1. Approve the enclosed Regulations on the representative of the Ministry of economic regulation of the Kyrgyz Republic abroad and in the territory of the Kyrgyz Republic.

2. Recognize invalid orders of the Ministry of Economic Development and Trade of the Kyrgyz Republic:

Regulations on the representative of the Ministry of economic regulation of the Kyrgyz Republic abroad and in the territory of the Kyrgyz Republic

I. General provisions

1. The regulations on the representative of the Ministry of economic regulation of the Kyrgyz Republic (further - the Representative) are developed according to regulatory legal acts of the Kyrgyz Republic and determine legal and organizational basis of activities of the representative, its power, task, function, relation with other divisions of the Ministry of economic regulation of the Kyrgyz Republic (further - the Ministry).

The representative of the Ministry of economic regulation of the Kyrgyz Republic abroad and in the territory of the Kyrgyz Republic is person representing the Ministry abroad and in the territory of the Kyrgyz Republic for the purpose of mutually beneficial cooperation of the Ministry with the countries of the FSU and beyond.

The representative in the activities is guided by the Constitution of the Kyrgyz Republic, the laws of the Kyrgyz Republic, decrees and orders of the President of the Kyrgyz Republic, resolutions and orders of the Government of the Kyrgyz Republic, other regulatory legal acts, and also the international treaties which became effective in accordance with the established procedure, Regulations on the Ministry of economic regulation of the Kyrgyz Republic, and also this Provision.

II. Tasks of the representative

- search of potential partners and investors for support and development of the priority directions of economy of the Kyrgyz Republic.

III. Functions of the representative

5. The representative according to the tasks assigned to him performs the following functions:

- performs market research of sale in adoptive state of goods and products made in the Kyrgyz Republic will organize and carries out export deliveries of domestic goods to adoptive state, import to the republic of the goods which are not developed in the Kyrgyz Republic;

- performs studying and the analysis of general state of the economy, tendency of development of foreign economic relations, technological level, safety, product quality of the leading industries of adoptive state, market situation of goods and services, informs the Ministry and of these questions;

- develops offers on increase in efficiency of commercial and economic intercourses between the companies of the Kyrgyz Republic and adoptive state;

- task performance and orders of the Ministry of questions of investment attraction, promotion of domestic production on the foreign market, the organization of fairs exhibitions of products of the Kyrgyz goods in adoptive state, the adjustments interrupted and establishments of new economic bonds between producers;

- informs subjects of business activity of adoptive state on legal, economic, social, ecological conditions in the Kyrgyz Republic, and also gives help in establishment of contacts with the interested subjects of business activity of the Kyrgyz Republic;

- gives help to subjects of business activity of the Kyrgyz Republic in the organization and carrying out in adoptive state of commerce and industry and scientific and technical exhibitions, fairs, conferences, etc.;

- analyzes and generalizes, at the request of the Ministry information on subjects of business activity of adoptive state who perform business activity in the territory of the Kyrgyz Republic;

- studies possibilities of creation and work of trading houses, financial and industrial groups, joint businesses and specialized information and consulting companies with participation of the Kyrgyz subjects of managing in adoptive state;

- assists in the organization of carrying out working meetings and solutions of questions on simplification of technical and administrative barriers in trade;

- performs the activities according to the work plan approved by the Ministry.

IV. Rights and obligations of the Representative

6. The representative for the purpose of implementation of functions in accordance with the established procedure has the right to request necessary statistical data on goods turnover between the Kyrgyz Republic and adoptive state in particular of export and import.

7. The representative shall submit quarterly the report and information on the done work in the Ministry of economic regulation of the Kyrgyz Republic.

8. The representative bears responsibility for accomplishment of the obligations assigned to it according to the legislation of the Kyrgyz Republic.

9. The representative does not answer for obligations the Ministry of economic regulation of the Kyrgyz Republic, and the Ministry of economic regulation of the Kyrgyz Republic does not answer for obligations the Representative.

V. Organization of activities of the representative

10. The representative is appointed and exempted by the order of the minister of economic regulation of the Kyrgyz Republic.

11. The supervising deputy minister in accordance with the established procedure makes to the Minister the offer on appointment and release of the representative.

12. Activities of the representative are performed on the terms of self-financing.

13. When implementing the activities the representative having no right without the consent of the Ministry:

- be engaged in business activity;

- represent guarantees on behalf of the Ministry;

- sign the contract and agreement on behalf of the Ministry.

14. Approval of the questions specified in Item 13 is performed by the Ministry by the direction of the corresponding written confirmation. Failure to carry out by the representative of the requirement of Item 13 of this provision attracts invalidity of the corresponding actions of the Representative.

15. The representative quarterly provides information on the done work in the Ministry of economic regulation of the Kyrgyz Republic.

16. The representative who lost communication with the Ministry more than for 2 (two) months automatically loses the representational functions what the relevant state bodies and business entities of adoptive state will be notified on.
