About approval of the State target program of utilization of components of liquid rocket fuel for 2010-2014

List of amending documents

The Cabinet of Ministers of Ukraine decides:

1. Approve the State target program of utilization of components of liquid rocket fuel for 2010-2014 (further the Program) which is attached.

2. No. 970 is excluded according to the Resolution of the Cabinet of Ministers of Ukraine of 24.10.2012

3. To the Ministry of Defence, the Ministry of Ecology and Natural Resources, the State space agency and the Ministry of Finance to provide in time creation of the draft of the Government budget of Ukraine for the corresponding year of means, necessary for accomplishment of the tasks and actions determined by the Program.

4. To the Ministry of Defence submit to the Cabinet of Ministers of Ukraine and the Ministry of Economic Development and Trade the annual report on results of accomplishment of the Program till April 15 of the next year and for the first half of the year - till July 15 of the corresponding year.

The state target program of utilization of components of liquid rocket fuel for 2010-2014

Program purpose

The purpose of the Program is step-by-step destruction of all surplus stocks of components of liquid rocket fuel (further - rocket fuel) which are stored in Armed Forces and GKA, with use of engineering procedures which will meet the existing requirements of technogenic and ecological safety. It will give the chance to prevent emergence of the emergency situations connected with storage, transportation and utilization of rocket fuel.

 

Ways and methods of the problem resolution

Taking into account results of comparative analysis of possible ways of solving the problem of utilization of the rocket fuel which is carried out in Ukraine approved by the order of the Cabinet of Ministers of June 10, 2009 N 628 Concepts of the State target program of utilization of components of liquid rocket fuel for 2010-2014 the option which provides utilization of acid oxidizers by conversion them in mineral fertilizer of type of CASH DESKS with use of mobile installations with productivity at least 2 ton per hour is optimum.

Results of comparative analysis demonstrate that utilization or destruction of all amount of rocket fuel which is stored in Ukraine is technically and economically possible.

The problem resolution is provided to be performed in the way:

utilizations of rocket fuel according to the state defense order, on procedure for procurement of goods, works and services for public funds or according to other procedure, stipulated by the legislation;

receipt of the appropriate international financial and technical assistance.

Methods of the problem resolution are:

carrying out complex of actions in storage locations of rocket fuel concerning preparation of storage locations for carrying out utilization;

designing and creation of installation (equipment) for utilization of rocket fuel;

performance of works on receipt of the international financial and technical assistance for utilization of rocket fuel;

utilization or destruction of surplus stocks of rocket fuel technically by acceptable and cost-efficient method;

holding actions for liquidation of storage locations of rocket fuel and recultivation of lands on which they were.

The term of accomplishment of the Program - five years.

During three - four years it is necessary to perform utilization of rocket fuel, and within the next year - to complete work on liquidation of infrastructure of storage of rocket fuel.

Forecast amounts and sources of financing are given in appendix 1.

 

Tasks and actions

For the problem resolution of destruction of inventories of rocket fuel accomplishment of the main tasks of the Program which treat is provided:

exception of threat of emergence of environmental disaster, having provided accident-free storage of rocket fuel in storage locations before its utilization;

utilization of inventories of rocket fuel ecologically safe, technically by acceptable and cost-efficient method with use of any proved and checked technology solution which exists in the market;

liquidation of storage locations of rocket fuel after its utilization.

The list of tasks and actions with determination of executives in charge, terms of their accomplishment and procedure and the amounts of financing is determined in appendix 2.

 

The expected results, efficiency of the Program

Accomplishment of the Program will give the chance to utilize or destroy excessive rocket fuel which is stored in Armed Forces and GKA, during three - four years and to liquidate objects of their storage.

As a result of accomplishment of the Program it is planned to reach:

1) in the economic sphere:

reduction of amounts of the current expenses connected with content of storage locations of rocket fuel which will promote economy about 9 million hryvnias spent for their annual content;

partial compensation of expenses of the government budget on accomplishment of actions of the Program for the realization account of products of utilization and scrap metal and military property which will be released after liquidation of storage locations which will give the chance to fill up the government budget on the amount about 31968 thousand hryvnias;

creations of the production capacities necessary for utilization of rocket fuel;

2) in the social sphere:

decrease in social tension and negative attitude of the public to storage locations of rocket fuel;

increases in quantity of workplaces at the state companies;

preserving number of employees of the companies of the industry which has work experience with rocket fuel;

3) in the field of technogenic and ecological safety:

improvements of ecological condition, liquidation of potential hazard to health of the population and surrounding environment;

reduction of risk of emergence of emergency situations of technogenic nature.

The main expected results of accomplishment of the Program are given in appendix 3.

 

Amounts and sources of financing

Financing of the Program is performed at the expense of means of the government budget, the international financial and technical assistance which is provided according to international treaties of Ukraine, and other stipulated by the legislation sources.

The total approximate amount of expenses on accomplishment of the Program for 2010-2014 makes about 115901 thousand hryvnias, including:

at the expense of the government budget of 82344 thousand;

due to financial aid of 33557 thousand hryvnias.

Preparation of storage locations of melange, means of transportation and staff for utilization of components of rocket fuel - 2701 thousand hryvnias, from them: in 2010 - 55 thousand, in 2011 - 2128 thousand, in 2012259 thousand, in 2013 - 259 thousand hryvnias.

Withdrawal of heptyl from stands and GKA storages - 2000 thousand hryvnias, including: in 2011 - 200 thousand, in 2012 - 1800 thousand hryvnias.

Implementation of transportations of rocket fuel by the railroad to frontier - 5530 thousand hryvnias, including: in 2010 godu2800 one thousand, in 2011 - 2730 thousand hryvnias.

Implementation of transportations of rocket fuel by road transport - 560 thousand hryvnias, including: in 2012 - 350 thousand, in 2013 - 210 thousand hryvnias.

Implementation of utilization of rocket fuel - 65882 thousand hryvnias, including: in 2010 - 12660 thousand, in 2011 - 20897 thousand, in 201219900 thousand, in 2013 - 12425 thousand hryvnias.

Liquidation of storage locations of rocket fuel - 16220 thousand hryvnias, including: in 2011 - 2280 thousand, in 2012 - 4460 thousand, in 2013 - 4840 thousand, in 2014 - 4640 thousand hryvnias.

Innovative activities (researches and developments) - 12233 thousand hryvnias, including:

designing of installation on melange conversion - 3728 thousand in 2010;

production of installation on melange conversion - 5450 thousand in 2011;

technological support of work of installation - 185 thousand in 2011;

receipt of allowing documentation on performance of works on melange conversion - 500 thousand hryvnias, from them: in 2011 - 350 thousand, in 2012 - 150 thousand hryvnias;

installation and commissioning - 2350 thousand in 2011;

introduction of installation in operation - 20 thousand hryvnias in 2011.

Attraction of the international financial aid according to the Memorandum of understanding between the Cabinet of Ministers of Ukraine and Organization for Security and Cooperation in Europe concerning the project of OSCE - Ukraine on utilization of inventories of melange (component of the liquid rocket fuel) ratified by the Law of Ukraine of April 15, 2009 N 1264-VI will give the chance to reduce expenses from the government budget by accomplishment of actions of the Program on the amount about 33557 thousand hryvnias.

Accomplishment of the Program will give the chance to return in the government budget:

about 13968 thousand hryvnias which will arrive from sales of products of utilization of rocket fuel;

about 18000 thousand hryvnias - from realization of scrap metal and military property which will be released after liquidation of storage locations.

Expenses from the government budget for accomplishment of actions of the Program are annually specified during creation of the draft of the Government budget of Ukraine for the corresponding year.
