1. Approve the enclosed Instruction about order of registration, accounting, obtaining and use of foreign free aid.

2. Establish forms:

statements for registration of foreign free aid according to appendix 1;

the plan of target use (distribution) of foreign free aid according to appendix 2.

3. Recognize invalid:
