1. General provisions

1) This Instruction is developed based on article 7 of the Law of the Republic of Tajikistan "About the state statistics" and determines procedure for creation of the actual and forecast data about amounts and movements of external foreign investments, for creation of paying balance and external debt of the Republic of Tajikistan.

2) In this Instruction the following basic concepts are used:

- The paying balance is statistical system in which all economic transactions between residents of this country and residents of other countries are reflected (nonresidents) which occurred during the certain period of time.

- The nonresident is institutional unit (legal entity or physical person), the center of economic interest which to be outside the economic territory of this state.

- Refinancing of debt - prolongation of debt due date, loan and (or) increase in its amount. New borrowings for repayment of the available debt or improvement of conditions of loans.

- Investment - long-term capital investments for the purpose of acquisition of profit.

- Direct foreign investments - investment cash and appliances in the capital of the company which provides to the foreign investor 10% and more equity participation of the company.

- Portfolio foreign investments - credit securities, shares investment cash and appliances which provides to the foreign investor less than 10% of equity participation of the company.

- The dividend - the money placed in the microcredit deposit institution by physical persons and legal entities which can be struck off the register on demand or on the expiration without percent or with percent;
