof execution with explosion protection level, the corresponding characteristic of explosive zone and explosive mixes.
14. The systems of antiemergency and fire protection of explosive engineering procedures providing the prevention of formation of the explosive environment in case of all possible modes, safe stop and launch of processing equipment are provided in the project.
15. The project solutions including use of inert gases for replacement of combustible vapors and gases of aggressive and toxic liquids provide methods and control facilities behind content of oxygen and prevention of formation of dangerous concentration in technological circles.
16. In the project documentation technical actions of civil defense, according to the prevention and liquidation of emergency situations, accidents, the fires and injury rate are developed.
17. The territory which is taken away under construction of production facilities of constructions and communications is planned, protected designated) by safety signs, built up taking into account borders of the sanitary protection and conservation zone, safe distances and according to the plan of arrangement of NGM which is component of the project documentation.
Limitation and methods of protection of the territory of construction of hazardous production facilities are established by the organization performing construction, and after commissioning - the organization operating object.
18. The under construction, repaired and operated hazardous production facilities (wells, installations of preparation of oil and gas, reservoirs, pumping and compressor stations, terminals) are provided with reliable and permanent transport connection (entrances, roads) with bases of material logistics and places of dislocation of production services of the organization, firefighters and rescue services.
19. For safety and production supervision, before installation and construction works the main organizational conditions are satisfied:
1) transfer to the organizations to the contractors and structural divisions performing works on construction, approved and the coordinated project documentation;
2) check of powers of the construction organizations, contractors and contractors on the right and the admission of conducting works on explosion-fire-hazardous objects and other works which are subject to the state licensing, technical regulation and accounting in state control bodies;
3) availability of the relevant production and technical base, allowing documents and qualified personnel for installation and construction works on dangerous objects;
4) the notice on carrying out construction works of heads of the organizations and objects, administrations of the settlements which are in zone of construction, state control bodies.
20. The personnel of production facilities, depending on working conditions and the accepted technology of construction production, are provided with appropriate means of individual and collective protection. Each production facility where there are personnel, is provided with continuous telephone (radiotelephone) communication with control office and management of the site, workshop, the organization. Communication conditions on objects with temporary stay of personnel are specified in projects and production schedules.
21. On workplaces safe accomplishment by contractors of production functions and timely evacuation in case of dangerous situations on specifying of the works manager is provided.
In case of performance of works on the open areas shelters for protection of workers against adverse weather conditions are established.
22. On workplaces and the territory of hazardous production facility where impact of OVPF is possible precautionary signs and texts are established, regular control of air of the working area is exercised.
Dangerous sites of works are protected or designated by signs of safety and texts.
23. Borders of danger areas on the building site are determined by works managers and told contractors when briefing according to the plan of the organization of works or naryadomdopusky.
24. Workplaces, objects, drives and approaches to them, passes and transitions to night-time are provided with lighting.
Artificial lighting is carried out according to the established standard rates. Measurements of level of illumination are carried out before commissioning of the facility, after reconstruction of rooms, systems of lighting and annually on workplaces.
25. Carrying out hot work in radius less than 50 m from the place of application and warehousing of the materials containing flammable or explosive substances and in the absence of fire extinguishing means is not allowed.
26. Before performance of works in places where there is danger of gas contamination and impact of OVPF exceeding admissible regulations including in the isolated rooms, the closed reservoirs, wells, trenches and holes, the analysis of the air circle is carried out and the work permit is drawn up. In case of detection of gas contamination works in this place stop and resumed after elimination of gas contamination to normative values, in case of application by the gas-signaling devices of maximum-permissible concentration working individual protection equipment of respiratory organs and control (further - maximum allowable concentration) and extreme admissible harmful concentration (further - PDVK) gases in air of the working area and in the adjacent territory of sanitary protection zone.
27. Objects where raising of the worker on height to m 0,75 is required, are equipped with steps, and m 0,75 - ladders with handrail is one height higher. In places of pass of people over the pipelines located at height of 0,25 of m and above from the Earth's surface, the platform or floor transitional planked footway is arranged and is equipped with handrail if height of arrangement of the pipeline of more 0,75 of m.
28. The platforms, floorings, ladders provided by specifications of the manufacturer and the project are applied to pozharovzryvoopasny objects (production wells, installations of collection and preparation of oil, reservoir parks).
Application of temporary wooden floorings from boards at least 40 mm thick when conducting works is allowed during repair of completely stopped equipments and devices.
29. On potentially dangerous places of objects of oil and gas production (open reservoirs, transmissions) the barriers with pass closing access from all directions are established.
