I. General provisions

1. Basic standard rates of costs are applied to calculation of amount of budgetary funds, to the allocated highest educational institutions (further - HIGHER EDUCATION INSTITUTIONS) financed by means of the republican budget, except for the HIGHER EDUCATION INSTITUTIONS specified in appendix 1 to this Provision.

2. Planning (estimating of expenses) and expenditure of means for acquisition account from tuition fee on paid and contractual basis is performed according to Regulations on paid and contractual form of education in the highest and average special, professional educational institutions of the Republic of Uzbekistan and procedure for expenditure of the arrived means (рег. No. 2431 of February 26, 2013) (Collection of the legislation of the Republic of Uzbekistan, 2013, No. 9, the Art. 120) and taking into account ensuring priority of financing of the corresponding expenses according to the legislation.

3. Scoping of budgetary funds for HIGHER EDUCATION INSTITUTIONS using basic standard rates of costs and correction coefficients to them is performed within the approved parameters of the republican budget for expenses on "Secondary vocational, higher education and advanced training of personnel" for the corresponding year.
