1. These Requirements extend on industrial safety to operation of the subways.
2. Are developed by management of the organization operating the subway according to the Law of the Republic of Kazakhstan of April 3, 2002 "About industrial safety on hazardous production facilities":
1) regulations on production supervision;
2) production schedules;
3) liquidation plan of accident.
Departmental control of observance of these Requirements is exercised according to "Provision on production supervision".
The liquidation plan of accidents is developed in compliance by General requirements of industrial safety. Part 1, part 2, approved by the order of the Minister of Emergency Situations of the Republic of Kazakhstan of December 29, 2008 No. 219.
Production schedules - the internal regulating document of the company establishing production methods, technological standard rates, technical means, conditions and the procedure for carrying out engineering procedure providing finished goods with the quality indicators meeting the requirements of standards, and also establishing safety of conducting works and achievement of optimum technical and economic indicators of production.
3. Preparation and the admission for work of personnel, works on objects of the subway are performed according to the Law of the Republic of Kazakhstan of April 3, 2002 "About industrial safety on hazardous production facilities", General requirements of industrial safety. Part 1, part 2, approved by the order of the Minister of Emergency Situations of the Republic of Kazakhstan of December 29, 2008 No. 219.
4. All personnel arriving on the subway undergo preliminary medical examination and periodic medical examination according to the procedure established by the order of the Minister of Health of the Republic of Kazakhstan of October 20, 2003 No. 766 (No. 2556) is registered in the Ministry of Justice of the Republic of Kazakhstan on November 12, 2003.

7. Each workplace is provided with airing, lighting, means for the notification about accident, contains in condition of complete safety:
all open rotating and moving parts of machines, mechanisms and installations (the coupling, transfers, pulleys and others) are protected;
cleaning and lubricant of mechanisms during their work is not allowed, except as specified, when there are devices ensuring safety of these works.
8. It is not allowed to leave unguarded machines and mechanisms during their action, except machines and mechanisms with automatic and remote control.
9. Any change of operating mode of the mechanism (start-up, stop) at which it is engaged two and more workers is carried out on the established signal. All working examine value of signals. Giving of signals on each workplace or installation is entrusted to certain person. The signal of launch of the machine or the mechanism moves in case of safety of their work. The signal of stop is carried out immediately. Any unclear signal is considered signal of stop.
10. For carrying out emergency recovery operations on the subway consists agreements with Emergency - rescue service (further - ASS).
ASS contains in permanent readiness for performance of works and are equipped with special motor transport, railway vehicles, means of communication and the corresponding equipment.
For carrying out practical training with ASS on the subways the educational and training polygon will be organized.
11. All materials, the equipment and tools necessary for carrying out recovery work are placed in operational vehicles so that their safety, availability and convenience of use were ensured. Each compartment established by cars for placement and storage of materials, the equipment and tools has the inventory of the technical means which are in it.
Abnormally - the recovery inventory of the equipment and the materials necessary for conducting the recovery work connected with large damages is stored on subway lines in the allocated places. Equipment of ASS according to the sheet approved by management of the subway.
12. For the notification of personnel of the subway about emergence of accident, except telephone communication, the alarm wireless system of the individual notification is equipped (loud-speaking, light and other types of the alarm system.)
13. Repair of transport vehicles and the equipment is carried out to the terms provided by the schedule of repair. On all types of repairs of the capital equipment production schedules are constituted.
14. Repair of constructions and devices is made in case of safety of movement and observance of the train schedule.
15. Again built and reconstructed lines, constructions, devices and buildings are accepted in operation by inspections.
16. In case of production on the operating subway of the repair and other work performed by contract organizations the actions ensuring safety of personnel and coordination of actions in case of emergencies are performed.
17. In need of crossing of ways of the subway underground or elevated communications projects of these communications are approved with the relevant services of the subway.
The actions providing reliable operation of these constructions, excluding train service safety hazard are provided in projects.
The construction of such communications is performed according to the plan of the organization of works of the joint order of heads of the subway and the organization making construction.
18. The upper structure of way of the subway, rails, railroad switches, radiuses of curves, interfaces of straight lines and curves, the steepness of biases, the plan and profile of the line are carried out according to the project documentation.
