These rules establish procedure and conditions of transfer by hotel or other means of placement in which services of means of placement, the organization of rest of children and their improvements, the medical organization providing medical care in stationary conditions or the organization of social servicing providing social services in stationary form are provided including to persons of no fixed abode, or the organization performing criminal or administrative penalty in body of migration registration of data on arrival in the specified place of stay and departure from it foreign citizens and stateless persons (further - foreign citizens) with use of the means of communication which are part of network of telecommunication.
