1. Approve the enclosed technical regulation "Requirements to safety of the equipment for conversion of agricultural raw materials. Livestock production products".

2. This resolution becomes effective after twelve months from the date of the first official publication.

Technical regulation "Requirements to safety of the equipment for conversion of agricultural raw materials. Livestock production products"

1. Scope

1. This technical regulation "Requirements to safety of the equipment for conversion of agricultural raw materials. Livestock production products" (further - the Technical regulation) extend to the machines and the equipment for conversion of agricultural livestock production of syryaproduktion (further - machines and the equipment) irrespective of country of source released on the market of the Republic of Kazakhstan.

2. The list of machines and the equipment to which safety requirements of this Technical regulation extend and their codes according to the qualifier of the Commodity nomenclature of foreign economic activity of the Republic of Kazakhstan (further - the Commodity Nomenclature of Foreign Economic Activity of RK) are specified in appendix to this Technical regulation.

3. This Technical regulation installs requirements to safety of machines and the equipment, and also to processes of their lifecycle in relation to risks which are caused by the following dangerous factors:

1) mechanical dangers;

2) electric dangers;

3) fire danger;

4) potential of explosion;

5) noise;

6) vibration;

7) allocation of hazardous substances and materials;

8) radiations;

9) thermal dangers;

10) biological and microbiological dangers (virus and bacteriological);

11) the dangers arising in case of neglect the principles of ergonomics when designing machines and the equipment;

12) unexpected start-up, turns, scrollings (or any similar emergency conditions);

13) impossibility of stop of the machine and equipment in general or in necessary provision;

14) violations of speed of rotation of the tool;

15) power supply violations;

16) mistakes in management system;

17) installation errors;

18) destructions in the course of work;

19) fall or emission of objects or liquids;

20) stability loss;

21) the sliding, capsizing or fall of people (caused by machine and the equipment);

22) shortcomings of instructions for service personnel.

4. Identification of machines and the equipment is carried out for the purpose of confirmation of conformity of specific machines and the equipment them to the description provided by the applicant.

In case of identification can be used:

1) regulating documents on standardization according to which machines and the equipment are issued;

2) maintenance instructions;

3) shipping documentation (agreements and contracts of delivery).

5. Depending on specifics of machines and the equipment apply the following methods of identification:

1) documentary;

2) tool;

3) visual;

4) testing.

2. Terms and determinations

6. In this Technical regulation terms and determinations according to the Laws of the Republic of Kazakhstan "About technical regulation" and "About safety of machines and the equipment", and also the following terms with the corresponding determinations are used:

devocalization complex - set of technical devices for the immobilization of animals current, mechanical or other impact performed before bleeding when preserving work of heart;

the fighter of the cattle - the operator of complex of devocalization responsible for immobilization of animal;

offal - the internals, the heads, tails, legs, udder, trimmings meat received in case of cattle face;

stack - the manual device connected to the reformative transformer for leading of output tension to animals in case of devocalization by current;

the wrong application - the use of machines and the equipment which is not provided by the producer;

the box of devocalization - the mechanized isolated part of complex of devocalization for immobilization of animal;

the working area - space height to m 2,2 over the level of floor or the platform at which there are places of permanent or temporary stay of operators (workplaces);

workplace - the place of permanent or temporary stay of the operator in the course of labor activity;

protective barrier - the part of the machine or equipment which is specially intended for ensuring protection in the form of physical barrier;