19. All elements of way of the subway: the road bed, the concrete basis, the upper structure and artificial constructions on durability, stability and technical condition provide safe and smooth train service with the established speeds.
20. The distance between axes of adjacent ways on direct sites, on curves with a radius of 500 m is also more established at least:
1) on the main ways in two-acceptable tunnels without intermediate support of-3400 mm;
2) on bridges and platforms - 3700 mm;
3) on the main ways of onshore sections, in places of stacking of cross congresses and on the ways for turnover of railway vehicles - 4000 mm;
4) on the park ways - 4200 mm;
5) on the depot ways - 4500 mm.
21. Horizontal distances on curve sites between axis of way and structures, the equipment on stages and stations are installed with providing dimensions of approach of structures and the equipment.
22. The plan and profile of way, tunnel obdelka are exposed to recurring tool inspection. Sites on which the reconstruction or other works causing change of the plan and profile of way is made are checked upon termination of works.
23. The condition of ways and tunnels is checked:
1) the car - puteizmeritel or the track measuring cart at least once a month;
2) the dimensional car or dimensional frame for check of dimensions of approach of the equipment at least once a year.
24. The condition tunnel obdelok is checked by continuous leveling in case of operation of tunnels term:
1) up to 5 years - at least once a year;
2) from 5 to 10 years - at least once in three years;
3) more than 10 years - at least once in five years.
25. In distance of way there are schematic plans of stations, longitudinal profiles and plans of the main and station ways. All changes are timely made to these documents.
26. The procedure for test of the plan and profile of ways and tunnel obdelok, and also creation of schematic plans of stations and longitudinal profiles of ways is established in regulations on production supervision.
27. Changes of project mark of level of heads of rails and provision of ways in the plan in case of repair work are allowed to be made only on permission of management of the subway.
28. In tunnels throughout the reliable drainage system from elements of the upper structure of way, tunnel designs, devices and the equipment is provided.
The road bed on onshore sections has the drainage, antideformation and strengthening devices providing content of road bed in steady condition.
29. Station, tunnel, land ways are located on odnoskatny longitudinal bias of 0,003. In reasonable cases the arrangement of station ways on the horizontal platform on condition of ensuring water drainage is allowed. Park ways are located on the platform or on bias of no more 0,0015.
30. The nominal size of width of track between internal sides of heads of rails on direct sites of way constitutes 1520 mm. On curve sites of way width of track can be in case of radius:
1) from 1200 m to 600 m - 1524 mm;
2) from 600 m to 400 m - 1530 mm;
3) from 399 m to 125 m - 1535 mm;
4) from 124 m to 100 m - 1540 mm.
Track width less than 1512 mm and more than 1548 mm is not allowed.
31. Variations from track width on direct and curve sites of way do not exceed on broadening + 2 mm and on narrowing - 2 mm.
32. With side depreciation rail, sizes of permissible deviations from the specified regulations are established by the technical lead of the organization of the subway.
33. The top of heads of rails of both threads of way on direct sites is located in one level.
34. Content of one rail thread is allowed on direct sites of way throughout each of them another is 4 mm higher.
35. The eminence of outside rail thread does not exceed 120 mm.
36. For the prevention of sudden damages of rail track and its premature exit out of operation, along with package of measures for technical correct content of rails, it is performed by their technical means - figurative defectoscopes, removable defektoskopny carts and defektoskopny cars.

38. In the subways railroad switches with crosspieces of brands are used:
1) on all ways, except park and other, - not more abruptly 1/9;
2) on the park and other ways - not more abruptly 1/5.
Deaf crossings of cross congresses have brand crosspieces not more abruptly 2/9.
39. It is not allowed to operate railroad switches and deaf crossings at which one of the following defects is allowed at least:
1) separation of arrow funnymen;
2) lagging of the funnyman from frame rail on 4 mm and more, measured against working draft;
3) vykrashivaniye of the funnyman in case of which danger of nabeganiye of crest, and in all cases vykrashivaniye is created by length: on the main ways of 200 mm and more, on the ways for turnover and sediment of railway vehicles of 300 mm and more, on the other station ways of 400 mm and more;
4) lowering of the funnyman against frame rail on 2 mm and more;
5) distance between working side of the core of crosspiece and working side of head of counterrail less than 1474 mm;
6) distance between working sides of head of counterrail and head of usovik more than 1435 mm;
7) break of the funnyman or frame rail;
8) crosspiece break (core, usovik or counterrail);
9) gap of counterrail bolt in one-bolted or in the two-bolted insert.
