1. Approve Industrial safety rules during construction, repair and content of highways (are applied).
2. To the manager of the sector of the organization of the state supervision of industrial safety and labor protection in mechanical engineering, on transport and in communication Litvinova V. V. to provide submission of this order on state registration in the Ministry of Justice of Ukraine.
3. The order becomes effective from the date of official publication.
4. To the head of department of normative and legal and legal providing Prokhorov V. V. to enter changes in the State register of regulatory legal acts concerning labor protection and to post this order on the website of Gosgorpromnadzor.
5. To the assistant department head of personnel, clerical work and special work Kravtsu V. Yu. provide publication of the order in mass media.
6. To impose control over the implementation of this order on the First Deputy Chairman of Committee Dengin A. P.

1. These Rules extend to all subjects of managing irrespective of pattern of ownership (further - the companies) who perform works on construction, repair and content of highways public.
2. At each company instructions for labor protection according to requirements of the Regulations on development of instructions for labor protection approved by the order of Committee on supervision of labor protection of the Ministry of Labour and Social Policy of Ukraine of 29.01.98 of N 9, registered in the Ministry of Justice of Ukraine 07.04.98 for N 226/2666 shall be developed (NPAOP 0.00-4.15-98).
3. Training and examination concerning labor protection of employees of the companies are carried out according to requirements of the Standard regulations on procedure for carrying out the training and examination concerning labor protection approved by the order of the State committee of Ukraine on supervision of labor protection of 26.01.2005 of N 15, registered in the Ministry of Justice of Ukraine 15.02.2005 for N 231/10511 (NPAOP 0.00-4.12-05), and concerning fire safety - according to the List of positions, in case of appointment to which faces N 368, registered in the Ministry of Justice of Ukraine 11.12.2003 for N 1147/8468 shall undergo training and examination concerning fire safety, and the procedure for their organization approved by the order of the Ministry of Ukraine concerning emergency situations and for protection of the population against effects of the Chernobyl catastrophic crash of 29.09.2003 (NAPB B.06.001-2003), and Standard regulations on instructing, special training and examination concerning fire safety at the companies, in organizations and the organizations of Ukraine, the approved order of the Ministry of Ukraine concerning emergency situations and for protection of the population against effects of the Chernobyl catastrophic crash of 29.09.2003 N 368, registered in the Ministry of Justice of Ukraine 11.12.2003 for N 1148/8469 (NAPB B.02.005-2003).

4. Preliminary (during employment) and periodic (during labor activity) medical examinations of workers shall be performed at the scheduled time according to the Procedure for performing medical examinations of workers of certain categories approved by the order of the Ministry of Health of Ukraine of 21.05.2007 of N 246, registered in the Ministry of Justice of Ukraine 23.07.2007 for N 846/14113.
5. Minor workers (18 years are younger) are allowed to the works which are not prohibited for them by the List of hard work and works with harmful and dangerous working conditions on which application of work of minors, by the approved order of the Ministry of Health of Ukraine of N 46, registered in the Ministry of Justice of Ukraine 28.07.94 for N 176/385 is forbidden of 31.03.94.
6. It is not allowed to women to perform works which are specified in the List of hard work and works with harmful and dangerous working conditions on which application of work of women is forbidden, approved by the order of the Ministry of Health of Ukraine of 29.12.93 of N 256, registered in the Ministry of Justice of Ukraine 30.03.94 for N 51/260, and also to lift and move loads according to Limit rates of lifting and movement of heavy objects by the women approved by the order of the Ministry of Health of Ukraine of 10.12.93 of N 241, registered in the Ministry of Justice of Ukraine 22.12.93 for N 194.
7. Workers shall be provided with overalls, special footwear and other individual protection equipment according to the Regulations of free issue of special clothes, special footwear and other individual protection equipment to employees of road economy approved by the order of the State committee of Ukraine on industrial safety, labor protection and mountain supervision of 24.12.2008 of N 292, registered in the Ministry of Justice of Ukraine 24.01.2009 for N 73/16089 (further - NPAOP 63.21-3.03-08).

Investigation and accounting of accidents, occupational diseases and accidents on production are performed according to the Procedure for investigation and accounting of accidents, occupational diseases and accidents on production approved by the resolution of the Cabinet of Ministers of Ukraine of 25.08.2004 N 1112.

1. In venues of roadwork the procedure for installation of protective means shall conform to requirements of DSTU 4100-2002. "Route signs. General specifications. Rules of application" (further - DSTU 4100-2002).
2. It is not allowed to deliver the equipment, materials and to warehouse them without preliminary installation of barriers which shall conform to requirements of GOST 12.2.061-81. "SSBT. Production equipment. General requirements to workplaces" (further - GOST 12.2.061-81).
3. During technological breaks and the termination of working shift the road-building equipment shall remain in the protected zone.
2. Safety requirements to the device of the building site and workplaces
1. All works on the device of the building site shall be performed according to the project documentation approved in accordance with the established procedure.

3. The building site which is located within the settlement shall be protected.

Regulations of lighting of building sites" (further - GOST 12.1.046-85) and DBN B.2.5-28-2006. "Natural and artificial lighting".
Searchlight eyes of workers shall not blind.
Height of suspension of lamps of general lighting, including searchlights, shall be not below m 2,5.
6. On access trail roads to the building site, in locations of the portable asphalt concrete and cement-concrete plants signs of traffic safety according to requirements of DSTU 4100-2002 shall be established.
7. For cars and other vehicles on the building site the admissible speed of movement shall be established.
In zones of limited speed of movement, parking lots of vehicles and turns route signs according to requirements of DSTU 4100-2002 shall be established.
