1. Approve the enclosed health regulations "Sanitary and epidemiologic requirements to objects for conversion and production of food products", according to appendix 1 to this order.
2. To committee of the state sanitary and epidemiological surveillance of the Ministry of Health of the Republic of Kazakhstan (Ospanov K. S.) direct this order to state registration in the Ministry of Justice of the Republic of Kazakhstan.
3. To department of administrative and legal work of the Ministry of Health of the Republic of Kazakhstan (Bismildin F. B.) provide in the procedure established by the law official publication of this order after its state registration.
4. Recognize invalid some orders of the Ministry of Health of the Republic of Kazakhstan according to appendix 2 to this order.
5. I reserve control of execution of this order.
6. This order becomes effective after ten calendar days after day of its first official publication.

to the order of the deputy. The Minister of Health of the Republic of Kazakhstan of August 3, 2010 No. 588
1. Health regulations "Sanitary and epidemiologic requirements to objects for conversion and production of food products" (daleesanitarny rules) establish sanitary and epidemiologic requirements to activities of objects for conversion and production of food products (further - object) which non-compliance creates threat of life or to health of the person, and also origins and spread of diseases and contain the following sanitary and epidemiologic requirements to:
1) to the choice of the parcel of land under construction;
2) to designing, construction, reconstruction, repair and commissioning of object;
3) to water supply, channeling, lighting and ventilation of object;
4) to air and microclimate of production rooms;
5) to content and operation of rooms, equipment;
6) to conditions of production, transportations, storages, packings, utilizations and destructions of food products;
7) to iodination and enrichment of foodstuff;
8) to storage and conversion of raw materials;
9) to conditions of transportation and storage of loads;
10) to the organization of production control over ensuring radiation, chemical, microbiological, toxicological, parasitological safety of products, including behind content in it genetically modified objects;
11) to collection, use, neutralization, transportation, storage and waste disposal of production;
12) to working conditions, consumer services, medical support of working;
13) to hygienic personnel training.
2. In these health regulations the following terms and determinations are used:
1) homogenization - engineering procedure for uniformity giving to composition of milk by crushing of fatty balls;
2) ferment - the lactic bacteria used for production of fermented milk products;
3) objects of low power (mini-production) - objects on which the amount of the processed raw materials does not exceed three tons per shift; on production of bread and bakery products to three tons per day; macaroni and pasta - to one ton per day and producing flour to 10 tons per day;
4) sanitary processing - set of the processing methods providing quality of washing and disinfection of the equipment, stock, ware;
5) the thermogram - graphical representation of the mode of thermal treatment of raw materials (products);
6) milling - engineering procedure of chilling of milk mix for ice cream with its simultaneous beating;
7) milling cutter - the equipment intended for production of ice cream;
8) disinfection and washing Item (further - dezopomyvochny Item) - the place where the sink and disinfection of the vehicle transporting the cattle is made;
9) defrosting of meat - defrosting of meat up to the temperature in the thickness of muscles is not below 1 degree Celsius (further - 0C);
10) the maturing camera - the room for keeping of meat for the purpose of giving to it of plasticity, moisture-holding capability, for providing proper organoleptic indicators of finished goods and stability in case of storage;
11) magnetocatcher - installation for catching of small metal objects;
12) fleshing - technological transaction on removal of remaining balance of hypodermic fatty and muscular fabrics on skins;
13) sanitary slaughter - the room for slaughter of the sick cattle;
14) technological scrap - products which are not subject to use on the food purposes;
15) the zeerny camera - space between the screw and plates of press;
16) krupka - the myatka received from core of kernel of seeds;
17) pod - fruit cover of seeds of sunflower;
18) oil-extraction production - object on which make vegetable oils, hydrogenation and splitting of fats;
19) mistsella - meal mix with the solvent;
20) myatka - the crushed raw materials on rollers;
21) meal - the by-product in case of production of vegetable oils received after pressing and extraction of seeds of oil-bearing crops;
22) scalpers - processing equipment for sifting of flour and catching of metallomagnetic impurity;
23) bastuna - equipment accessory on which long pasta is hung and dried up;
24) subcooking - the welded mass of sugar with addition of puree of different berries and fruit;
25) rasstoyka of test procurements - keeping of test procurements at temperature and humidity of air in compliance to regulating technical documents;
26) recirculation - reuse of the air brought to initial parameters;
27) the grinder - the machine for final removal from the surface of grain (seed) of the covers which remained after peeling (and partially germ), and also for processing крупок to the established form and required appearance;
28) harmful impurity of grain - the impurity of plant origin dangerous to health of the person and animals;
29) the vymolny machine - the centrifugal machine performing separation of fruit covers (bran) from grain endosperm;
30) the machine for wet peeling of grain - the machine used to moistening of grain and partial removal of covers;
31) magnetic obstacles - devices for release of metallomagnetic impurity;
32) separator - the grain-cleaning machine for purification of grain of large, small and light impurities;
33) the oboyechny machine - the grain-cleaning machine with working body in the form of scourges, for dry cleaning of surface of grain of dust, partial department of fruit covers, small beard and germ and for preliminary peeling of grain;
34) crusher - the device for crushing of solid material to certain degree of dispersion;
35) the screw of intensive moistening - the equipment in the form of transporter for grain moistening;
36) the brush machine - the grain-cleaning machine with working body in the form of brushes, for dry cleaning of surface of grain of covers and dust pollution;
37) the bunker, silo - the reservoirs for temporary storage of grain unloading through the lower part equipped with locks and feeders;
38) the yeast pressed - yeast with content of solids of 25-30%;
39) yeast dry - yeast with content of solids of 90%;
40) molasses - withdrawal of beet sugar production, is used in case of production of yeast;
41) cyclone - the device for purification of air.
