For the purpose of the state poddberzhka of development of innovative infrastructure, including support of small innovative business, in federal educational institutions of higher education the Government of the Russian Federation decides:

1. Direct according to part 5 of article 24 of the Federal law "About the Federal Budget for 2010 and for Planning Period of 2011 and 2012" to the state support of development of innovative infrastructure, including support of small innovative business, in federal educational institutions of higher education (further - the state support of development of innovative infrastructure of educational institutions) in 2010 3 billion rubles.

2. To the Ministry of Education and Science of the Russian Federation by results of competitive selection of development programs of innovative infrastructure, including support of small innovative business, federal educational institutions of higher education to transfer in 2010 in accordance with the established procedure budgetary appropriations to the state support of development of innovative infrastructure of educational institutions to federal executive bodies under which authority the specified educational institutions are.

3. To the Ministry of Education and Science of the Russian Federation and the Ministry of Finance of the Russian Federation to provide when forming the federal budget for the next financial year and planning period allocation on the state support of development of innovative infrastructure of educational institutions of budgetary appropriations in 2011 in the amount of 3 billion rubles and in 2012 - 3 billion rubles.

4. Approve the enclosed Regulations on the state support of development of innovative infrastructure, including support of small innovative business, in federal educational institutions of higher education.

Regulations on the state support of development of innovative infrastructure, including support of small innovative business in federal educational institutions of higher education

I. General provisions

1. The state support of development of innovative infrastructure, including support of small innovative business, in federal educational institutions of higher education (further respectively - the state support of development of innovative infrastructure of educational institutions, educational institution) is performed for the purpose of forming of the innovative circle, development of interaction between educational institutions and industrial enterprises, support of creation of the economic societies established according to Item 8 of article 27 of the Federal law "About the Higher and Postgraduate Professional Education".

2. Budgetary appropriations are allocated for the state support of development of innovative infrastructure of educational institutions for financing of expenses:

a) on development of objects of innovative infrastructure in educational institutions (business incubators, technoparks, technopark zones, the innovative and technological centers, the engineering centers, the centers of certification, the centers of transfer of technologies, the centers of collective use, the centers of scientific and technical information, the centers of innovative consulting and other objects of innovative infrastructure) and their equipment by the modern equipment, including its technical operation, and the software, necessary for implementation of results of scientific and technical and intellectual activities on which exclusive rights belong to educational institutions;

b) on legal protection of results of intellectual activities of educational institution and assessment of results of intellectual activities on which exclusive rights belong to educational institutions;

c) on realization and development of target programs of preparation and advanced training of personnel in the field of small innovative business, including for students, graduate students and young scientists, and also development of educational and methodological and scientific and methodical providing for subjects of small and medium entrepreneurship;

d) on training and advanced training of staff of educational institutions in the field of innovative entrepreneurship and transfer of technologies at the foreign universities having effective innovative infrastructure;

e) on consulting services of foreign and Russian experts in the field of transfer of technologies, creation and development of the small innovative companies, including involvement of the faculty to normative methodically and practical ensuring creation of such companies.

3. The state support of development of innovative infrastructure of educational institutions is performed on the basis of competitive selection of development programs of innovative infrastructure, including support of small innovative business, federal educational institutions of higher education (further - development programs of innovative infrastructure of educational institutions).

Tender is open.

Budgetary appropriations for a period of up to 3 years with the amount of financing to 50 million rubles a year are allocated for program implementation of development of innovative infrastructure of educational institution.

4. The educational institutions which are carrying out the basic and applied scientific research in the priority directions of development of science, the equipment and technologies in the Russian Federation which is effectively realizing educational programs of the higher professional and postgraduate professional education and package of measures for development of innovative infrastructure can be participants of tender.

The educational institution has the right to submit one bid.

5. Competitive selection of development programs of the innovative infrastructure of educational institutions providing creation and development of the small innovative enterprises, and also release of high-technology products is performed on the basis of the analysis of scientific, educational and innovative capacity of educational institutions for the last 3 years and the provided such development programs.

6. The main indicators of assessment of accomplishment of the development program of innovative infrastructure of educational institution are:

a) complexity of the created innovative infrastructure of educational institution I will also eat around the works and services performed on its base;

b) effectively operating system of registration and accounting of results of intellectual activities;

c) amount of the results of intellectual activities accepted to budget accounting;

d) the number of the economic societies created by educational institution;

e) quantity of workplaces in the created innovative infrastructures and economic societies;

e) the number of the students, graduate students and representatives of the faculty participating in work of economic societies;

g) quantity the realized created economic societies of projects, the small shape of the companies kept by Fund of assistance to development in the scientific and technical sphere and other organizations, and also amount of the raised extrabudgetary funds;

h) amount of the research and scientific and design works performed in educational institution;

i) quantity prepared and the oriented personnel which improved skills innovative for small and medium innovative entrepreneurship according to the programs developed in educational institution;

j) the number of the faculty and the staff of educational institution who passed training and programs of advanced training in the field of innovative entrepreneurship and transfer of technologies based on objects of innovative infrastructure of the leading foreign universities;

k) amount of the high-technology products created with use of elements of innovative infrastructure of educational institution.

II. Organization of carrying out tender

7. Ministry of Education and Science of the Russian Federation:

a) makes the decision on carrying out tender and declares its carrying out;

b) approves regulations on tender;

c) creates tender committee and approves regulations on it and its structure;

d) based on the solution of tender committee approves the list of educational institutions - winners of tender;

e) exercises control of carrying out tender;

e) informs participants of tender on its results;

g) publishes the notice on the beginning and on tender conditions on the official site of the Ministry of Education and Science of the Russian Federation in the Internet.

8. The tender committee creates commission of experts which considers the development programs of innovative infrastructure of educational institutions which arrived on tender and checks them for compliance to tender conditions.

The commission of experts carries out expertize, including with involvement of independent experts, development programs of innovative infrastructure of educational institutions on compliance to tender conditions.

Results of examination go commission of experts to tender committee.

9. By results of examination of development programs of innovative infrastructure of educational institutions the tender committee determines winners of tender and approves the protocol on his winners.

10. Information on educational institutions - winners of tender and about its results is posted on the official site of the Ministry of Education and Science of the Russian Federation on the Internet no later than 10 days from the date of approval by tender committee of the protocol on winners of tender.

11. For the purpose of organizational and technical and information support of tender and maintenance of the state support of development of innovative infrastructure of educational institutions the Ministry of Education and Science of the Russian Federation selects the specialized organization on competitive basis.

12. The specialized organization performs organizational and technical, information and methodical support of tender and activities of tender committee, and also organizational and technical, information and methodical maintenance of the state support of development of innovative infrastructure of educational institutions, conducting examination of development programs of innovative infrastructure of educational institutions, conducts data preparation for interim and final reports about results of use of means of the state support.

For this purpose to the Ministry of Education and Science of the Russian Federation from the total amount of the budgetary appropriations directed to the state support of development of innovative infrastructure of educational institutions it is allocated:

in 2010 - 15 million rubles;

in 2011 - 10 million rubles;

in 2012 - 15 million rubles.

III. Procedure and financing terms of development programs of innovative infrastructure of educational institutions