Open or remove barriers it is allowed only after complete stop of the equipment or the mechanism and installation on the starting arrangement of the plate "Not include - people" and safety signs work. Launch of the equipment or mechanism is allowed only after installation into place and reliable fixing of all parts of barrier, on specifying of the works manager.
30. Traffic circulation speed in the territory of dangerous object in zone of works is limited to 10 km/h on direct sites and 5 km/h on turns.
31. After completion of construction and repair work recovery, recultivation and improvement of the territory, according to the plan and actions for environmental protection is made.
32. In case of acceptance of objects of development of NGM in operation are checked:
1) availability of the approved and approved project, technical and operational documentation, production schedules;
2) availability of starting and construction documentation according to the existing regulating documents;
3) availability of the declaration of safety and PLA;
4) compliance of qualification of personnel of object;
5) compliance of subject of project and operational documentation to requirements of industrial, fire and ecological safety, labor protection, protection of subsoil;
6) carrying out and compliance of results of testing of the oil and gas equipment, technical means, pipelines, reservoirs, control systems and safety of engineering procedures, industrial control system, systems of emergency and fire protection to project decisions, regulating documents, technical and operational documentation;
7) readiness of object and personnel of object to liquidation of dangerous emergency and emergency situations;
8) completeness of object and personnel means of individual and collective protection, control of gas contamination, the fire fighting equipment and alarm system, evacuation of personnel and the population in selitebny zone;
9) availability and condition of means of communication;
10) organization of protection and protection of object;
11) the organization of servicing of object financially - technical supply, including it is emergency - rescue service, fire engineering service, health service and others, taking into account appointment and the characteristic of object.
33. Acceptance and commisioning of NGM finished with construction of facilities of development is made according to regulating documents.
For start-up - adjustment operation and testing of the equipment using combustible and dangerous substances, providing vzryvopozharobezopasnost is developed production schedules, according to project decisions and operational documentation of the manufacturer, the organizations approved by the technical lead, the developing NGM.
34. Installation, testing, operation and maintenance of the equipment, oil and gas production is made according to documentation of the manufacturer, the project and regulating documents on industrial, fire and ecological safety, on safety and labor protection, protection of subsoil.
Documentation of the foreign manufacturer (supplier) is provided with transfer into the state and Russian languages.
35. For the equipment used on dangerous object the manufacturer or the project organization establish the admissible (guaranteed) useful life (resource), and for the pipelines and fittings which are not equipment component - estimated useful life, with indication of in project, technical and operational documentation.
36. The hazardous substance content in air, the noise level, vibrations and other dangerous and harmful production factors on workplaces of operation of the oil and gas equipment does not exceed the established explosion-fire-hazardous concentration and sanitary and hygienic standard rates.
37. The equipment intended for development of NGM is chosen according to climatic and seismic conditions and requirements of vzryvopozharobezopasnost, the characteristic of hydrocarbons, materials and engineering procedures and provides durability, hermeticity, corrosion resistance, safe operation and liquidation of emergencies.
38. The equipment in explosion-fire-hazardous zones is used in case of observance of requirements:
1) explosion-proof execution according to the classification established by rules and project decisions;
2) serviceable condition of control facilities and monitors, control, blocking, the alarm system, the logging-in antiemergency and fire protection of dangerous object of NGM, industrial control system;
3) availability of technical documentation of the manufacturer.
39. In case of individual production of technical devices design documentation, in compliance is developed by the specification approved by the customer.
40. Mechanisms, details, devices and other elements of the equipment with potential source of danger for working, the surfaces of the protecting and protection devices are painted in alarm colors according to requirements normative - technical documentation.
41. On load-lifting technical devices load-carrying capacity designation, registration number and date of the next engineering certification in a visible place is specified.
On the vessels working under pressure steam and boilers the permitted working pressure, date of the next engineering certification and registration number are designated.
42. On metal parts of the equipment with danger of impact of electric current visible elements for accession of protective grounding are installed. Near this element the sign "Grounding" is represented.
43. Commisioning of again mounted, upgraded and capitally repaired equipment is performed according to regulating technical documents.
44. In case of detection in the course of installation, start-up, engineering certification or operation of discrepancy of the equipment to requirements of industrial safety measures for their elimination are taken.
Further works and operation it is allowed after elimination of the revealed discrepancies on specifying of the works manager.
45. Start-up in work or equipment stop (devices, sites of pipelines) is performed with accomplishment of security measures on prevention of education in technological system of explosive mixes (purge inert gas, vapor, control of efficiency of purge), hydrate formation or freezing of liquids.