Regulations of vertical depreciation of frame rails, funnymen, cores of crosspieces are approved by the technical lead of the organization.
40. Railroad switches on the land ways depending on climatic and other conditions are equipped with devices for the mechanized cleaning or snow melting.
41. Railroad switches in tunnels, and also on the land and park ways (in night-time) are lit with in addition established lamps.
42. Before funnymen in case of facing train service on the main ways and ways for turnover and sediment of electrorailway vehicles otboyny bars keep within.
43. Stacking and removal of railroad switches, deaf crossings of cross congresses and their input in operation are made by order of the technical lead of the organization.
44. Crossings of lines of the subway among themselves and lines of other modes of transport are performed in different levels.
45. Crossings of ways of the subway power lines and bonds, are allowed by oil pipelines, gas pipelines, water supply systems and other land and underground communications and constructions with the permission of the head of the organization.
46. For safety of movement and safety of the operating constructions of the subway during the laying or reorganization engineering communications accomplishment of the following conditions is provided:
1) engineering communications can cross constructions of the subway in respect of at an angle 90?. It is allowed to reduce the angle of crossing, but up to 60 at least?;
2) the pipelines laid over or under constructions of the subway keep within rectilinear in the plan and profile with bias one party;
3) pressure pipelines (the sewerage, water supply systems, heating system, the gas pipeline) located over constructions of the subway are carried out from steel pipes, at the same time joints of pipes are checked by methods of nondestructive control on all length within the crossed construction of the subway and at distance of 10 m in each party from it;
4) the pipelines crossing above or is lower than construction of the subway, consist in steel cases, steel concrete holders or are laid in checkpoints and полупроходньк channels (collectors); their ends are removed out of construction limits on 10 m at least;
5) the ends (cases or holders on pipes of water supply system and the self-flowing sewerage are carefully closed up in walls of wells with installation in them of the disconnecting devices;
6) the space between self-flowing or pressure head sewer pipes and walls of cases is filled peschano - clay or sand-cement mortar under pressure. The space between the gas pipeline and case is filled with bitumen with careful consolidation of the ends of case;
7) the pipes of heating systems located over constructions of the subway are laid in channels from monolithic steel concrete with metalisolation, with removable overlapping or with the waterproofing executed by torkretirovaniye method. The channel comes to an end with cameras with water outlets in system of the rain sewerage. The disconnecting devices on heating system are located in the next cameras from the subway at distance no more than 100 m;
8) laying of pipelines, except the gas pipeline, under tunnels of the subway is allowed. Their laying is performed in hermetic cases;
9) underground laying of communications in places of crossing with land lines is performed in the cases, holders and channels removed out of barrier limits with construction of wells with locking devices at distance at least than 3 m from barrier. Land laying of communications in places of crossing with land lines of the subway is allowed at the height at least 5 m over the level of heads of rails. In this case laying of communications is carried out in cases with bias in one party, with the device of the bearing designs providing accident-free operation of communications with carrying out of support on distance at least 5 m from barrier and installation of the rejecting devices in special wells;
10) liquidation of old communications with their extraction from soil is provided in projects on turn of engineering communications in zone of the operating constructions of the subway. In case of complexity of accomplishment of these works and considerable labor input the admission to leave old communications in coordination with the head of the organization in soil on condition of release of pipelines from the transported products, dismantle of shutoff valves, disassembly of cameras, wells and filling of all emptiness with soil. The liquidated gas pipelines are blown and closed by caps, the water bearing communications are closed by caps. In zone of constructions of the subway all liquidated pipelines without fail are filled with sandy-argillaceous solution, under pressure.
47. The adjunction of ways of the railroads to the main and station ways of the subway is not allowed.
48. The operated tunnels of the subway separate from the adjoining tunnels of again under construction sites continuous concrete crossing points or metalwork with management of them from the operated tunnel.
49. The contact rail provides uninterrupted tokosjy at the established speeds of movement of electric train in any atmospheric conditions.