3. The choice of the parcel of land under construction, designing of construction, reconstruction and commissioning of the facility is performed in coordination with the state territorial authority in the field of sanitary and epidemiologic wellbeing of the population.
4. It is not allowed to design asset construction on the parcels of land in case of:
1) its use in the past under cattle mortuaries, places of burial of toxic waste;
2) exceeding of power levels of dose of gamma radiation on microsievert 0,2 in hour over natural background;
3) stay on the parcel of land of Items, stationary unsuccessful on anthrax.
5. Designing of asset construction on the chosen parcel of land is allowed in the presence of the sanitary and epidemiologic conclusion about compliance to requirements of these health regulations.
6. The construction project or reconstruction of object is provided for conducting sanitary and epidemiologic examination in state body in the field of sanitary and epidemiologic wellbeing of the population in the corresponding territory for receipt of the sanitary and epidemiologic conclusion about compliance to requirements of these health regulations.
7. Object shall have the sanitary passport.
8. Object with the engineering procedures which are sources of negative impact on health of the person shall have the SPZ determined by special calculations at stage of development of master plans for zoning of the territory of settlements.
9. Object is placed in the separate territory, placement of object in residential buildings is not allowed.
10. Placement in one territory of facilities for production of food products is performed in case of the positive sanitary and epidemiologic conclusion.
11. Liquidation and/or preservation of the objects containing or using the equipment and/or materials constituting health hazard of the person is allowed in the presence of the sanitary and epidemiologic conclusion based on sanitary and epidemiologic examination of the provided materials confirming holding actions for neutralization, utilization, burial, destruction of the equipment, the materials constituting health hazard of the person.
12. Architectural planning solutions provide separate rooms of workshops (sites), their placement excluding crossing of flows of finished goods and raw materials according to design assignment.
13. Also sinks for washing of hands, the dryer for clothes and footwear, laundry and the room for storage of harvest stock are part of household rooms the room for acceptance of dirty sanitary clothes, shower separate wardrobe for the upper, personal and sanitary clothes and footwear, linen for storage of clean clothes.
14. Depending on capacity and specifics of production the room for personal hygiene of the woman or special cabin with hygienic shower is provided.
15. For personnel of the company the dining room or buffet is provided. In the absence of the dining room (buffet) the room for meal is allocated. Eat food directly in workshops it is not allowed.
16. Object is provided with centralized system of hot and cold water supply, the sewerage and heating.
17. Input of tap water on object is in the isolated closed room in equipment of the manometer, crane for sampling of water, ladder for drain, backpressure valves.
18. Drinking water shall be safe in the epidemic and radiation relation, is harmless on chemical composition and to have favorable organoleptic properties.
19. Rooms of object are provided with cold and hot water. Production rooms are equipped with flushing cranes for cleaning. For storage of hoses the brackets equipped with valves - tips are provided. Sinks for washing of hands in production rooms are located in case of entrance and at distance no more than 15 m from workplace, are equipped with mixers, soap, brushes, one-time towels or electrotowels.
20. In case of absence in the settlement of centralized system of water supply use of water from local sources is allowed, in the absence of centralized system of hot water supply and vapor own boiler rooms are arranged. Vapor coming into direct contact with products or with the surfaces contacting to products shall be developed from drinking water without addition of hazardous substances.
21. On object for storage of reserve of water on the production and drinking purposes depending on capacity of production the accumulative reservoirs equipped with cranes for sampling of water on the analysis, brackets, ladders and hatches are provided.
22. Hatches of reservoirs for water-supply are closed on the lock, sealed up, marked by text "Drinking water". Exchange of water is made each 48 hours. Mechanical cleaning and disinfection of reservoirs is made monthly.
23. Systems of drinking and technical water supply are provided separate, pipelines are painted in distinctive colors. In points of water intake there shall be texts "drinking", "technical". Technical water is used for compressor installation, consumption of blow-off waters of boiler rooms, watering of the territory, outside obmyvka of cars and in toilets.
24. Use of hot water from system of water heating for engineering procedures, sanitary processing of the equipment and rooms is not allowed.
25. Accidents and repair work on plumbing and sanitary, lack of water, couple and cold are registered in register of identification and accident elimination and repair work on plumbing and sanitary in form according to appendix 1 to these health regulations.