46. The open moving and rotating parts of the equipment, devices, mechanisms are protected or closed in casings, equipped with systems of blocking with the starting arrangements excluding start-up in work. The relevant requirement is established by the specification on development and production of the equipment.
Barriers and casings are provided with the safe and reliable fixtures excluding possibility of the inadvertent contact working with the protected element.
The equipment and the equipment with sources of radioactive, ionizing radiation are provided with filters, according to requirements of radiation safety.
47. Upgrade of the equipment, tool, technical means is allowed in coordination with the developer (manufacturer) of the equipment, the project organization.
48. The equipment working under pressure, pipelines after installation or repair using welding and other similar methods are tested on durability and hermeticity with creation of acts. Frequency and conditions of testing are established by the project, production schedules, taking into account their technical condition, corrosion and temperature processes, requirements of operational documentation of the manufacturer, regulating technical documents.
49. In case of determination of possibility of prolongation of terms of safe operation of technical devices, the equipment, buildings and constructions to assessment of their technical condition the certified organizations are attracted.
50. The gas and oil producing organizations after commissioning of the equipment on objects of development of NGM provide:
1) appointment of persons of control providing safe operation of the equipment and production supervision;
2) creation and maintenance of safe service conditions of dangerous object;
3) picking and the admission to operation, servicing and repair of the equipment, personnel having the corresponding qualification, the state of health and industrial training;
4) availability on subject of the specifications and technical documentation according to the list approved by the technical lead of the organization;
5) serviceable condition of the automation equipment and mechanization, availability of systems of production management and control of engineering procedures;
6) regular performing diagnostics, testing, engineering certification of the equipment;
7) control of safe condition of buildings, constructions, territories, workplaces;
8) the organization and equipment of watch system, antiemergency and fire protection, communication, the notification and support of actions in case of accident, the fire and emergency situations;
9) ensuring individual and collective protection with means;
10) content in permanent readiness of the fire equipment and stock.
51. In rooms, on production sites, in the sanitary protection zone where allocation in air of dangerous and harmful vapors is possible, gases and dust, in cases of changes (variations) of engineering procedures control of the air circle with use of stationary and figurative gas-signaling devices is exercised.
Data on condition of the air circle are fixed on workplace in sanitarno - protective zone and transferred to control office with logging.
Means of the alarm system and control of condition of the air circle contain in good repair, and their working capacity is checked according to production schedules.
52. Control systems of antiemergency and fire protection are provided with reserve power supply and communication with control center of development of NGM.
In control centers the devices allowing to control and register technological parameters, technical condition of the equipment and gas contamination of the air circle are established.
53. The mobile pumping and compressor stations intended for conducting works on separate wells or installations are provided with external locking and safety devices and security aids of engineering procedure, individual and collective remedies of people, gas-signaling devices, fire stock.
54. Audit and checking of instrumentation and automated control systems, the blocking and signaling systems are made by metrological service according to the schedules approved by the technical lead of the organization for each object of development to NGM and the schedule according to plan - precautionary repair (further - the Party of Pensioners of Russia).
55. Installation and operation of instrumentation and automated control systems, not having seal or stamp of metrological service, with overdue review period and operation, availability of the damages which are not corresponding to the technological circle, working and climatic conditions is not allowed.
56. Manometers are chosen with condition that the limit of measurement of working pressure was in the second third of scale. On the dial of manometers the index of the most admissible working pressure is established. Diameter of the dial of the manometer located at distance from 2 to 5 m from the platform for observation constitutes at least 160 mm. Manometers are provided with working and emergency light, in accordance with the terms of vzryvopozharobezopasnost of the working area.
57. For the instrumentation and automated control systems pneumatic system drying of air and compliance to safety conditions, the receiver providing emergency inventory of compressed air for work during the time specified in technical documentation of the manufacturer for safety of engineering procedure is provided.
58. Instrumentation and automated control systems with power supply and control panels are subject to grounding irrespective of the applied tension.
59. Instrumentation and automated control systems, located on control panels of control office, are designated with indication of the determined parameters corresponding to the technological scheme.
60. Actions for heating and winterization of production rooms, equipments, the equipment, pipelines, fittings, safety devices and instrumentation and automated control systems provide reliable and safe operation in case of the negative air temperature and adverse weather conditions.
61. In case of operation of the equipment, installations, reservoir parks, pipelines, platforms (terminals) for filling and discharge of oil products actions for prevention of freezing of products and other components are carried out.
