General provisions
1. This Procedure determines legal and organizational basis of education and use of means of the reserve fund of the Kyrgyz Republic (further - Fund) intended for stabilization of financial flows in budget system of the country.
2. The fund is the off-budget cash fund accumulating additional financial resources for the purpose of rational use, and also financial provision of socially important actions.
3. The fund is urged to provide implementation of the strategic state economic and social programs requiring the urgent solution.

- the money listed from reserve fund accounts of Provisional Government of the Kyrgyz Republic;
