About measures for execution of the Law of the Republic of Tajikistan "About the Government budget of the Republic of Tajikistan for 2010" and Resolutions of Majlisi namoyandagon of Majlisi Oli of the Republic of Tajikistan "About adoption of law of the Republic of Tajikistan "About the Government budget of the Republic of Tajikistan for 2010"

In pursuance of the Law of the Republic of Tajikistan of November 14, 2009 No. 561 "About the Government budget of the Republic of Tajikistan for 2010" and Resolutions of Majlisi namoyandagon of Majlisi Oli of the Republic of Tajikistan of November 11, 2009 No. 1456 "About adoption of law of the Republic of Tajikistan "About the Government budget of the Republic of Tajikistan for 2010", and also for the purpose of mobilization in the income of the government budget of resources, ensuring efficiency of their use, assistance to sustainable development of national economy, the Government of the Republic of Tajikistan decides:

1) to the Ministries, the state committees, departments, chairmen of the Gorno-Badakhshan Autonomous Region, areas, the city of Dushanbe, cities and areas, the companies, organizations and other organizations, irrespective of patterns of ownership:

- take necessary measures for accomplishment of the Law of the Republic, Tajikistan "About the Government budget of the Republic of Tajikistan for 2010" and Resolutions of Majlisi namoyandagon of Majlisi Oli of the Republic of Tajikistan "About adoption of law of the Republic of Tajikistan "About the Government budget of the Republic of Tajikistan for 2010";

- take necessary measures for stimulation of increase in production and services in economy industries;

- take necessary measures for ensuring high-quality execution of revenues republican and local budgets;

- represent for financing implementation to the Ministry of Finance of the Republic of Tajikistan the lists of the objects which are subject to construction at the expense of means of the government budget in 2010 approved with the Ministry of Economic Development and Trade of the Republic of Tajikistan;

- provide effective and target use of budgetary funds, including the funds allocated for capital construction projects (according to appendix 3) and monthly to submit the report on the executed amounts of works in the Ministry of Economic Development and Trade of the Republic of Tajikistan and in the Ministry of Finance of the Republic of Tajikistan;

- in case of development and provision of programs of the Government of the Republic of Tajikistan which in the medium term require investments of the state financial resources, to proceed from macroeconomic indicators and key parameters of the Government budget of the Republic of Tajikistan for 2010-2012;

- for the purpose of ensuring control about the number of the workers occupied in state-financed organizations and expenses on their content, quarterly to represent to the Ministry of Finance of the Republic of Tajikistan data on the actual number of workers and availability of vacant established posts on categories of the positions held in central offices of the ministries and departments and in organizations subordinated to them.

2) to the Ministry of Finance of the Republic of Tajikistan:

- provide use of budgetary funds according to the Law of the Republic of Tajikistan "About the Government budget of the Republic of Tajikistan for 2010". To make financing of the approved actions for actually arrived income;

- provide first-priority financing of the salary, payments for charge on social insurance, pensions, grants, benefits;

- in case of need for the purpose of timely and high-quality budget implementation to make changes to quarterly income distribution and expenses, and also to Articles of expense budgets of state-financed organizations within the approved annual budget for 2010. In case of need and economy availability according to the corresponding expenditure items in case of absence of debt according to them, in accordance with the established procedure to make necessary changes to financing of expenditure items;

- in connection with production scope change (works and services), price level and structural changes, and also the taxable basis following from the regulatory legal acts adopted by state bodies in accordance with the established procedure to bring amendments in mutual calculations between republican and local budgets;

- in case of failure to carry out or overfulfillment of special means of budgetary institutions from the approved amount of the Government budget to make corresponding changes to their profit and loss budgets and respectively to profitable and account parts of the Government budget of the Republic of Tajikistan;

- in case of failure to carry out of the Government budget financing of the expenses provided by the budget for the ministries, departments, organizations and the organizations having special means to perform at the expense of these means;

- together with the relevant ministries and departments of the republic to consider the subsurface use tax matter, import, productions and realization of excise goods and till April 1, 2010 to provide the project of regulatory legal act to the Government of the Republic of Tajikistan;