On the equipment and pipelines heat insulation is checked. The revealed cases of violation are eliminated.
Technological pipelines, fittings, the backpressure and safety valves are isolated in accordance with the terms of operation and the temperature condition of operation specified in the project and documentation of the manufacturer.
In the period of low temperatures before launch of the equipment, pipelines, armature check of their technical condition and lack of freezing of sites and ice traffic jams in internal cavity, governing bodies and instrumentation and automated control systems is made.
Inclusion in operation of devices and pipelines with the frozen elements and sites is not allowed.
62. In case of detection of freezing external examination of the equipment and pipeline on availability of damages and disconnection from general system for warming is performed.
In case of impossibility of shutdown of the separate equipment or the section of the pipeline and danger of accident its stop is made and measures for freezing elimination are taken.
Actions and procedure for otogrev are specified in production schedules.
The warming up of ice stopper is made by vapor or hot water, beginning from the termination of the refrigerated site. Warming of the frozen pipelines, devices in case of open latch is not allowed and naked flame.
63. It is not allowed to use hooks, Lomami and pipes for opening of shutoff valves, the backpressure and safety valves.
64. After shutdown of devices, reservoirs, pipelines, water supply systems and steam lines the discharge of liquid in drainage system with purge vapor, inert gas, according to production schedules is made.
65. Systems and the heating equipment are checked according to requirements of production schedules. By results of check the statement is drawn up.
66. In case of operation of installations with big viscosity of oil, high content of paraffin, pitches and asphaltenes it is provided:
1) maintenance of viscosity and temperature of oil in pipelines, technological devices, reservoirs and reservoirs, not below established by the project (regulations);
2) heat-shielding and heating of the equipment, devices, reservoirs, reservoirs and pipelines heat tracers;
3) continuity of transfer of oil and engineering procedures.
67. After the end of engineering procedure and transfer the equipment and pipelines with high-viscosity or paraffinic oil are washed out by low-viscous noncongealable oil product, according to production schedules.
68. The electric equipment and installations on objects of development of NGM are operated according to the existing requirements to the device and operation of electroinstallations of consumers.
69. Explosion-fire-hazardous objects of development of NGM are provided with working and emergency light and portable lamps, no more than 12 V in explosion-proof execution and equipped with protective grid from mechanical damages.
70. Electric detectors of systems of automatic control and production control, antiemergency and fire protection are manufactured in explosion-proof execution and formations of gas hydrates, deposits of paraffin, salts and other substances are calculated on application in the conditions of vibration, or are established in the conditions excluding direct contact with the technological circle.
71. Requirements for providing objects of development of NGM with protection devices from impact of lightnings and static electricity are specified in the draft of technical documentation of the manufacturer.
72. Devices and methods of protection against corrosion of the equipment, devices, reservoirs, pipelines and other constructions are designed and operated according to technical documentation of the manufacturer, requirements of industrial, fire and ecological safety.
By preparation of products with hydrogen sulfide availability the equipment and pipelines are manufactured of corrosion-resistant materials.
Underground pipelines and reservoirs are provided with devices of electrochemical protection against corrosion.
Protective coloring and isolation of the equipment and pipelines is made after engineering certification and testing.
Behind condition of pipelines and the equipment control by method of periodic survey, determination of thickness of walls and size of depreciation according to the schedule approved by the technical lead is established. Results of check register in the passport.
73. Buildings and rooms of objects of development of NGM are provided with permanent system of supply and exhaust ventilation. Frequency rate of air exchange is calculated according to sanitary standards.
74. Rooms and production sites on dangerous objects are provided with the control system of condition of the air circle with detectors of gas, fire and emergency alarm systems.
Actions of personnel in case of emergency signals are specified in PLA.
In case of detection of gas contamination of air of the working area the immediate notification of service personnel of object and other installations about possible danger is made, the gas-polluted site is designated or protected and measures for elimination of source of gas contamination, according to PLA are taken.
In case of defect of system of antiemergency and fire protection, gas-signaling devices for determination of dovzryvoopasny and maximum-permissible concentration measures for recovery of their working capacity are taken, and for the period of carrying out repair work the operations ensuring safe functioning of installation according to PLA are performed, in case of constant control of the works manager.
75. Withdrawal of vapors and gases is made in gas-collecting system or on torch installation.
Hydrocarbon gases after cleaning and neutralization of hazardous substances are used or utilizations, according to the project are subject.
Release in the atmosphere of gas with availability of hydrogen sulfide and other hazardous substances without their neutralization and burning with permanent maintenance of burning of torch is not allowed.
