About rendering the state support to the persons living and working in the mountain and remote zones of the Kyrgyz Republic

For the purpose of streamlining of system of the state support of the persons living and working in the mountain and remote zones of the Kyrgyz Republic according to the Law of the Kyrgyz Republic "About the state guarantees and compensations for the persons living and working in the conditions of highlands" and due to the need of further enhancement of system of social guarantees and targeted support of the population of the mountain and remote zones of the republic the Government of the Kyrgyz Republic decides:

1. Establish:

- coefficients of surcharges to the salary and other social payments to the population living and working in the mountain and remote zones of the Kyrgyz Republic in sizes according to appendix 1;

- coefficients of surcharges to the salary and other social payments to the population living and working in some mountain settlements of the republic in sizes according to appendix No. 1-1.

- monthly allowances to official pay rates of employees of the companies, organizations and organizations located in the mountain and remote zones of the Kyrgyz Republic, in sizes according to appendix 2.

2. Approve the enclosed Procedure for establishment and calculation of working life for payment of monthly allowances to official pay rates of employees of the companies, organizations and organizations located in the mountain and remote zones of the Kyrgyz Republic.

3. Ceased to be valid the Order of the Government of the Kyrgyz Republic of July 3, 2009 No. 425.

4. To the Ministry of Finance of the Kyrgyz Republic, the Ministry of Labor, Employment and Migration of the Kyrgyz Republic, Social fund of the Kyrgyz Republic and regional public administrations to dig up resources for payment of the corresponding coefficients and percentage allowances.

5. Provide:

- 50 percent discount in case of payment for journey (there and back) once a year to the persons who are living and working in the mountain and remote zones of the republic, leaving for medical consultation and on treatment to other regions of the Kyrgyz Republic if there are no such services in the place of residence;

- the right of free pass on public transport (except taxi) once a year (there and back) to the children who are staying on the registry in treatment and prevention facilities, leaving on sanatorium treatment.

6. To the Ministry of Transport and Communications of the Kyrgyz Republic together with the Ministry of Health of the Kyrgyz Republic and the Ministry of Labor, Employment and Migration of the Kyrgyz Republic to determine procedure and the mechanism of settlement for cost recovery in case of application of reduced rates.

7. To authorized state body in the field of work to perform the corresponding explanatory work on application of coefficients of surcharges to the salary and other social payments to the population living and working in the mountain and remote zones of the Kyrgyz Republic.

8. Ceased to be valid the Order of the Government of the Kyrgyz Republic of July 3, 2009 No. 425

9. Recognize voided since April 1, 1997:

- the order of the Government of the Kyrgyz Republic of September 29, 1994 No. 733 "About measures for accomplishment of the resolution of Jogorku Kenesh of January 14, 1994 No. 1420-XII on rendering the state support of social and economic development of areas with severe and adverse climatic conditions";

- the order of the Government of the Kyrgyz Republic of May 29, 1995 No. 195 "About the course of implementation of the order of the Government of the Kyrgyz Republic of September 29, 1994 No. 733 "About measures for accomplishment of the resolution of Jogorku Kenesh of January 14, 1994 No. 1420-XII on rendering the state support of social and economic development of areas with severe and adverse climatic conditions";

- the order of the Government of the Kyrgyz Republic of May 29, 1995 No. 197 "About approval of the List of mountain areas in which work grants the right to preferential provision of pensions";

- Items 1, 6, the 7th orders of the Government of the Kyrgyz Republic of June 30, 1995 No. 256 "About additional measures for the state support of the remote and mountain areas with severe and adverse climatic conditions".

10. To impose control over the implementation of this resolution on the Deputy Minister of Finance of the Kyrgyz Republic.
