About the Program of enhancement and development of the state statistics of the Kyrgyz Republic for 2010-2014
For the purpose of further strengthening and development of capacity of national information and statistical system, effective and high-quality information support of requirements of authorities and public administration, creation of transparent system of the state information services in the field of statistics the Government of the Kyrgyz Republic decides:
1. Approve the enclosed Program of enhancement and development of the state statistics of the Kyrgyz Republic for 2010-2014 (further - the Program).
2. Determine the coordinator of program implementation National Statistical Committee of the Kyrgyz Republic (by approval).
3. To heads of the ministries, administrative departments, local public administrations:
- provide timely and high-quality accomplishment of the actions provided by the Program;
- annually, no later than January 15 of the year following the accounting period to provide information on the course of accomplishment of actions of the Program in National Statistical Committee of the Kyrgyz Republic.
4. To impose control over the implementation of this resolution on the relevant state bodies of the Kyrgyz Republic.

PREFACE
The program of enhancement and development of the state statistics of the Kyrgyz Republic for 2010-2014 is the next stage (the fourth program) in development of national information and statistical system of the Kyrgyz Republic.
The "Basic principles of official statistics" accepted by the Statistical United Nations Commission (UN), the Special Standard of Distribution of Data of the International Monetary Fund (IMF), the methodological principles and determinations used in statistical practice of the states of the European Union, other international economic and statistical organizations, the recommendation of the international experts are the basis for the Program.
For the purpose of further enhancement of the state information statistical system, improvement of quality of the created socio-economic indexes, ensuring their transparency and reliability, the order of the Government of the Kyrgyz Republic of March 15, 2006 with No. 163 approved "The state program of further development of statistical information system in the Kyrgyz Republic for 2006-2009".
The brief summary of the measures performed in 2006-2009 during implementation of the specified Program is provided in this Section.
For the purpose of enhancement of the legislation as it was provided also by the Program, the new Law of the Kyrgyz Republic "About the state statistics" of March 26, 2007 No. 40, in which taking into account the accumulated experience was adopted tasks and functions of bodies of the state statistics in modern conditions were formulated and specified. The new law allowed to strengthen the legal basis of implementation of single state policy in the field of the statistical recording as component of social and economic policy of the Kyrgyz Republic.
In connection therewith the Law approves new Regulations on National Statistical Committee of the Kyrgyz Republic (The presidential decree of the Kyrgyz Republic of July 11, 2007 No. 335).
For the purpose of streamlining and optimization of statistical works, exception of duplication and reducing reporting loading on business entities, the Government of the Kyrgyz Republic developed and approves the resolution "About Order of Interaction of Bodies of the State Statistics with State Bodies" of March 25, 2009 No. 191.
For the purpose of control over realization of state policy in the field of statistics, ensuring adoption of the coordinated decisions in this sphere and according to the Law "About the State Statistics" Council according to the statistics was created. Regulations on Council and its structure are approved by the Presidential decree of the country (on September 2, 2008 No. 313).
The new Law of the Kyrgyz Republic "About population census and housing stock" is adopted on April 19, 2008 No. 59.
Measures for implementation in statistical practice of modern system of the unified economical and statistical classifications meeting international standards are performed and realized.
Works on final implementation of the national version of the international qualifier of types of economic activity are carried out to practice of work of all bodies of the state statistics that allowed to provide the international comparability of the developed statistics.
According to this procedure the International Statistical Classification of diseases and causes of death of the 10th review of the World Health Organization are developed and implemented in practice (MKB-10) is approved by WHO in 1995, the State qualifier of payment turnover (No. 37) is approved by Natsstatkom's resolution of the Kyrgyz Republic of August 17, 2009, the State qualifier "System of Designations of Objects of Administrative-territorial and Territorial Units of the Kyrgyz Republic" (COATE) (No. 1) is approved by Natsstatkom's resolution of the Kyrgyz Republic of November 28, 2008, the All-republican qualifier of professions of workers, positions of employees and job grades (OKPDTR) (No. 21) is approved by the order of the Government of the Kyrgyz Republic of July 12, 1998, The state qualifier of products (goods and services) (No. 730) is approved by the order of the Government of the Kyrgyz Republic of November 26, 2001.

Systems of interaction between state bodies in case of state registration (re-registration) of legal entities, branches and representations by the principle of "single window" are implemented, and also in case of state registration of the citizens who are engaged in business activity without formation of legal entity as the individual entrepreneur in the territory of the Kyrgyz Republic by the principle of "single window".
Developed according to the Policy of Distribution of Official Statistical Information Program allowed to provide openness and open entry to it, and also to methodology, structure and the schedule of publications of statistical data. The new version of the electronic portal of Natsstatkom of the Kyrgyz Republic opening access to social and economic information to all categories of users is developed and is effective.
During realization of the measures provided by the Program, actions for enhancement of information and communication technologies are performed. On the basis of active attraction of grant means of the countries and the donor organizations the system of bodies of the state statistics is almost completely computerized. Without additional attraction of budgetary funds in 2006-2009 over 390 units of the computer equipment and other organizational equipment are acquired, and city, district and regional bodies of Natsstatkom are completely provided with office passenger vehicles.
Works on creation of the unified Geographical Information Systems (GIS) database are begun, programs for visual viewing of cartographic materials are developed, requirements to creation of schematic cards are prepared.
Measures for enhancement of flows of details are performed. The automated processing of primary statistical information step by step is transferred from district and city level to higher level in electronic format that averages about 90 percent of all developed statistical data.
For the purpose of ensuring the automated input and transfer of statistical data by Natsstatk started the solution of task on use of complex decisions of electronic document management system and organization of systems of the statistical reporting through the Internet. The first step in this area is the developed format of electronic forms of the statistical recording according to the statistics of health care. Since results for 2006, the Ministry of Health of the Kyrgyz Republic submits reports according to the statistics of health care in electronic format.
Successful accomplishment of the long-term target Development program of statistical system allowed to expand and bring significantly into accord with the international practice system of statistics. Work on preparation of metadata on all industries of statistics is carried out and on this basis the System of statistics is developed.
The task of effective and high-quality monitoring of national and state programs of economic and social development of the country, and also the appropriate international programs in which implementation Kyrgyzstan participates, and on which the Kyrgyz Republic assumed the corresponding obligations, is performed by Natsstatkom fully. So, up to 2007 according to the Program systematic monitoring and assessment of indicators of the Complex Basis of Development (CBD) was performed. This system will allow to carry out assessment of infrastructure opportunities for implementation of large investment projects in regions and municipalities, to estimate activities of regional authorities for carrying out reforms at the regional and local levels.
According to change of information base the techniques of calculation of indicators of the statistics of national accounts (SNA) on institutional sectors and types of economic activity providing calculations of gross domestic product are staticized both from production, and from education and use of the income.

For the purpose of improvement of reliability and quality of statistical information, the base of primary data on agricultural enterprises and the organizations of all legal forms, and also categories of peasant farms and subsidiary farms of citizens is created.
