1. Approve the enclosed Procedure for filling of declarations on production volumes, turnover (except for retail sale) and uses of ethyl alcohol, alcoholic and alcohol-containing products.

2. Determine that the Procedure specified in Item 1 of this order becomes effective from the moment of its official publication.

3. To impose control of execution of this order on the deputy manager of Federal Service for Alcohol Market Regulation V. L. Didenko.

Procedure for filling of declarations on production volumes, turnover (except for retail sale) and uses of ethyl alcohol, alcoholic and alcohol-containing products

1. General provisions

1.1. Declaring of production volumes, purchase and supply of ethyl alcohol, alcoholic and alcohol-containing food products, alcohol-containing non-food products with content of ethyl alcohol more than 40 percent of amount of finished goods and amounts of use of ethyl alcohol for production of alcoholic and alcohol-containing products is performed by the organizations for forms of the declarations provided by the Regulations on submission of declarations on production volumes, turnover and use of ethyl alcohol, alcoholic and alcohol-containing products approved by the order of the Government of the Russian Federation of December 31, 2005 N 858 "About submission of declarations on production volumes, turnover and use of ethyl alcohol, alcoholic and alcohol-containing products" ("Russian Federation Code", 2006, N 2, the Art. 223) taking into account the order of the Government of the Russian Federation of January 26, 2010 N 26 "About modification of the Regulations on submission of declarations on production volumes, turnover and use of ethyl alcohol, alcoholic and alcohol-containing products" ("Russian Federation Code", 2010, N 5, the Art. 533):

the declaration on production volumes and turnover of ethyl alcohol (further - the declaration N 1);

declaration on amounts of use of ethyl alcohol (further declaration N 2);

the declaration on production volumes and turnover of alcoholic and alcohol-containing products (further - the declaration N 3);

the declaration on amounts of use of alcoholic and alcohol-containing products (further - the declaration N 4);

the declaration on volumes of turnover of ethyl alcohol, alcoholic and alcohol-containing products (further - the declaration N 5);

the declaration on scopes of supply of ethyl alcohol, alcoholic and alcohol-containing products (further - the declaration N 6);

the declaration on purchasing amounts of ethyl alcohol, alcoholic and alcohol-containing products (further - the declaration N 7).

Declarations consist of the title page and form of declarations.

1.2. The organization fills in declarations in the N 1-7 forms depending on type of the performed activities for reporting quarter or month.

1.3. In all graphs of the declarations reflecting amount of ethyl alcohol the amount of anhydrous (absolute) alcohol is specified (one thousand gave).

Indicators of amounts of alcoholic and alcohol-containing products are reflected only in physical amount (one thousand gave).

In declarations products amounts in thousands decalitres to within the third sign after comma are specified.

1.4. Entering of amendments and changes by the organization into the declaration in case of detection in the current accounting period of the facts of not reflection or incompleteness of reflection of data, and equally in the mistakes (misstatements) made in the expired accounting periods prior to the current reporting is made by representation for the corresponding expired period of the declaration to which corresponding changes and additions with appendix of explanations and specifying of the reasons which caused adjustment before the next accounting period are made.

All declarations and appendices to them are certified by signatures of the head and chief accountant, and also seal of the organization.

1.5. In declarations amounts of the made products which passed all cycle of technological processing, including the products poured in consumer pack and prepared for flood, and meeting the requirements specified in the documents approved in accordance with the established procedure the corresponding type of products are reflected.

Declarations do not join amount of the made products which are in work in progress i.e. did not pass complete cycle of technological processing and not conforming to the requirements specified in the documents approved in accordance with the established procedure the corresponding type of products.

1.6. Transactions on transfer of ethyl alcohol or other raw materials for further conversion of the organization by one separate division to other separate division of this organization shall be reflected in the declaration on the first separate division. Receipt of ethyl alcohol or other raw materials by separate division of the organization from other separate division of the same organization for further conversion shall be reflected in the declaration on the first separate division.
