About approval of the State target economic program of energy efficiency and development of the sphere of production of energy carriers from renewable energy resources and alternative types of fuel for 2010-2021

The Cabinet of Ministers of Ukraine decides:

1. Approve the State target economic program of energy efficiency and development of the sphere of production of energy carriers from renewable energy resources and alternative types of fuel for 2010-2021 (further - the Program) which is applied.

2. No. 970 is excluded according to the Resolution of the Cabinet of Ministers of Ukraine of 24.10.2012

3. To the Ministry of Finance, the State agency on energy efficiency and energy saving to provide in time of creation of the draft of the Government budget of Ukraine for the corresponding year of means for task performance and actions of the Program, proceeding from opportunities of the government budget.

4. To give the state agency on energy efficiency and energy saving till April 15 of year which comes behind the accounting period, to the Cabinet of Ministers of Ukraine and the Ministry of Economic Development and Trade annual reports on results of accomplishment of the Program.

Program purpose

The purpose of the Program is:

creation of conditions for approach of power consumption of gross domestic product of Ukraine to the level of developed countries and standards of the European Union, decrease in level of power consumption of gross domestic product during Program effective period for 20 percent in comparison with 2008 (annually on percent 3,3), increase in efficiency of use of fuel and energy resources and strengthening of competitiveness of national economy;

optimization of structure of energy balance of the state in which the share of the energy carriers received from renewable energy resources and alternative types of fuel will constitute in 2015 at least 10 percent, by reduction of share of the imported fossil organic types of energy resources, in particular natural gas, and substitution by their alternative types of energy resources, including secondary, on condition of proper financing of the Program.

Ways and methods of the problem resolution

Three methods of the problem resolution are possible.

The first method assumes development and accomplishment of separate industry and regional programs of energy efficiency according to the order of the Cabinet of Ministers of Ukraine of December 17, 2008 No. 1567 "About programs of increase in energy efficiency and reduction of consumption of energy resources".

However, as practice shows in case the measure of the industry or regional program is not component of the appropriate state program, it is impossible to reach considerable decrease in level of power consumption of gross domestic product and optimization of structure of energy balance of the state.

The second method provides further work on accomplishment of the Comprehensive state program of energy saving of Ukraine and the Program of the state support of development nonconventional and renewable energy resources both small hydra - and heat-and-power engineeering which main objective is ensuring economy of traditional fuel and energy resources for the account respectively reduction of amount of their consumption and use nonconventional and renewable energy resources.

Shortcomings of the second method is:

preference to reduction of amount of consumption of fuel and energy resources instead of increase in efficiency of their use with simultaneous optimization of structure of energy balance of the state;

imperfection of the mechanism of control over the implementation of the specified programs;

lack of regulation of question on optimization of structure of energy balance of the state.

The third, optimum method provides development and accomplishment of the State target economic program of energy efficiency and development of the sphere of production of energy carriers from renewable energy resources and alternative types of fuel that will allow to create conditions for decrease in level of power consumption of gross domestic product, optimizations of structure of energy balance of the state by increase in amount of use of renewable energy resources and alternative types of fuel, secondary energy resources, to implement the efficient mechanism of realization of state policy in the field of energy efficiency, renewable energy resources and alternative types of fuel.

The problem is supposed to be solved in the way:

implementation of the latest production technologies and consumption of energy resources, cogeneration technologies, and also the technologies providing use of thermal pumps, electric heataccumulative heating and hot water supply;

energy uses of the sun and geothermal power; 

production and use of gas (methane) of coal fields and slate gas as alternative types of fuel; 

productions and uses of biological fuel;

developments of wind power, small hydropower and bio-energetics; 

upgrades of gas-transport system, systems warmly - and water supply, thermal power plants and combined heat and power plants;

implementation of measures for reduction of amount of consumption of energy resources by the organizations containing at the expense of means of the government budget;

decrease in level of environmental pollution;

legislative settlement on decrease in level of power consumption of gross domestic product and optimization of structure of energy balance of the state, adaptation of the national legal system in the field of energy efficiency, energy saving and alternative power engineering to the European Union law;

creating favorable conditions for attraction of domestic and foreign investments to the sphere of energy efficiency and energy saving for the purpose of optimization of structure of energy balance of the state, reduction of amount of emissions of pollutants;

forming of the state monitoring system and control of effective use of fuel and energy resources, production of energy carriers from renewable energy resources and alternative types of fuel, accomplishment of this Program, industry and regional programs of energy efficiency, increase in level of reliability of statistical information concerning energy consumption indicators;
