About temporary measures for ensuring state regulation of turnover of ethyl alcohol in the Kyrgyz Republic
For the purpose of ensuring effective state regulation in the field of production and turnover of ethyl alcohol, suppression of clandestine importation of ethyl alcohol and use for production of counterfeit products, completeness of receipt in the budget of tax payments, protection of health of the population, being guided by the Decree of Provisional Government of April 7, 2010 No. 1, Provisional Government of the Kyrgyz Republic accepts this Decree:
1. Suspend in all territory Kyrgyz the Republic the Law of the Kyrgyz Republic "About state regulation of production and turnover of ethyl alcohol and alcoholic products" of October 13, 2009 No. 269 in the part concerning state regulation of production and turnover of ethyl alcohol.
2. Provide to the state company "Kara-Balta Spirtovy Plant" exclusive right on production, import of ethyl alcohol, realization of the ethyl alcohol made and imported to the republic.
3. The state inspectorate for control of production and turnover of ethyl alcohol and alcoholic products under the Ministry of economic regulation of the Kyrgyz Republic to suspend consideration of requests and issue of licenses for production and turnover of ethyl alcohol.
4. To the business entities using ethyl alcohol to provide to the state company "Kara-Balta Spirtovy Plant" for review current contracts on delivery and realization of ethyl alcohol.
5. To the ministry of economic regulation of the Kyrgyz Republic in 10-day time to develop and submit for consideration of Provisional Government of the Kyrgyz Republic:
- the project of the Regulations on procedure for declaring of production volumes and/or turnover of ethyl alcohol according to article 11 of the Law of the Kyrgyz Republic "About state regulation of production and turnover of ethyl alcohol and alcoholic products";
