About approval of Rules of certification of pedagogical workers

1. Approve the enclosed Rules of certification of pedagogical workers.

2. (Arshabekov N. R.) to provide to department of preschool and secondary education in accordance with the established procedure state registration of this order in the Ministry of Justice of the Republic of Kazakhstan.

3. (Kalabayev N. B.) to provide to committee on control in the field of science and education of the Republic of Kazakhstan readiness of test tasks and collections questionnaires with indication of the used literature for timely training of pedagogical workers for qualification testing.

4. To departments of preschool and secondary education (Arshabekov N. R.), technical and professional education (Boribekov K. K.), the higher and postgraduate education (Omirbayev S. M.) to bring this order to the attention regional, the cities of Astana and Almaty of Departments of Education, the republican subordinated organizations of education, higher educational institutions.

5. Declare invalid the order of the Minister of Education and Science of the Republic of Kazakhstan of April 9, 2008 No. 181 "About approval of Rules of certification of pedagogical workers" (registered in the Register of state registration of regulatory legal acts for No. 5215, No. published in the Yuridicheskaya Gazeta newspaper of October 10, 2008 155).

Rules of certification of pedagogical workers

1. General provisions

1. Rules of certification of pedagogical workers (further - Rules) are developed according to Article 233 of the Labor code of the Republic of Kazakhstan of May 15, 2007 and the subitem 37) of article 5 of the Law of the Republic of Kazakhstan "About education" of July 27, 2007 and determine procedure for certification of pedagogical employees of the organizations of preschool education and training, initial, main average, general secondary, vocational, additional, technical and professional, postsecondary, higher and postgraduate education, irrespective of patterns of ownership and departmental subordination.

2. Main objectives of certification of pedagogical workers are:

1) identification of level of compliance of competence of the pedagogical worker to qualification requirements for establishment and confirmation of the corresponding category;

2) expansion of motivational field of activity of the pedagogical worker for designing of personal achievements.

3. In these rules the following terms and determinations are applied:

1) certification of pedagogical workers - the procedure which is carried out for the purpose of determination of compliance of skill level of the pedagogical worker to qualification requirements;

2) qualification category - the level of requirements to qualification of the worker reflecting complexity of performance of works;

3) voluntary qualification testing (further - at will testing) - one of types of holding procedure of certification of pedagogical workers which is carried out for determination of level of professional competence in case of early increase and confirmation of qualification category;

4) analytical generalization of results of activities - one of certification stages including assessment of professional competence of the pedagogical worker on the basis of system, consecutive and objective studying of its professional activity.

4. The basic principles of certification are the transparency and collective nature providing the objective attitude towards the certified pedagogical worker, systemacity and integrity of external and internal estimates.

5. Certification is carried out at least once in five years.

6. Certification of pedagogical employees of the republican subordinated organizations of education is performed by authorized body in the field of education.

Certification of pedagogical employees of the organizations of formation of industry state bodies is performed by certifying commissions of the organizations of education and the relevant state bodies.

Certification of the pedagogical workers performing pedagogical activities in the organizations of education under medical institutions and organizations of social security (educational classes, groups) children's and youth sports schools, sports boarding schools is carried out by local executive bodies to the fields of education.

Certification of pedagogical employees of the organizations (except pedagogical employees of the republican subordinated organizations of education) preschool education and training, initial, main average, general secondary, vocational, additional, technical and professional, postsecondary education is performed by certifying commissions of the organizations of education and local executive bodies in the field of education.