In case of emergency combustion of gas control of predelnodopustimy concentration of hazardous substances, in ground layer of the atmosphere and on the Earth's surface in production, the sanitary protection zone of object with logging is made.
76. Safety devices and valves, the locking and regulating fittings from exceeding of pressure in vessels, devices, columns, reservoirs, coppers, pipelines are operated according to the project, is normative - technical documentation.
The vessels working under pressure are equipped with manometers, indexes of level, shutoff valves and safety devices, hatches for internal survey, the drainage line for emptying and the line for removal of gases and vapors.
It is not allowed to tighten (to make adjustment) and to block safety valves if in them the omission or defect is found. In these cases the stop of vessel or the device is made for repair. Replacement of the valve is made according to the work permit.
The pipeline for removal of gas from safety valves, is isolated together with heating system if it is provided by the project or technical documentation of the manufacturer.
The device for removal of gas from the safety valve is protected from hit of atmospheric precipitation and in the lower part the drainage branch pipe with the gate for removal of liquid is established.
77. In case of operation of the equipment the noise level and vibrations on workplaces is determined by the established sanitary standards, technical documentation of the manufacturer.
In case of exceeding of admissible regulation the noise mufflers, remote control soundproofing cabins and remedies of organs of hearing, restriction of time of stay in the danger area are used.
78. On objects of NGM are developed in the project and actions for protection of personnel are carried out from:
1) mobile parts of technical devices;
2) the increased dust content and gas contamination of air of the working area;
3) the increased or lowered temperature of surfaces of technical devices, extreme weather conditions;
4) the increased noise level and vibration on workplace;
5) toxic impact;
6) biological impact.
In the presence of OVPF in working areas safety signs are established, and remedies are applied to decrease in harmful effects.
79. Production schedules are subject to revision:
1) in case of change of engineering procedure and working conditions;
2) in case of accidents, the fires, explosions and cases of injury rate on workplaces, in the absence of relevant requirements of safety;
3) in case of change of regulating documents.
80. The territory of objects of development of NGM is equipped according to the project. Trays, trenches, ditches and deepenings are provided with protective coating or barrier at least 1 m high. Trays unite with the sewerage through hydrolocks with bias towards sewer well (hatch).
In the territory the borders of production facilities, dangerous, security and the sanitary protection zone are specified and designated.
81. In case of placement of latches and other armature remote control (the extended rods or steering wheels of management, electropneumatic actuators) is provided in wells, trays and deepenings and safe access in case of maintenance, repair or replacement of armature is provided.
82. Roads, sidewalks, moving and passes are kept clean and operability, is provided with indexes and route signs, including journey height under platforms.
In the territory of objects in places where journey of transport is not allowed, the prohibiting route signs are established.
83. Traffic circulation and special equipment without spark arresters on the territory of dangerous objects is not allowed.
84. In places of crossing of roads and sidewalks with railway tracks continuous floorings at the level with heads of rails are arranged and protection devices, safety signs, sound and light alarm systems and lighting are provided.
85. It is not allowed to perform earth, construction and repair work in the danger area in the territory of objects without availability of the written permission of the head of the organization or object, the work permit, the scheme of works and approval of representatives of the services having underground and land communications (communication, the sewerage, electrocables, pipelines) on this site.
86. The repair work connected with closing of carriageway approves with the head of object and fire engineering service.
87. In the territory of dangerous object and in danger areas conducting flammable works, except for the sites provided by production schedules is not allowed.
88. After the end of repair construction works the site of the territory of installation is planned, cleared and arranged well. Start-up of object and installations before the termination of the layout, improvement and cleaning of the territory of building wastes is not allowed.
89. In the territory of dangerous object posters on safe operation are established, warning labels "Is explosive", "flammablly", "It Is Forbidden to Smoke", "Entrance Is Forbidden to Strangers" and other signs of safety.
90. For smoking the equipped fire and explosion safe places are allocated, approve their placement with fire engineering service and provide with fire extinguishing means.
91. It is not allowed to leave and store production wastes in rooms and in the territory of dangerous objects in unspecified places.
92. In case of flood in the territory of object and in production rooms of oil, flammable and hazardous substances the measures excluding their ignition are taken, limit access for personnel.
93. The place of flood is fallen asleep with sand with careful purification and removal of remaining balance of oil product and hazardous substances out of limits of production zone to the allocated places for utilization.
94. It is not allowed to apply combustible and flammable liquids to cleaning of floors and platforms.
