aiming at further development of friendly, partner and equal bonds between two states, including in the field of education,
understanding importance of effective use of potential of higher educational institutions of the Russian Federation and the Republic of Tajikistan for improvement of quality of training of specialists,
proceeding from the principles of equal and mutually beneficial cooperation,
