1. Approve enclosed:

1) Rules of carrying out and condition of certification of civil servants in the field of science and education according to appendix 1 to this order;

2) Rules of carrying out and condition of certification of the pedagogical workers and persons equated to them holding positions in the organizations of education realizing educational training programs of preschool, initial, main average, general secondary, technical and professional, postsecondary education according to appendix 2 to this order.

2. Recognize to invalid:

1) the order of the Minister of Education and Science of the Republic of Kazakhstan of January 22, 2010 No. 16 "About approval of Rules of certification of pedagogical workers" (No. registered in the Register of state registration of regulatory legal acts of February 18, 2010 6061, No. 158 published in the Kazakhstanskaya Pravda newspaper of June 24, 2010 (26219));

Rules of carrying out and condition of certification of civil servants in the field of science and education

1. General provisions

1. These rules of carrying out and condition of certification of civil servants in the field of science and education (further - Rules) are developed according to Article 233 of the Labor code of the Republic of Kazakhstan of May 15, 2007 and determine procedure and conditions of carrying out certification of civil servants in the field of science and education, except for the pedagogical workers and persons equated to them holding positions in the organizations of education realizing educational training programs of preschool, initial, main average, general secondary, technical and professional, postsecondary education.

2. These Rules do not extend to heads of the state companies which certification is performed according to the order of the Government of the Republic of Kazakhstan of November 18, 2011 No. 1353 "About approval of Rules of appointment and certification of the head of the state company, and also approval of its candidate".

3. Pedagogical workers and persons equated to them are persons holding the positions specified in the list of positions of pedagogical workers and persons equated to them, No. 77 approved by the order of the Government of the Republic of Kazakhstan of January 30, 2008 "About approval of Standard states of employees of the state organizations of education and the list of positions of pedagogical workers and persons equated to them".

4. Tasks of certification are:

1) quality assurance of personnel structure of civil service in the field of science and education of the Republic of Kazakhstan;

2) increase in personal and professional readiness of civil servants for realization of the tasks determined by the state educational, scientific and technical policy, connected with their office activities;

3) stimulation to life-long education of the civil servant of education system within office activities.

5. The basic principles of certification of civil servants of education system are collective nature, openness, systemacity, transparency, objectivity.

6. The main evaluation criterion in case of certification is the capability certified to carry out the obligations assigned to it.

7. Certifications are subject all employees, except for expectant mothers.
