1. Approve the enclosed Technical regulation "Requirements to Safety of Rail Transport and Related Infrastructure".
2. This resolution becomes effective since August 2, 2014.

1. This Technical regulation "Requirements to Safety of Rail Transport and Related Infrastructure" (further - the Technical regulation) establishes the requirement to rail transport and the related infrastructure classified according to commodity codes in the Single commodity nomenclature of foreign economic activity of the Customs union (ETN foreign trade activities CU), given in appendix to the Technical regulation, and also to processes of its lifecycle on blueprint stages, import/export, production, operation, ensuring its safety.
2. Action of this Technical regulation does not extend to the railway rolling stock intended for transportation of dangerous goods in the international message on technical means and constructions, communication networks, systems of the alarm system, centralization and blocking, information complexes, and also railway stations and stations.
3. Dangerous factors (risks) of rail transport and the related infrastructure, and also factors which should be avoided are:
1) dangerous mechanical impacts from designs, devices, structures, constructions on transits of the person;
2) defeat threat of electric current because of availability of the unprotected electroconductive elements of rail transport, emergence of currents of short circuit, overloads and atmospheric retension in utility power systems;
3) the noise and vibration from moving rail transport exceeding the established normative values within the infrastructure connected with railway transport;
4) unreliable and insufficient equipment radio communication, devices of control of speed of movement, registrars of parameters of movement, automatic locomotive alarm system;
5) operation of subjects of the Technical regulation and their components after the expiration of normative term of their service.
4. Decrease in risks shall be performed on blueprint stages, production or construction, operation.
In the absence of possibility of decrease in risk to admissible level the system of measures ensuring safety of life and health of the person and the environment shall be provided in the project documentation.
5. Identification of rail transport is made by use of the RK ETN foreign trade activities codes given in appendix on marking and accompanying documents (the including regulating and technical documentation).
For identification of rail transport the following signs and parameters are in total sufficient for recognition:
1) recognition of object on one or several attributes of marking (necessary warning signs or signs about dangers and conditions of safe operation, information provided in operational documentation of the producer, special marking of infrastructure);
2) compliance of specific products of rail transport to its technical description, main characteristics (parameters and indicators) and belongings of group of homogeneous products of rail transport to classification group;
3) purpose of specific products of the rail transport and the equipment which is component of rail transport.
6. In this Technical regulation the terms and determinations provided by the laws of the Republic of Kazakhstan "About technical regulation", "About rail transport" and also the following are used:
1) the automatic locomotive alarm system - the alarm devices placed in the driver's cabin and the track equipment automatically transmitting signals of traveling traffic lights which the railway rolling stock approaches;
2) special railway rolling stock - fixed mobile units on railway to the course, the constructions intended for providing and functioning of infrastructure:
the special self-propelled railway rolling stock having the autonomous engine with the traction drive in the transport mode;
special not self-propelled railway rolling stock - without traction drive in the transport mode;
3) the parking brake - the device with the manual or automatic drive located on unit of railway vehicles and intended for fixing on the parking from spontaneous leaving and also for forced (emergency) stop (in the presence of the manual drive in unit of railway vehicles;
4) validation - confirmation on the basis of submission of objective certificates of the fact that the requirements intended for specific use or application are executed;
5) the verified technique - the technique which underwent testing for confirmation of the data obtained by means of technique the actual results of experiments;
6) brake hydrodynamic - brake in which force of braking is created by transformation of kinetic energy of the train to flow energy of liquid;
7) brake dynamic - brake in which mechanical friction is not used and force of braking is created by transformation of kinetic energy of the train in electric (brake electric) or hydrodynamic (brake hydrodynamic) or other types of energy;
8) shunting structure - group of the cars linked among themselves and to the locomotive making maneuvers;
